Book excerpt: International norms widely recognize the Indigenous right to self-determination by which Indigenous peoples define and purse their collective aspirations. Nevertheless, as progressive as legal frameworks might appear, in reality, few Indigenous communities enjoy this right and most remain vulnerable and disempowered. Activists blame Latin America's extractivist economies, while governments argue that extractive revenues are necessary to improve Indigenous life. Far from presenting a unified position, rural Indigenous peoples are most often divided over extractive industries. To assess how Indigenous self-determination has progressed, and the role that extractivism plays in this, this Element examines six Indigenous communities in Mexico, Bolivia, and Peru with contrasting experiences of extractive projects. It finds that the Indigenous ability to use favorable legislation in conjunction with available economic resources shapes different self-determination outcomes. Finally, it assesses Indigenous possibilities for self-determination in the light of environmental activism and discourses on Buen Vivir.

Book excerpt: Guatemala's Maya Biosphere Reserve (MBR), the largest protected area in Central America, is characterized by rampant violence, social and ethnic inequality, and rapid deforestation. Faced with these threats, local residents, conservationists, scientists, and NGOs in the region work within what Micha Rahder calls “an ecology of knowledges,” in which interventions on the MBR landscape are tied to differing and sometimes competing forms of knowing. In this book, Rahder examines how technoscience, endemic violence, and an embodied love of wild species and places shape conservation practices in Guatemala. Rahder highlights how different forms of environmental knowledge emerge from encounters and relations between humans and nonhumans, institutions and local actors, and how situated ways of knowing impact conservation practices and natural places, often in unexpected and unintended ways. The dilemmas accompanying these changes are particularly relevant when observing the cities of Southern Europe, whose socio-cultural specificities very much structure local political and policy materialisations. Bringing together a team of leading scholars from across the social sciences, this volume examines the issues of urban governance in the Southern European context. Illustrated by case studies of several main cities and metropoles on the North Mediterranean coast, it introduces and critically analyses the latest theories and approaches to urban governance. It questions how the 'real' or socio-cultural notion of city seems to have been separated from that of the 'political' city and explores how more integrated socio-political forms might be developed. It looks at current structures, dynamics and cultures of governance in urban development and questions whether they are well adapted to new realities and challenges or whether there are significant imbalances causing limited or fragmented political-administrative visions. By considering both the long Mediterranean history along with the recent but enduring global economic and political developments, this book argues that Southern European cities will have to depend greatly upon its own socio-cultural networks, dynamics and cosmopolitan evolution, making the most of the region's characteristic urban strengths, as trading hubs, with rich hinterlands and large and varied population.

The third edition of this conference took place in the context of the 20th anniversary of being listed as WHS and a decade of CPM as the Southern host of the PRECOM3OS UNESCO Chair (Preventive Conservation, Maintenance and Monitoring of Monuments and Sites). For the very first time, and thanks to the collaboration with the Raymond Lemaire International Centre for Conservation of the University of Leuven (Belgium), the conference expanded its local scope. On this occasion, contributions reflected round a worldwide challenge in the cultural field: revealing the paths towards participatory governance of cultural heritage. Participatory governance is understood as institutional decision-making structures supported by shared responsibilities and rights among diverse actors.

In some cases, communities act within the formal participatory spaces, while in others, they organized "around" or "in reaction to" the institutions, using participatory procedures as focal points for escalating conflict. Communities select their strategies in response to the participatory challenges they confront. Those challenges are associated with contestation over the boundaries that determine access to participatory institutions. Contestation over the line between subnational authority vis-à-vis central-state jurisdictions heightens communities' challenge of initiating a participatory process. Disagreement over the territorial delineation of communities impacted by planned extraction creates for formally non-impacted communities the challenge of gaining inclusion in participatory events. Finally, disputes over the boundary that sets representatives of an affected community apart from the community at large intensify the community's challenge of conveying a position on extraction.
