Book excerpt: Despite the numerous initiatives suggested and implemented to reform education in Egypt, very little was achieved in terms of improving education quality and, consequently, boosting development and democratic transition processes in Egypt. This paper argued that basic education in Egypt suffered variant degrees of weaknesses in applying good governance dimensions, including participation, accountability, responsiveness, fighting corruption, effectiveness and transparency, which ultimately affected negatively the overall performance of the basic education sector in Egypt. Building on the results of an assessment to governance in basic education in Egypt, the paper evaluated the degree to which basic education service providers in Egypt applied the principles of good governance (i.e. participation, accountability, responsiveness, fighting corruption, effectiveness, transparency, rule of law, efficiency and equity). The assessment was based on nationally-owned governance indicators structured in the form of a composite index. The paper highlighted the reasons behind the limited impact and weakness of basic education in Egypt from a governance perspective. Finally, the paper offered a new insight to improve basic education in Egypt. This insight focused on good governance in education as a technique towards a better quality and more democratic education.

To achieve their goals they apply administrative reforms, including civil service reforms, to adjust the government for achieving the intended goals. Pursuing different goals entails applying different administrative reforms. In the 2000s, the World Bank and the International Monetary Fund (IMF) suggested the Egyptian government, through loan conditionality, an administrative and civil service reform to promote economic growth based on their concept of good governance. In this paper, I argue that the suggested reform does not target economic growth but targets debt repayment. To demonstrate the contradiction between the suggested reform and the alleged goal, in the first chapter I review the history of civil service reform in Egypt from the time of Mohamed Ali Pasha until the suggested reforms by the World Bank and the IMF. This review shows that different Egyptian rulers reformed the civil service to play a certain role while the foreign creditors of the 19th century applied similar reforms to those of the international financial institutions to secure debt repayment. In the second chapter, I explain the role of the civil service according to the concept of good governance upon which the World Bank and the IMF suggested the administrative and civil service reform in Egypt. In the third chapter, I tackle the critique of the suggested civil service reform to show that its main goal is making savings to ensure debt repayment, not improving the civil service to perform the assigned role.

Book excerpt: Abstract: Acknowledging and understanding the opportunities in Egypt post-2011, this research focuses on Egyptian political parties, and their potential role in Egypt's ongoing transition, instigated by the events of January 2011. The main purpose of this paper was to answer the research question which is centered around the extent to which political parties can promote a culture of good governance in Egypt post-2011, taking several major parties and events as cases for the analysis. The main objectives of this research were to thoroughly understand the context in which political parties developed in Egypt and analyze the major recognized components of good governance, in order to ultimately assess how newly established political in parties in Egypt can contribute to the promotion of these components in post-2011 Egypt. This allowed to view these parties more in depth and properly assess their role in Egypt's current transition in relation to extrapolated components of good governance such as transparency, accountability, capacity building, rule of law , participation and representation, effectiveness, among other elements. It also provided insights on the potential opportunities for these institutions in Egypt, in terms of what they can bring to the transition if empowered and nurtured. Qualitative interviews were undertaken with party officials along with content and discourse analysis in order to provide holistic perceptions of the subject of study. The findings of the analyzed data allowed to provide insights on internal mechanisms of political parties which demonstrate elements of good governance. Various intra-party mechanisms showcased several aspects of commitment to transparency, accountability, capacity building, participation and this was the case for parties in various areas of the political spectrum. It also granted the research with an understanding of Egyptian parties in the context of elections, including processes of pre-elections such as internal and external endorsements of candidates as well as various alliances formations and formulation of party programs and platforms. Multi-party collaboration has also been a focal element of the analysis, with a focus on the stances and formal positions of various parties in regards to legislations and other macro-issues affecting the Egyptian political scene. Policy recommendations conclude the paper and allow for the research to serve as a comprehensive framework for understanding the potential role of political parties in Egypt post-2011 and what opportunities can allow for stronger parties to have a more significant role in promoting good governance in Egypt's ongoing transition moving forward.

At varying levels, we trust our families and friends, we trust strangers who share some traits with us and even trust institutions like banks with our savings and to handle our personal finances. By expansion, political trust, or the public's trust in government as a whole and as individual agencies. Trust in government forms a basis for the legitimacy. High levels of political trust facilitates the implementation of policies with more willing compliance from the public. This is more evident in situations like global and national crises. In such situations of limited knowledge and high risks, citizens trust the public authorities to take the right decisions that might be, at face value, difficult on the average citizen. This research follows an empirical approach based on data from the fifth wave of the Arab Barometer Survey to identify the main determinants of public trust in the government of Egypt. After an extensive literature review of the different strands on trust, an ordered logistic regression model was developed that accounts for groups of variables including public perceptions on government performance, media consumption, views on different topics like corruption, democracy and Sharia law and other variables. The study results indicate statistically significant positive association between satisfaction with public services, positive evaluation of the current economic situation, level of social trust and trust in intentions of political leaders and trust in government in general. On the other hand, perceiving democracy as a suitable mode of governance for Egypt, perceiving national institutions as corrupt and believing in Sharia as the ultimate source of legislation have negative impact on the likelihood of trusting the government. Based on these results, several policy recommendations are given for the Egyptian government to rebuild the political trust levels.

Starting with its revolution in January 2011, Egypt has undergone a series of political transitions. Shortly after the revolution, the U.S. government allocated $65 million in assistance for a range of activities to support Egypt's progress toward democracy. However, the Egyptian government objected to the U.S. government providing this assistance directly to NGOs, including to some that it viewed not to be registered under Egyptian law. In June 2013, the Egyptian government convicted employees of four U.S. NGOs. This book examines the extent to which the U.S. government identified and managed potential risks of providing U.S. democracy and governance assistance in Egypt; what support, if any, the U.S. government provided to the NGOs prosecuted by the Egyptian government; and the extent to which U.S. democracy and governance assistance in Egypt has been affected, if at all, by the prosecution of NGO workers.

This could be derived from the revised report that the Organization for Economic Cooperation and Development (OECD) undertook on corporate governance guidelines. In this report, OECD emphasized the importance of Ensuring the Basis for an Effective Framework for Corporate Governance (OECD Principles of Corporate Governance, 2004). Therefore, this research paper aims at shading light on the perception of governance performance with regard to the enforcement aspect, compared to legislation. Moreover, it attempts to analyze how such perception could contribute to adoption and application of corporate governance. The paper is organized as follows; the first section introduces the concept of corporate governance in an attempt to reach a well-tuned concept comprising adoption and enforcement of corporate governance. The second section deals with the importance of aggregate governance in shaping effective framework in which corporate governance can function properly. The third section analyzes perceptions of governance effectiveness with respect to two indicators; Regulatory Quality and Rule of Law. Finally, an attempt is made to tackle the linkage between perception on regulatory quality and rule of law, on one hand, and corporate governance performance in Egypt, on the other hand.

This process should reflect the objectives of the government, which consequently should mirror the priorities of citizens. Post January 2011 Revolution, Egypt witnessed economic, social and political challenges that affected the overall government performance. Due to the intrinsic role of the State budget at political, social and economic levels, specific attention was directed to its efficiency and effectiveness. Consequently, it is normal to question its ability to achieve the stated objectives, especially with the increasing demands of transparency, accountability and social justice. This attention paves the way for introducing reform initiatives for public financial management system in Egypt. Therefore, as a step to understand the foundation of the State budget process in Egypt, this research assesses the budget formulation process in Egypt within the framework of good governance in both the executive and legislative authorities against international standards. Also this research examines the significant factors affecting the process and the extent to which the legal and political contexts in Egypt help improve budget formulation process. Hence, this study provides a roadmap for the government, containing the prerequisites for enhancing budget formulation process in Egypt. In light of these prerequisites, the government should focus on the institutional aspects that include; moving to program-based budget, adopting fiscal decentralization, merging preparation of the recurrent and investment budget under one authority and applying monitoring and evaluation system. Nevertheless, concentrating on the institutional aspects should be in line with other legal and political ones.
