Book excerpt: Global Governance from Regional Perspectives argues that the academic debate on global governance has neglected the combination of power with value constellations/culture. Both input and output legitimacy, for instance, or the exercise of control and influence are inextricably related to culture, worldviews, and values. The book questions theoretically the Western hegemonic and hence 'invisible' definition of governance and related concepts, as well as the Western hegemony over global governance institutions. It looks from the ground up whether, and how, alternative practices, institutions/networks, and concepts/norms of global governance are emerging in relation to emerging powers and regional integration systems. Global Governance from Regional Perspectives starts with a critical reading of global governance from multi-disciplinary views and engages with two important and under-studied aspects, notably how global governance can be measured and what lies behind such measurements, and questions the democratic deficit of global governance. The book provides a series of regional and country perspectives on global governance which engage with a specific example of an institution, process, or issue that is used to highlight why and how the western hegemonic views and practices of global governance are (or not) contested. The book offers a mapping of global governance phenomena in different regions of the world and a critical readings of those. As such this volume is different from all international relations or political science collections on global governance and also opens up a new field of study that has been hitherto neglected in sociological or cultural studies.

While the implementation of these interventions plays a key role in strengthening these countries’ capacity to respond to current and future challenges, the urgency and pressures of cooperation and funding agencies to show results consistent with their own agendas not only hampers this goal, but also makes the territory invisible, hiding the real problems faced by most Latin American countries, diminishing the richness of local knowledge production, and hindering the development of relevant proposals that consider the territory’s conditions and cultural identity. Departing from this general analysis, the authors search for answers to the following questions: Why, despite the importance of the theoretical advances r egarding actions to address social and health inequities, haven’t Latin American countries been able to produce the expected results? Why do successful initiatives only take place within the framework of pilot projects? Why does the ideology of health promotion and health in all policies mainly permeate structures of the health sector, but not other sectors? Why are intersectoral actions conjunctural initiatives, which often fail to evolve into permanent practices? As the world looks for an exit from this economic crisis – the worst in eight decades – the focus of attention is naturally on the causes, the factors that account for its wide reach and severity, as well as on strategies that might bring it to a closure. The quest for exit strategies is at the very centre of the issues and concerns explored in the present volume, produced by the IIAS. Like the preceding volumes, but even more emphatically, this volume, representing a collective endeavour of scholars and practitioners from many parts of the globe, finds cause to lay the blame, for our difficult predicament, on the institutional deficit, the policies, the practices and values that have followed in the trail of a highly misleading and erroneous model of governance. The «Market Model of Governance» as it is known, sought to reform, the structures and culture of administration and government in private sector ways. While instrumental values like efficiency and effectiveness were raised and praised profusely, those of democratic governance were discounted by comparison. In particular, integrity, the rule of law and due process, equity, legality and public service professionalism suffered a steep decline, in several parts of the world. Likewise, the invasion and the capture of public space, inevitably led to an unprecedented surge of greed, abuse and corruption that contributed directly to the crisis which is upon us. Looking for exit strategies, as its title aptly suggests, the present volume offers a rich menu of ideas drawn from the current experience of all the world ́s main regions. Not surprisingly, two concepts stand out throughout the book as necessary correctives, as well as pressing remedies to the world ́s ongoing malaise. They call for the recapture of our common administrative space and the reaffirmation of the values and virtues appropriate for democratic governance. To the IIAS, none perhaps are more important than public service professionalism and none other can contribute more effectively to the reform and consolidation of sound institutions for national, sub national, global and regional governance. For these reasons, at this juncture, the new volume like the others should be featured in every public library and become a vademecum of all scholars and practitioners of public administration and politics around the world.

This widespread crisis of legitimacy underlies a series of dramatic changes that have taken place in recent times in the global political landscape, such as the unexpected election of Donald Trump, Brexit, the demise of traditional political parties and the election of a political outsider in France, the transformation of the political system in Spain (including the secessionist movement in Catalonia), the rise of the extreme right in Europe and the nationalist challenges that threaten the European Union. In this short but wide-ranging book Manuel Castells analyses each of these processes and examines some of the potential causes of people’s disaffection towards the institutions of liberal democracy, including the effects of globalization, the impact of media politics and the internet, the increasing corruption of politicians, the insulation of a professional political class from civil society and the critique of the existing order by new social movements. He also examines the impact of global terrorism and war on the xenophobia and racism that are fuelling the surge of extremism among a growing proportion of the population. The fact that many of these trends are present in very different contexts suggests that we are witnessing a deep-seated crisis of the model of democracy that has been the cornerstone of stability and civility in the last half century.
