Book Does Government Human Capital Spending Contribute to Human Capital Development Evidence from Nigeria

Download or read book Does Government Human Capital Spending Contribute to Human Capital Development Evidence from Nigeria written by Ebele Nwokoye and published by . This book was released on 2017 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study empirically estimated the long-run and short-run impact of federal government human capital spending on human capital development in Nigeria. The study was motivated by the fact that despite growth in public spending in the past decade Nigeria still ranks low in human capital development. Time series data from 1990-2015 was collected and autoregressive distributed lag (ARDL) and Bounds test were used to estimate the short-run and long-run relationships respectively. The Bounds test was used to determine that a long-run relationship exists between Human Development Index (HDI) and government human capital spending while controlling for macroeconomic state of the economy using economic growth and inflation rate. The study finds that 1-year and 2-year lags of government recurrent education expenditure has weak significant negative impact on HDI rather than the expected positive impact. Only government recurrent health spending has positive impact on human capital development up to the 2-year lag. The speed of adjustment of the short-run relations is 41% significant at 5% level. The results demonstrated that both in the long and short run, government health spending has remained positive but to a very large extent insignificant to human capital development in Nigeria; whereas government education spending has not produced the desired positive impact on human capital development in Nigeria. This accounts for the low HDI of Nigeria over the years. The study therefore concludes that human capital development could be achieved through more efficient health spending in Nigeria. This study therefore strongly recommends that federal government should raise substantially the level of capital spending on education and health in order to achieve meaningful human capital development in Nigeria.

Book excerpt: During recent decades, Korea has been one of only a handful of countries that have made the successful transformation to become a developed nation by simultaneously achieving persistent economic growth combined with a democratic political system. Experts and political leaders worldwide have attributed this achievement to investments in people or, in other words, the power of education. Whilst numerous books have highlighted the role of industrial policies, technological growth, and international trade in Korea’s development process, this is one of the first to focus on the role of human capital. It shows how the accumulation of human capital aided transformation and helps explain the policies, strategies and challenges that Korea faces now and in the future.

Book Human Capital

Download or read book Human Capital written by Cosimo Perrotta and published by Springer Nature. This book was released on 2023-07-29 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book presents a new interpretation of the role of human capital and the state in driving economic development. It places these ideas within broader debates within the history of economic thought to highlight how the nature of economic activity is a collective and coordinated process. Through examining how the welfare state reversed traditional accumulation by relying on human capital growth, the importance of the state within the development process is emphasised, alongside the multifaceted nature of competition. Different forms of public expenditure are then evaluated to identify the most productive forms of public spending and the drivers of long term economic development. This book questions the relationship between profits and rent and proposes a new kind of economic development based around human capital. It will be relevant to students and researchers interested in the history of economic thought, the political economy, and labour economics.

Book Human Capital Economic Growth and Public Expenditure

Download or read book Human Capital Economic Growth and Public Expenditure written by Carlos Bethencourt and published by . This book was released on 2020 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: To understand the weak empirical relationship between human capital and macroeconomic performance, this paper presents a model in which human capital is allocated to three activities: production, tax collection (bureaucracy), and public education. The effective tax rate is low in poor countries because tax collection requires human capital, which is scarce. Throughout the transition, the effective tax rate rises, which involves a diversion of human capital from production to bureaucracy and public education. Consequently, human capital has a weak effect on production, even when human capital is efficiently allocated. Differences in institutional quality may involve a spurious negative correlation between gross domestic product and human capital.

Book The Influence of Human Capital on Economic Growth

Download or read book The Influence of Human Capital on Economic Growth written by Riyanto Wujarso and published by Asadel Publisher. This book was released on 2023-07-09 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The Influence of Human Capital on Economic Growth" delves into a comprehensive analysis of the relationship between human capital and regional financial development in West Java Province. This research covers the period from 2017 to 2019 and employs a quantitative research approach using mathematical analysis techniques. To gather data for the analysis, the book relies on secondary sources, specifically the data reports provided by the Indonesian Central Bureau of Statistics (Badan Pusat Statistik or BPS). These reports offer valuable information crucial for understanding the dynamics of regional financial development in West Java Province. The research technique utilized in this study is panel regression, specifically employing the GLS fixed-effect model approach. This statistical method allows for the examination of both cross-sectional and time series data, making it suitable for analyzing the relationship between human capital and regional financial development over a specific time period. The GLS fixed-effect model accounts for individual characteristics of each region in West Java Province, providing a more accurate estimation of the impact of human capital on financial growth. The study's findings shed light on the critical role of human capital, with a specific focus on education, in influencing economic growth in West Java Province. The estimation results highlight the significant impact of the education variable on the region's financial development, emphasizing the importance of investing in education and improving educational infrastructure to enhance the quality of the workforce and stimulate economic growth. While the relationship between human capital and financial development extends beyond education alone, the estimation results reveal education as the most dominant factor influencing financial development in West Java Province. Therefore, efforts to improve the education level of the workforce should be prioritized to enhance productivity and drive economic progress. Based on the research findings, the book proposes recommendations for the local governments in West Java Province. It suggests a substantial increase in regional expenditure allocations specifically dedicated to the education and health sectors to improve the quality of education and healthcare. By prioritizing human capital development and creating an enabling environment for skills enhancement, West Java Province can pave the way for sustainable and inclusive financial growth. "The Influence of Human Capital on Economic Growth" provides valuable insights into the impact of human capital on regional financial development in West Java Province. It emphasizes the significant role of education in fostering economic growth and calls for increased investments in education and health sectors. By prioritizing human capital development and creating an enabling environment for skills enhancement, West Java Province can pave the way for sustainable and inclusive financial growth.

Book Human Capital Accumulation and Public Sector Growth

Download or read book Human Capital Accumulation and Public Sector Growth written by Mr.Vito Tanzi and published by International Monetary Fund. This book was released on 1995-09 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: The present paper takes a fresh theoretical and empirical look into the relationship between Wagner’s law and economic development. It introduces human capital into a classic two-sector model of unbalanced growth. It shows that, as an economy develops, changes in the relative returns to human capital and unskilled labor, as a result of changes to their relative scarcities, could have a significant impact on the size of the government sector, depending in part also on the difference in relative factor intensities between outputs of the private and government sectors. This conjecture is broadly supported by empirical evidence based on a cross-section analysis of a large sample of developed and developing countries.

Book The Human Capital Index 2020 Update

Download or read book The Human Capital Index 2020 Update written by World Bank and published by World Bank Publications. This book was released on 2021-05-05 with total page 301 pages. Available in PDF, EPUB and Kindle. Book excerpt: Human capital—the knowledge, skills, and health that people accumulate over their lives—is a central driver of sustainable growth, poverty reduction, and successful societies. More human capital is associated with higher earnings for people, higher income for countries, and stronger cohesion in societies. Much of the hard-won human capital gains in many economies over the past decade is at risk of being eroded by the COVID-19 (coronavirus) pandemic. Urgent action is needed to protect these advances, particularly among the poor and vulnerable. Designing the needed interventions, targeting them to achieve the highest effectiveness, and navigating difficult trade-offs make investing in better measurement of human capital now more important than ever. The Human Capital Index (HCI)—launched in 2018 as part of the Human Capital Project—is an international metric that benchmarks the key components of human capital across economies. The HCI is a global effort to accelerate progress toward a world where all children can achieve their full potential. Measuring the human capital that children born today can expect to attain by their 18th birthdays, the HCI highlights how current health and education outcomes shape the productivity of the next generation of workers and underscores the importance of government and societal investments in human capital. The Human Capital Index 2020 Update: Human Capital in the Time of COVID-19 presents the first update of the HCI, using health and education data available as of March 2020. It documents new evidence on trends, examples of successes, and analytical work on the utilization of human capital. The new data—collected before the global onset of COVID-19—can act as a baseline to track its effects on health and education outcomes. The report highlights how better measurement is essential for policy makers to design effective interventions and target support. In the immediate term, investments in better measurement and data use will guide pandemic containment strategies and support for those who are most affected. In the medium term, better curation and use of administrative, survey, and identification data can guide policy choices in an environment of limited fiscal space and competing priorities. In the longer term, the hope is that economies will be able to do more than simply recover lost ground. Ambitious, evidence-driven policy measures in health, education, and social protection can pave the way for today’s children to surpass the human capital achievements and quality of life of the generations that preceded them.

Book Measuring Human Capital

Download or read book Measuring Human Capital written by Barbara Fraumeni and published by Academic Press. This book was released on 2021-07-12 with total page 224 pages. Available in PDF, EPUB and Kindle. Book excerpt: Measuring Human Capital addresses a country's most important resource: its own people. Bettering human capital benefits individuals and their country and leads to improved sustainability for the future. For many years economists only used Gross Domestic Product (GDP), now acknowledged to be inadequate without supplemental measures, to gauge a country's overall value. There is now a recognition that many variables contribute to a country's worth, which make accurate measurement difficult. Looking beyond GDP by focusing on human capital, researchers, policymakers, government officials, and students can understand what elements impact human capital and how they might improve it in order to increase economic growth and well-being. - Addresses six major measures of human capital, covering at least 130 countries - Describes both monetary and index estimates - Includes two monetary measures by the World Bank and the Inclusive Wealth Report by UNEP and the Urban Institute of Kyushu University - Includes four index measures by the Institute for Health Metrics and Evaluation of the University of Washington, United Nations Development Programme, World Economic Forum, and World Bank - Includes two country chapters, one on China and the other on the United States
