Book excerpt: (1) Review of Financial Management: this report reviews the governance arrangements and financial management of the 16 colleges from their incorporation in 1998 to 2007 (now restructured to form six larger, area-based colleges). The lifetime of the 16 colleges was a period when there were significant and sustained developments in governance arrangements in public bodies in Northern Ireland, but the report notes that occasional significant lapses illustrate that it is not sufficient to have governance structures in place: they need to operate intelligently and effectively to work. The Colleges total income in 2006-07 was £231 million and there was an overall deficit of £5 million, with 8 of the 16 colleges having incurred a deficit in that year. Colleges, in broad terms, are required to break even to maintain their solvency. Common reasons for deficits in those colleges which were in financial difficulties were poor financial controls, inadequate financial systems and insufficient information provided to senior management or Governors. (2) Governance examination of Fermanagh College: in 2005 and 2006 a number of Departmental and consultancy reviews in Fermanagh College highlighted serious failings in financial management and raised concerns over the regularity and propriety of the use of public funds. Given the findings of the various reviews conducted, the Audit Office considered DEL's monitoring of the College. It is concerned that the findings remained undetected by the Governing Body. The Department told the Audit Office that its biggest concern was that the problems in Fermanagh College had not been identified by internal or external audit. The Department should take steps to monitor closely the operation of college audit committees.

Book excerpt: Eighteen years after the United States presented its plan for the international control of atomic energy to the United Nations, the first major arms control agreement was signed between the United States and the Soviet Union. Including Great Britain, the three major nuclear powers pledged to refrain from nuclear tests in the atmosphere, outer space, and underwater in a treaty negotiated in Moscow within two weeks during the summer of 1963. It was hoped that the treaty would at least discourage those phases of the arms race which required large-yield nuclear explosions in the atmosphere or outer space as well as eliminate further radioactive pollution of the atmos phere. In addition, the test ban would discourage, though not eliminate, the development of nuclear weapons by other treaty adherents because the un derground testing allowed under the terms of the document would escalate already heavy costs for countries intending to conduct their first nuclear tests. The Kennedy administration expected other agreements to follow the test ban treaty, particularly an agreement to keep outer space free from 1 nuclear warheads and to outlaw underground tests in the near future. But one of the most important anticipated benefits of the treaty was the expected improvement of relations between the United States and the Soviet Union. The treaty was important not only because it was a tangible breakthrough in East-West arms-control negotiations but also because of its implications for domestic and international politics.
