Book GRASSROOTS GOVERNANCE AND RURAL DEVELOPMENT A Case Study in North East India

Download or read book GRASSROOTS GOVERNANCE AND RURAL DEVELOPMENT A Case Study in North East India written by Dr. Nazmul Hussain Laskar and published by Ashok Yakkaldevi. This book was released on 2020-04-14 with total page 182 pages. Available in PDF, EPUB and Kindle. Book excerpt: India is basically an agrarian country the two-thirds population of which lives in rural areas. The quality of national life is ultimately determined by the standard of life in village. Thus, development at the grass-root level is imperative to the overall development of the country. But over the years it is observed that rural development is difficult to be realised by the government’s initiative from above. In fact, the initiative needs to come from the bottom. Here comes the importance of the Panchayat system in general and Gaon Sabha in particular. Gaon Sabha provides an ideal forum for participation of any ordinary villager in the process of development. It is the ideal manifestation of decentralised planning by which the people at the lowest rung of our democracy may ventilate their hopes and aspirations. It ensures sustainable development and finds solutions to the problems of poverty and under development in rural India. The 73rd Amendment of the Indian Constitution, 1992 (received the assent of the President on April 20, 1993 and published in the Gazette of India, Part II, Section I, dated 20 April, 1993) for the first time created a statutory imperative for the establishment of a legally empowered Gaon Sabha. Gaon Sabha means a body of all persons registered in the electoral rolls of a village falling within the jurisdiction of a village panchayat. It is designed to ensure participation of people in the three stages of planning i.e., plan formulation, plan implementation and plan evaluation at the grass root level. The 73rd and 74th Constitutional Amendment Acts have provided an opportunity for the persons registered as voters in the village to directly participate in the decision making process. Gaon Sabhas thus serve as the basis of decentralised planning and help to ensure a transparent and accountable administration through Gaon Panchayat. It monitors the functioning of the Gaon Panchayat. While the elected representatives take policy level decisions on behalf of the people, the registered voters in the village discuss and take part in the decisions relating to the development of the village. The Assam Panchayat Raj Act 1994 also empowered the Gaon Sabha to discuss, plan and formulate policies for rural development.

Book Women Leadership Decentralised Governance and Development

Download or read book Women Leadership Decentralised Governance and Development written by D Rajasekhar and published by Springer. This book was released on 2024-10-25 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book discusses experiences of women leaders in decentralised government structure in India and their participation in governance. The book also examines contribution of women leaders to the development of local area and economy through improved delivery of public services. In India, the policy of reserving seats and executive positions to women in the Panchayati Raj Institutions (grassroot governance bodies in India) at the village, sub-district and district levels, and urban local bodies was introduced three decades ago to improve representation of women at the grassroots level and enable them to access political decision-making at the local level. Because of the policy, about half of three million leaders in local government are currently women. The book explores the impact of this significant representation of women on decentralised governance and development. It looks at why this impressive representation of women in the local government has not translated into improved participation of women at the provincial and national parliament. The book discusses successful models, experiences of women leaders from different parts in India, and challenges faced by them. It offers new interpretations of findings and new methodologies to assess the contribution of women to decentralised governance and development. It is a rich source of material for researchers, teachers, practitioners, policymakers, NGOs, and think tanks.

Book Social Base of Grassroots Politics in Assam

Download or read book Social Base of Grassroots Politics in Assam written by Jogendra Kr Das and published by . This book was released on 2009-01-01 with total page 249 pages. Available in PDF, EPUB and Kindle. Book excerpt: India has been experiencing chequered results of democratic decentralization process initiated more than a decade ago. The new dispensation of devolution of power and funds in a relatively more transparent manner following the 73rd CA Act, 1992 has brought about a change in the rural leadership pattern as well as in the process of village empowerment. The new politico-administrative era has led to the emergence of local leadership in the country with a new vigor. Assam is not an exception to that new revolution of grassroots governance, where the experiment of Panchayati Raj system had been a gross failure in the past. But the new dispensation has added a new lease of life to the PRIs in Assam and added a newer dimension in representation. At the academic level, PRIs, generally do not attract much scholars and academics in the state to a desired extent. Here, in the present book “Social Base of Grassroots Politics in Assam†, an attempt has been made to fill up this vacuum of our knowledge regarding the sociological appraisal of grassroots politics in the Indian state of Assam. The author has grouped some very pertinent issues through an inquiry of social background features of the representatives of Panchayats of a specific universe based in Assam for a broader understanding and generalization of grassroots governance. The quality of representativeness of any political organ in a democracy is the very basis and essence of democratic governance and it is also important to look as to how our plural society finds representations in the political apparatuses, be it in the top or in the bottom. Here lies the significance of studying the grassroots governance, which is now, becomes a part of the constitution itself. The book deals with intensively the PRIs of Assam with a special reference to the district of Kamrup from a sociological perspective. It is probably the first attempt of this kind, which is interdisciplinary in its approach, and it obviously addresses to a large audience even beyond the social science disciplines. Our administrators, policy-makers, planners, political activists, students, scholars and general readers interested in the study of grassroots governance and democratic decentralization as such will find Dr. Jogendra Kr. Das’s book useful and stimulating.

Book Decentralization Local Governance and Social Wellbeing in India

Download or read book Decentralization Local Governance and Social Wellbeing in India written by Rani D. Mullen and published by Routledge. This book was released on 2017-05-18 with total page 293 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past three decades, decentralization has been seen as the means for allowing local governments to become more accountable, and for encouraging the deepening of democracy and the building of village communities. By drawing on original village-level case studies of six villages in three different Indian states, this book presents a systematic analysis of the impact of decentralization on the delivery of social services at the local level within India. Supplementing national and state-level data and analyzing the different historical legacies in each state, the book argues that decentralization is not simply a function of the structure of the decentralization program or of the relationship between higher-tiered and local government. Rather, the possibility of decentralization affecting social outcomes depends on several interacting factors, including the distribution of power among local elites, the dynamics of political competition, and the level of civil society mobilization. By examining constitutionally-mandated political decentralization across India, this book identifies the circumstances under which local government structures can lead to improved social services and societal wellbeing, as well as presenting a substantial contribution to studies on South Asian Politics and Local Government.
