Book excerpt: Venezuela entró a la contemporaneidad, según muchos historiadores, al producirse los hechos político-militares que derrocaron el gobierno del general Isaías Medina Angarita, último vestigio del gomecismo, opuesto a que el pueblo escogiera mediante sufragio universal, secreto y directo al presidente de la República y a los miembros del Congreso Nacional y Asambleas Legislativas. Este evento, que tuvo lugar el 18 de octubre de 1945, hizo posible la formación de una Junta Revolucionaria de Gobierno, presidida por Rómulo Betancourt, la cual factibilizó la entrada de Venezuela al siglo XXI y consiguientemente, el disfrute colectivo total de la democracia, hasta esa fecha oficialmente secuestrada. Como es lógico suponer, el Estado Nueva Esparta también fue usufructuario de ese cambio con efectos políticos, económicos, sociales y culturales que se reflejaron positivamente en todos los sectores de la población. Y esta transformación fue llevada a efecto por los políticos y los gobernadores. Desde 1945 hasta 2016, han estado al frente de la gobernación cuatro militares, de ellos provisoriamente, el teniente de las Fuerzas Armadas de Cooperación José Emilio Cegarra desde el 25 hasta el 26 de noviembre de 1948, y el capitán del mismo componente castrense Ugolino Izaguirre Velásquez, desde el 24 al 28 de enero de 1958, ambos en calidad de gobernadores civiles y militares provisorio; el capitán de corbeta Dimas Paublini Guevara; y el general en jefe Carlos Mata Figueroa, este último mediante elecciones. Los demás han sido civiles profesionales del comercio, la medicina, la economía, la abogacía, las ciencias políticas, la arquitectura, la ingeniería, la política y la docencia primaria y secundaria, etc. Una sola mujer, Irene Sáez, en el tiempo analizado, había ocupado la Gobernación. También le correspondió ser a esta funcionaria la única persona destituida por el Consejo Legislativo bajo el alegato legal de abandono de cargo desde que los gobernadores son designados mediante elección popular. Resulta conveniente saber que dos gobernadores murieron en el ejercicio del cargo, los doctores Pedro Luis Briceño, designado por el presidente de la República, y Rafael Tovar, reelegido para un segundo periodo que no pudo desempeñar. Cabe destacar que la construcción de obras de vialidad, escuelas, edificaciones públicas y hospitales, así como el impulso cultural, económico y turístico se produjo mayoritariamente durante la gestión de los gobernadores Heraclio Narváez Alfonzo (en la dictadura del general Marcos Pérez Jiménez); Virgilio Ávila Vivas (gobierno del presidente Carlos Andrés Pérez) y Morel Rodríguez Ávila (primero mediante nombramiento del presidente Jaime Lusinchi y luego como producto de elección popular, el primero escogido en Nueva Esparta directamente por el pueblo). Además, no en todo caso una obra inaugurada por determinado gobernador significa que la haya iniciado. Los ejemplos abundan. La avenida Porlamar-La Asunción, designada posteriormente Rafael “Fucho” Tovar, la inició el gobernador Virgilio Ávila Vivas, pero la inauguró la gobernadora Irene Sáez. El Gimnasio Ciudad de La Asunción lo inició el gobernador Pedro Luis Briceño y lo inauguró el gobernador Morel Rodríguez Ávila. Un último ejemplo, el Museo de Arte Contemporáneo Francisco Narváez lo inició el gobernador Virgilio Ávila Vivas, sin embargo, lo inauguró el gobernador Pedro Luis Briceño.

Book excerpt: Why is the capital of the United States named in part after Christopher Columbus, a Genoese explorer commissioned by Spain who never set foot on what would become the nation's mainland? Why did Spanish American nationalists in 1819 name a new independent republic "Colombia," after Columbus, the first representative of the empire from which they had recently broken free? These are only two of the introductory questions explored in The Legacy of Christopher Columbus in the Americas, a fundamental recasting of Columbus as an eminently powerful tool in imperial constructs. Bartosik-Velez seeks to explain the meaning of Christopher Columbus throughout the so-called New World, first in the British American colonies and the United States, as well as in Spanish America, during the eighteenth and nineteenth centuries. She argues that during the pre- and post-revolutionary periods, New World societies commonly imagined themselves as legitimate and powerful independent political entities by comparing themselves to the classical empires of Greece and Rome. Columbus, who had been construed as a figure of empire for centuries, fit perfectly into that framework. By adopting him as a national symbol, New World nationalists appeal to Old World notions of empire.

Texas, 347 US 475 (1954), the major case involving Mexican Americans and jury selection, published just before Brown v. Board of Education in the 1954 Supreme Court reporter. This landmark case, the first to be tried by Mexican American lawyers before the U.S. Supreme Court, held that Mexican Americans were a discrete group for purposes of applying Equal Protection. Although the case was about discriminatory state jury selection and trial practices, it has been cited for many other civil rights precedents in the intervening 50 years. Even so, it has not been given the prominence it deserves, in part because it lives in the shadow of the more compelling Brown v. Board case. There had been earlier efforts to diversify juries, reaching back at least to the trial of Gregorio Cortez in 1901 and continuing with efforts by the legendary Oscar Zeta Acosta in Los Angeles in the 1960s. Even as recently as 2005 there has been clear evidence that Latino participation in the Texas jury system is still substantially unrepresentative of the growing population. But in a brief and shining moment in 1954, Mexican-American lawyers prevailed in a system that accorded their community no legal status and no respect. Through sheer tenacity, brilliance, and some luck, they showed that it is possible to tilt against windmills and slay the dragon. Edited and with an introduction by University of Houston law scholar Michael A. Olivas, Colored Men and Hombres Aqui is the first full-length book on this case. This volume contains the papers presented at the Hernandez at 50conference which took place in 2004 at the University of Houston Law Center and also contains source materials, trial briefs, and a chronology of the case.
