However, if this will be accomplished, it is important to understand some of the issues that need to be worked through in this transition.

Book excerpt: This book examines the structures and processes of political decision-making and governance in Nigeria. Since Nigeria returned to elected government in 1999, it has been observed that several factors account for the differences between the design of statutory structures and processes of political decision-making and how they operate in reality. In other words, there are wide gaps between statutes and practice of political decision-making. However, the nexus between the two remains largely understudied by political scientists. Instinctively, political scientists assume that informal influences in political decision-making are aberrations, episodic or temporary. This book is designed to interrogate the nexus between the formal and non-formal dimensions of the dynamics of political decision making in Nigeria and also provide evidence about the actual functioning of governmental structures in Nigeria. The thesis of the book is that the non-formal dimension of political decision making as evidenced in rising ethno-political patronages, religious sentiments, clientelism and factionalism, are interacting with formal decision-making structures in ways that largely undermine the latter and, by extension, the democratic system. The book pursues this thesis by examining the roles of actors and institutions including, electoral choices made by voters, legislations, which perhaps is the most fundamental form of political decision-making, policies made by the executive and administration, as well as decision making within political parties, since parties are sites for articulating and aggregating issues on which decisions are to be made.

Unfortunately, it has become increasingly difficult to differentiate between genuine demands by these forces on the state and outright criminality and mayhem. Post-transition Nigeria is experiencing the proliferation of ethnic militia movements purportedly representing, and seeking to protect, their ethnic interests in a country, which appears incapable of providing the basic welfare needs of its citizens.It is against the background of collective disenchantment with the Nigerian state, and the resurgence of ethnic identity politics that this research interrogates the growing challenge posed by ethnic militias to the Nigerian democracy project. The central thesis is that the over-centralization of power in Nigeria 's federal practice and the failure of post-transitional politics in genuinely addressing the "National Question," has resulted in the emergence of ethnic militias as a specific response to state incapacity. The short- and long-term threats posed by this development to Nigeria 's fragile democracy are real, and justify the call for a National Conference that will comprehensively address the demands of the ethnic nationalities.

Observers widely depict internal conflict as a pathway to autocracy or state failure, but in fact there is variation in post-civil war regimes. Conventional accounts focus on war outcomes and international peacebuilding, but Huang suggests that postwar regimes have wartime origins, notably in how rebel groups interact with ordinary people as part of war-making. War can have mobilizing effects when rebels engage extensively with civilian populations, catalyzing a bottom-up force for change toward greater political rights. Politics after civil war does not emerge from a blank slate, but reflects the war's institutional and social legacies. The Wartime Origins of Democratization explores these ideas through an original dataset of rebel governance and rigorous comparative case analysis. The findings have far-reaching implications for understanding wartime political orders, statebuilding, and international peacebuilding.
