Book excerpt: Collaboration between international NGOs (INGOs) and governmental organizations (GOs) have contributed significantly to the goals of poverty alleviation and agricultural development in developing countries. Much of the literatures on NGO-GO partnerships have explored theoretically or empirically what motivate and hinder cross-sector collaboration. But not many have studied cross-sector collaboration from both analytical and descriptive perspectives. This study filled in this gap by drawing from previous studies a conceptual framework through which contexts, incentives, and barriers that influence INGO-GO partnerships were described and explained. The researcher adopted a qualitative case-study method with emergent design. Personal interviews were conducted with 20 key informants, including eight Vietnamese staff from one INGO and 12 government officials from six GOs who partnered with the INGO. All participating organizations were institutions serving agricultural and rural development in the south of Vietnam. The data were collected in 2010 and analyzed using the software package ATLAS.ti. The results showed four categories that interact to form a framework of a dynamic continuum of partnership development. The four categories included conditioning factors, incentives, barriers, and feedback loop. The categories held the following themes: 1) socio-political contexts and organizational natures for conditioning factors, 2) shared missions, resource mobilization, capacity building, and networking for incentives, 3) ideological conflicts, structural constraints, and operational hurdles for barriers, and 4) reflections and recommendations for feedback loop. The study contributed a theoretical- and empirical-based perspective on INGO-GO partnerships in post-reform countries. It provided a framework that comprehensively describes and explains partnership dynamics. The study also shared knowledge of the intricacies of INGO-GO partnerships in rural Vietnam. For institutions serving agricultural and rural development, the study could assist in strategic management to minimize constraints and maximize opportunities in collaborative environments.

Book excerpt: January 2001 Much of the qualitative research about poverty in Vietnam over the past 8 to 10 years was overlooked by policymakers, who tended to view it as "unscientific" and lacking in credibility. So why did the four participatory poverty assessments implemented in 1999 grab their attention? The year 1999 was important for poverty-related research and policy development in Vietnam. The General Statistics Office had collected household data in the second Vietnam Living Standards Survey in 1998 and made it available for analysis in 1999. And four participatory poverty assessments (PPAs) were implemented during 1999. Turk's case study describes how government agencies, donors, and nongovernmental organizations collaborated in implementing the PPAs. The considerable amount of qualitative information about poverty produced in Vietnam over the past 8 to 10 years has rarely grabbed the attention of policymakers, who tend to view such information as "unscientific" and lacking in credibility. By contrast, the PPAs implemented in 1999 have been widely circulated, used, and quoted. What was different about those PPAs that led their findings to be brought into local and national policy debates, as previous findings had not been? Working partnerships among donors and nongovernmental organizations were important and helped build consensus on the research findings, but more crucial was the active engagement of government partners from the very early stages. Establishing a Poverty Working Group provided a structure for implementing the PPAs, for feeding analysis through to the poverty assessment, and for keeping government fully involved. The Poverty Working Group now supports the government in drafting its poverty reduction strategy. Strong World Bank leadership, financial support from the U.K. Department for International Development, the technical expertise and commitment of the PPA partner agencies, and the availability of recent high-quality household survey data played an important part in ensuring the PPAs' credibility. This paper--a product of the Hanoi Country Office, East Asia and Pacific Region--is part of a larger effort in the region to encourage greater participation by poor households in policymaking and programming for poverty reduction. The international community recognises that reducing global poverty is one of the major development challenges of the twenty-first century. The problem of poverty is particularly severe in Bangladesh, where a variety of poverty alleviation initiatives have been tried. The most recent one involves Public Private Partnerships (PPPs), which are collaborations between partners in different sectors. PPPs are assumed to be effective for reducing poverty as they are seen to optimise the use of scarce resources, promote economic growth, and enhance efficiency. The Government of Bangladesh has recognised the use of PPPs as an innovative and effective approach for poverty alleviation in Bangladesh. Partnership for Development addresses this major policy issue by examining the novel arrangements of PPPs to determine how this approach can assist in alleviating poverty. This book explores different PPP arrangements for poverty alleviation in Bangladesh and evaluates their performance and effects. It identifies opportunities and constraints affecting these PPPs. It utilises the multiple-case study methodology, examining two cases, namely, the Income Generation for Vulnerable Group Development (IGVGD) and Rural Micro Credit (RMC) PPPs that have been introduced in Bangladesh as poverty alleviation measures. The book also identifies the rationale, features and mechanisms of the IGVGD and RMC PPPs using interviews with key persons who were involved in the policy making, and in the design and implementation of the PPPs. Different stakeholders were asked about the effects of the PPPs and suggestions for their improvement. The beneficiaries were also asked about the economic and social changes to their lives as a result of the PPPs. A model of PPPs for poverty alleviation is developed from the literature on the subject and then used to analyse the data from the Bangladesh case studies.

Many people die every day of hunger yet there is sufficient quantity of food in the World to feed everyone. This poses a big problem because the poor are unable to afford their basic needs. With a situation of this sort, international Organizations like the United Nations, the World Bank, governments and Non-Governmental Organizations are putting in great efforts to curb its prevalence. This work examines specifically, the role the World Wide Fund for Nature (WWF) plays in alleviating poverty in Tombel Sub-Division in Cameroon. Through the use of questionnaires and interview guides, findings revealed that WWF is encouraging various livelihood activities and many are benefiting in financial and material terms, which has gone a long way to improve the economic life of the people and thus help in alleviating poverty. Some policy implications include increasing the funds allocated to various projects in order to facilitate Community-Based Organizations and encouraging governments to take poverty reduction as a primary development agenda.
