Mittelman finds that globalization is hardly a unified phenomenon but rather a syndrome of processes and activities: a set of ideas and a policy framework. More specifically, globalization is propelled by a changing division of labor and power, manifested in a new regionalism, and challenged by fledgling resistance movements. The author argues that a more complete understanding of globalization requires an appreciation of its cultural dimensions. From this perspective, he considers the voices of those affected by this trend, including those who resist it and particularly those who are hurt by it. The Globalization Syndrome is among the first books to present a holistic and multilevel analysis of globalization, connecting the economic to the political and cultural, joining agents and multiple structures, and interrelating different local, regional, and global arenas. Mittelman's findings are drawn mainly from the non-Western worlds. He provides a cross-regional analysis of Eastern Asia, an epicenter of globalization, and Southern Africa, a key node in the most marginalized continent. The evidence shows that while offering many benefits to some, globalization has become an uneasy correlation of deep tensions, giving rise to a range of alternative scenarios.

Book excerpt: Scholars in the Marketplace is a case study of market-based reforms at Uganda's Makerere University. With the World Bank heralding neoliberal reform at Makerere as the model for the transformation of higher education in Africa, it has implications for the whole continent. At the global level, the Makerere case exemplifies the fate of public universities in a market-oriented and capital friendly era. The Makerere reform began in the 1990s and was based on the premise that higher education is more of a private than a public good. Instead of pitting the public against the private, and the state against the market, this book shifts the terms of the debate toward a third alternative than explores different relations between the two. The book distinguishes between privatisation and commercialisation, two processes that drove the Makerere reform. It argues that whereas privatisation (the entry of privately sponsored students) is compatible with a public university where priorities are publicly set, commercialisation (financial and administrative autonomy for each faculty to design a market-responsive curriculum) inevitably leads to a market determination of priorities in a public university. The book warns against commercialisation of public universities as the subversion of public institutions for private purposes.

Le budget prévisionnel 2011 de l'éducation, l'une des cinq priorités déclarées, ne représentait que 3 % du budget national congolais. Au niveau de l'exécution, il a dépassé à peine 1 %. Toutefois, il convient de noter que, dans le cadre du premier quinquennat du Président Joseph Kabila, le programme de réhabilitation et de construction des infrastructures des établissements d'enseignement supérieur et universitaire a connu un vrai début d'exécution, notamment aux Universités de Kindu, de Kisangani, de Lubumbashi et de Kinshasa. La RDC est un pays où l'on croit trop que légiférer suffit à résoudre des problèmes. Ce dont la patrie de Lumumba a besoin, c'est de l'application des textes adoptés et promulgués. L'ensemble des contributions de ce volume rappelle fort heureusement cette réalité, d'abord dans une démarche sociohistorique qui tire des leçons des réformes passées, puis dans une approche empirique qui examine les perceptions et pratiques actuelles, enfin dans une approche prospective qui explore les modalités d'une action volontaire dont, au final, l'effort sera payant pour le pays.

This book focuses on a recent violent strike action in Cameroon's state universities, with special attention to the University of Buea - the only English-speaking university in the country between 1993 and 2011. Such a detailed study on student strikes is still rare in African studies, and maybe even more important, this book pays special attention to certain elements that have been of great significance to the strike but are often overlooked in narratives of other student actions in Africa, namely the use of cell phones, differences in gender roles of student activists, the religious dimensions of the strike, the central role of some public spaces like bars and cafés for the planning and execution of student strikes, and the power of the photocopier. The book goes far beyond simply documenting the various protest actions of students against the state and university authorities. It also provides ample room for comments from journalists and other civil-society members and groups on various aspects of the strike.
