The object of this book is to show the nature and the constraints of the commercialization of agriculture in one of the world's major problem areas, Sub-Saharan Africa. Agricultural commercialization started here centuries ago, albeit in small, pockets. It expanded sharply during the colonial period when the sub-continent became integrated into the world's economy. After independence the nature of this integration did not structurally change and the basic characteristics o agricultural commercialization remained unaltered. After an analysis of this process during the colonial period, the study focuses on post-colonial government policies and on spatial variation in the commercialization of Africa's agriculture. Differences in environmental and socio-economic conditions, production performance and government policy are dealt with on two geographical scales: in the fist at the level of macro-regions and individual countries, and the second, by means of case studies at the regional, village and project level. Thee field-work based studies each centre on a specific aspect of commercialization process in a wide variety of countries, viz Swaziland, Sudan, Botswana, Ivory Coast, Mali and Kenya. The final part of the book relates the subject of commercialization and rural development to Africa's present agricultural crisis.

As African policy makers try to keep pace with new developments in private food trade, they require knowledge of the structures of private trade systems and the factors that govern their long-term development. The study analyses the structure and development of horticultural marketing channels in Kenya. It is based primarily on surveys of some 500 farmers in four districts and 750 horticultural traders in 18 market places. Commercial horticultural farmers, domestic traders, export traders, agents, facilitators, marketing cooperatives and processors are all reviewed. The study devotes special attention to the efficiency of collecting wholesalers, and to the development of rural assembly markets. It develops a model which can elucidate vertical differentiation processes in the Kenyan horticultural channels. The analyses show that marketing channel theory can be of great relevance to the developing world. The proposed vertical differentiation model can aid in predicting future changes in horticultural marketing systems, in Kenya as well as in other African countries.

It examines how ruling class political ideology determined the agricultural policies from colonial rule. It considers both quantitative and qualitative aspects in all periods: colonial period to pre-green revolution phase, post-green revolution phase (early and late stages) and post-globalisation phase after 1991. India has achieved the ability to maintain food security, through enough food grain buffer stocks to meet the enormous public distribution system. But, with India’s entry into WTO in 1994, euphoria has been created among all types of farmers to adopt commercial crops like cotton cost-intensive inputs. Even food grain crops are grown through use of costly irrigation and chemicalised inputs. But they lacked remunerative prices, and so farmers began to commit suicides, which crossed 3.5 lakh. Government of India attributed this agrarian crisis to the technology fatigue and gave scope for second green revolution (GR-II). GR-I was achieved by public sector enterprise, whereas the GR-II as gene revolution is a result of private sector enterprise/MNCs. There is fear that opening up of the sector may lead to handover of the family farms to big agri-multinationals. GOI’s proposal to double farmers’ income by 2022 is feasible only when the problems, being faced by small, marginal and tenant farmers, are addressed in agricultural marketing, credit and extension services. Now, it is time to go for suitable forms of cooperative/collective agriculture, as 85 percent of total cultivators are the small and marginal farmers. Constitutional government was replaced by an army-dominated so-called Higher State Council responsive to no one but itself. In the weeks and months that followed further draconian measures were undertaken intended to subvert the incipient democratic process that Algeria had been experiencing in the several years following the deadly riots of October 1988. As part of the army's effort to regain control of state and society, it reined in the free-wheeling press, abolished the country's most popular political party (FIS), dissolved the National Assembly, and reimposed on civil society the apparatus of the omnipresent state security system (mukhabarat).

During the 1960s and 1970s, most developing countries imposed pro-urban and anti-agricultural policies, while many high-income countries restricted agricultural imports and subsidized their farmers. Both sets of policies inhibited economic growth and poverty alleviation in developing countries. Although progress has been made over the past two decades to reduce those policy biases, many trade- and welfare-reducing price distortions remain between agriculture and other sectors and within the agricultural sector of both rich and poor countries. Comprehensive empirical studies of the disarray in world agricultural markets appeared approximately 20 years ago. Since then, the Organisation for Economic Co-operation and Development had provided estimates each year of market distortions in high-income countries, but there have been no comparable estimates for the world's developing countries. This volume is the third in a series (other volumes cover Africa, Europe's transition economices, and Latin America and the Caribbean) that not only fills that void for recent years but extends the estimates in a consistent and comparable way back in time and provides analytical narratives for scores of countries that shed light on the evolving nature and extent of policy interventions over the past half-century. 'Distortions to Agricultural Incentives in Asia' provides an overview of the evolution of distortions to agricultural incentives caused by price and trade policies in the 12 largest economies of East and South Asia. Together these countries constitute more than 95 percent of the region's population, agricultural output, and overall GDP. Sectoral, trade, and exchange rate policies in the region have changed greatly since the 1950s, and there have been substantial reforms since the 1980s, most notably in China and India. Nonetheless, numerous price distortions in this region remain and others have added in recent years. The new empirical indicators in these country studies provide a strong evidence-based foundation for assessing the successes and failures of the past and for evaluating policy options for the years ahead.
