Book excerpt: This report is based on the first empirical study of the microfinance industry in Central and Eastern Europe and the New Independent States (CEE and NIS). The main source of its findings is a survey of the region's microfinance institutions (MFIs) and funders conducted in 2001 by the Microfinance Centre for Central and Eastern Europe and the New Independent States, headquartered in Warsaw, Poland. The study achieved its four main goals: 1) the creation of an empirically based, comprehensive picture of the current state of the microfinance industry in the region; 2) a comparison of the performance of the region's main organizational models for microfinance delivery credit unions, nongovernmental organizations (NGOs), 'downscaling' commercial banks, and 'Greenfield' microfinance banks; 3) an analysis of the main barriers to growth and development confronting microfinance in the region specifically, access to finance and legal and regulatory constraints; and 4) a framework for action for the region's various microfinance actors, the goal being to increase the scale, outreach to the poor, financial viability, and impact of microfinance in the region. This study subscribes to the latter perspective. The data covers the broader range of clients and providers in the region. The alignment with those who see a broader target market for microfinance is primarily founded on a practical observation: the debate within microfinance appears to be moving in favor of this broader perspective. Second and third chapters provide background on the development of microfinance in the region. Second chapter describes the economic context in which microfinance is developing, focusing on the driving forces behind it. Third chapter explains the key features of the different MFI organizational models credit unions, nongovernmental MFIs, downscaling commercial banks, and Greenfield microfinance banks. The origin of each model, its key organizational features, and its target client markets are described. Fourth, fifth and sixth chapters present the study's findings. Fourth chapter looks at the industry's performance and current trends overall by MFI type and by sub region. Fifth chapter offers a more thorough analysis of the extent of poverty outreach by the region's MFIs. Sixth chapter assesses the MFIs' financial performance and the relationship between poverty outreach and financial sustainability. Book excerpt: It has been commonly acknowledged that in order to reach the target clienteles with loans at attractive terms and conditions, an appropriate technology for delivering financial services must be developed. Next to this, current developments in microfinance industry encourage MFIs to offer wide-ranging services within a multiservice portfolio including microsavings, microinsurance, remittances, mobile banking etc. One of the main pillars of this trend has become MFIs increasing interest in the expansion into the savings market to reach more poor clients as well as to lower costs by attracting presumably cheaper deposits. Joint services are tailored to better meet needs of the poor and aim at building sustainable financial systems and establishing closer and long-term relationship with clients. Furthermore, the rapid evolution of microfinance has generated another essential and closely related trend: commercialization. The focus of this dissertation is on three emerging issues associated with the development of microfinance sector: incentive mechanisms to address contract enforcement and screening problems, performance of MFIs though the lenses of combined microfinance services (credit plus savings), and performance of MFIs though the lenses of capital structure. The essays in the dissertation vary in research methodology: one essay is theoretical and two are empirical. Moreover, the data come from diverse microfinance units: Microfinance Information Exchange (MIX) online database and Microfinance Centre for Central & Eastern Europe and the New Independent States (MFC). As far as methods are concerned the empirical essays use less frequently applied methodologies in microfinance studies: seemingly unrelated regression (SUR) and propensity score matching (PSM).

Book excerpt: Following the recent global financial crisis there is a growing interest in alternative finance – and microfinance in particular – as new instruments for providing financial services in a socially responsible way or as an alternative to traditional banking. Nonetheless, correspondingly there is also a lack of clarity about how to regulate alternative financial methods particularly in light of the financial crisis’ lessons on regulatory failure and shadow banking’s risks. This book considers microfinance from a legal and regulatory perspective. Microfinance is the provision of a wide range of financial services, particularly credit but also remittances, savings, to low-income people or financially excluded people. It combines a business structure with social inspiration, often resorts to technological innovations to lower costs (Fintech: e.g. crowdfunding and mobile banking) and merges with traditional local experiences (e.g. financial cooperatives and Islamic finance), this further complicating the regulatory picture. The book describes some of the unique dimensions of microfinance and the difficulties that this can cause for regulators, through a comparative analysis of selected European Union (EU) countries’ regimes. The focus is in fact on the EU legal framework, with some references to certain developing world experiences where relevant. The book assesses the impact and validity of current financial regulation principles and rules, in light of the most recent developments and trends in financial regulation in the wake of the financial crisis and compares microfinance with traditional banking.
