It also discusses the initial testing of the framework in several cities across India. In addition, it examines the application of the TAPC (transparency, accountability, participation, and capacity building) principles of good governance to key aspects of urban transport – policy, planning, standards, budgets, execution, and regulation.

This book addresses some key issues of governance and management for India’s principal urban areas of Mumbai, Kolkata and Hyderabad. As three of the greatest Indian cities, they have evolved in recent decades into large metropolitan regions with complex, overlapping and often haphazard governance arrangements. All three cities exemplify the challenges of urbanisation and serve here as case studies to explore the five dimensions of urban governance in terms of devolution, planning, structures of delivery, urban leadership and civic participation. Book excerpt: The economic activity that drives growth in developing countries is heavily concentrated in cities. Catchphrases such as “metropolitan areas are the engines that pull the national economy” turn out to be fairly accurate. But the same advantages of metropolitan areas that draw investment also draw migrants who need jobs and housing, lead to demands for better infrastructure and social services, and result in increased congestion, environmental harm, and social problems. The challenges for metropolitan public finance are to capture a share of the economic growth to adequately finance new and growing expenditures and to organize governance so that services can be delivered in a cost-effective way, giving the local population a voice in fiscal decision making. At the same time, care must be taken to avoid overregulation and overtaxation, which will hamper the now quite mobile economic engine of private investment and entrepreneurial initiative. Metropolitan planning has become a reality in most large urban areas, even though the planning agencies are often ineffective in moving things forward and in linking their plans with the fiscal and financial realities of metropolitan government. A growing number of success stories in metropolitan finance and management, together with accumulated experience and proper efforts and support, could be extended to a broader array of forward-looking programs to address the growing public service needs of metropolitan-area populations. Nevertheless, sweeping metropolitan-area fiscal reforms have been few and far between; the urban policy reform agenda is still a long one; and there is a reasonable prospect that closing the gaps between what we know how to do and what is actually being done will continue to be difficult and slow. This book identifies the most important issues in metropolitan governance and finance in developing countries, describes the practice, explores the gap between practice and what theory suggests should be done, and lays out the reform paths that might be considered. Part of the solution will rest in rethinking expenditure assignments and instruments of finance. The “right” approach also will depend on the flexibility of political leaders to relinquish some control in order to find a better solution to the metropolitan finance problem.

Book excerpt: The objective of this book is to better understand the nature of urban governance regarding the provision of basic urban services in rapidly growing mid-sized towns and cities in developing countries. Set within the context of understanding urban planning and management within the wider city setting, the study focuses on the provision of the basic urban services of housing, water and sanitation especially within informal settlements. Using the case study of the mid-sized city of Jayapura, Papua, Indonesia, the publication explores: (i) the types, processes, and stakeholders that constitute formal urban governance in the provision of basic urban services; (ii) understanding how stakeholders gain and benefit from ‘on the ground’ formal service arrangements, and why; and (iii) for those who do not directly benefit from the formal arrangements, how individuals, groups and communities organize and access governance to meet their basic urban needs. The methods employed to better understand the nature of urban governance and its relationship to the provision of basic urban services comprised primary (face-to-face household surveys interviewing 448 respondents, ground mapping at a plot size level in four informal settlements, and semi-structured interviews with 12 stakeholders) and secondary data regarding urban governance, planning and management. The study reveals that urban governance arrangements in fast growing mid-sized cities have emerged both formally and informally to cope with basic urban service needs across a range of settlement types and socio-cultural groups. The major modes of governance arrangements in the informal settlements consist of traditional, formal and informal, and hybrid governance which co-evolve as their boundaries overlap and intersect through time at varying levels of ‘equilibrium’. The ‘governance equilibrium’ represents a ‘balance’ at a specific point and place in time in how stakeholders utilize and share resources, and access various contributions.

So this is an excellent reference work not only for scholars but many others who have visited the country and were fascinated by it.

The contributions thus highlight how the term ‘empowerment’ in the context of decentralization regimes masks a competing array of intentions and agendas. Who and what are ‘empowered’, given a ‘voice’ and allowed to ‘participate’ via the processes and structures of decentralization (and to what ends) are too frequently assumed in normative conversations about ‘bringing government closer to the people’ and ‘community driven development’. Creating an illusion of a shared language and common set of priorities therefore obscures more complex realities, particularly when there is a disconnect between the official goals of decentralization and civil society aspirations that reinforces politics of exclusion at the grassroots. Equally, official processes of decentralization can, and often are, accompanied by less visible processes of ‘recentralization’ through the reassertion of central state control over putatively autonomous jurisdictions. Through studies in six Asian countries (India, the Philippines, Indonesia, Bangladesh, Thailand and Japan) the essays in this book examine cases whereby a range of urban actors and institutions have been ‘empowered’ via decentralization, and how this realignment of local power relations impacts upon the dynamics of urban governance, albeit not always in socially progressive ways.
