Why are globalizing processes so unevenly distributed between poor and wealthy countries? What effect does this uneven distribution have on the everyday lives of ordinary people? The contributors to this volume find answers to these questions in the Mediterranean, a region divided between the relatively wealthy people of the north shore, who are engaged with Europe and modernized, and their poorer neighbours to the south, who strive daily to meet the same standards of living and modes of governance as their more Westernized neighbours to the north. In these two regions, divergent histories, economies, cultural and linguistic backgrounds, education systems, and political structures lead to explanations for uneven globalization and disparities in the achievement of individual and collective autonomy, in the Mediterranean region and around the world. These illuminating case studies show that globalization for the people of North Africa and the Near East has precipitated both a desire to build stronger ties with an ever-wary Europe and a search for individual and collective autonomy, particularly in the cultural realm. The seeds of discontent sown by these struggles underpin the demonstrations for political autonomy that sparked the Arab Spring.

Bonser present a view of Globalization and Regionalization that holds that the interaction between a more open trading system and the new telecommunications and computer technology has substantially increased productivity and facilitated the fragmentation of the production process. The fragmentation of the production process has resulted in a new international organization of production. It has accelerated the globalization of national economies and has allowed firms to take advantage of low wages, wherever they are to be found, and, where important, to locate production facilities close to their customers. This expansion in international trade and production mobility has resulted in new sources of gain that contribute to the new economy. In the second chapter of this volume, Alfred C. Aman, Jr. examines whether globalization dictates new approaches to governance. The process by which public policy in England has incorporated regional government is the focus of Kenneth Spencer in Chapter 3. In the fourth chapter Lawrence S. Davidson provides an analysis of the impact of globalization on manufacturing in the US Midwest. In Chapter 5, John W. Ryan shows how there is a dual role of universities in the global economy. On the one hand, universities serve as institutions that foster globalization and reduce the isolation of regions. On the other hand, universities themselves are shaped and influenced by globalization. David B. Audretsch and A. Roy Thurik, in Chapter 6, show how globalization has led to the emergence of the strategic management of regions. In Chapter 7, Jean-Pierre van Aubel and Frans van Nispen examine the links between federalization and globalization in the European context. The impact of globalization on regulatory institutions is the focus of Montserrat Cuchillo in Chapter 8. Finally, in Chapter 9, David Eaton examines the relationship between global trade sovereignty and sub-national autonomy. Taken together, these chapters provide a compelling view that public policy must be considered in a new light in the global economy. Not only does policy have to consider global implications, but also the importance of local characteristics and regional strengths.

Yet there have been consistent warning signs that a global economy and free trade might not always be advantageous. Where are the pressure points? What could be done about them? Dani Rodrik examines the back-story from its seventeenth-century origins through the milestones of the gold standard, the Bretton Woods Agreement, and the Washington Consensus, to the present day. Although economic globalization has enabled unprecedented levels of prosperity in advanced countries and has been a boon to hundreds of millions of poor workers in China and elsewhere in Asia, it is a concept that rests on shaky pillars, he contends. Its long-term sustainability is not a given. The heart of Rodrik’s argument is a fundamental 'trilemma': that we cannot simultaneously pursue democracy, national self-determination, and economic globalization. Give too much power to governments, and you have protectionism. Give markets too much freedom, and you have an unstable world economy with little social and political support from those it is supposed to help. Rodrik argues for smart globalization, not maximum globalization.

This provocative and compelling book explores the impact of globalization and terrorism on this trend, arguing convincingly that the era of national self-determination has finally come to an end. Examining the forces that determine the emergence of new nation-states, the distinguished contributors consider a rich array of specific cases from the Middle East, Asia, North America, Europe, and Russia where new states could be created. They contend that globalization, rather than expanding such opportunities, is not as friendly to new weak states with limited resources as it is to established rich nations. Given the vast sums circulating in the world market, few fledgling nations can be financially independent. They find it more prudent to shelter within the protective embrace of existing federations. Equally, governments of federal states can induce restive petitioners—such as Quebec, Scotland, and the Basques—to remain inside the metropolitan boundary through a system of tangible restraints and rewards. Those who reject the benefits, such as rebels in Chechnya and Aceh, will fail in their bids for independence. Taiwan—poised on a knife-edge between integration with China and independence—faces a series of costs and diminished returns if it seeks full statehood. Finally, terrorism has lost its legitimacy as a technique for gaining independence in the eyes of the international community. Despite the stall in new state formation, there has been no sign of successful military or imperial expansion by established countries toward consolidation into fewer, larger national units. He demonstrates that globalization has strengthened the relationship between the political power of the left and organized labour and economic policies that reduce market-generated inequalities of risk and wealth. Moreover, macroeconomic outcomes in the era of global markets have been as good or better in strong left-labour regimes ('social democratic corporatism') as in other industrial countries. Pessimistic visions of the inexorable dominance of capital over labour or radical autarkic and nationalist backlashes against markets are significantly overstated. Electoral politics have not been dwarfed by market dynamics as social forces. Globalized markets have not rendered immutable the efficiency-equality trade-off.

While the prevailing view holds that nationalism and globalization are forces of clashing opposition, Sabanadze establishes that these tend to become allied forces. Acknowledges that nationalism does react against the rising globalization and represents a form of resistance against globalizing influences, but the Basque and Georgian cases prove that globalization and nationalism can be complementary rather than contradictory tendencies. Nationalists have often served as promoters of globalization, seeking out globalizing influences and engaging with global actors out of their very nationalist interests. In the case of both Georgia and the Basque Country, there is little evidence suggesting the existence of strong, politically organized nationalist opposition to globalization. Discusses why, on a broader scale, different forms of nationalism develop differing attitudes towards globalization and engage in different relationships.Conventional wisdom suggests that sub-state nationalism in the post-Cold War era is a product of globalization. Sabanadze?s work encourages a rethinking of this proposition. Through careful analysis of the Georgian and Basque cases, she shows that the principal dynamics have little, if anything, to do with globalization and much to do with the political context and historical framework of these cases. This book is a useful corrective to facile thinking about the relationship between the ?global? and the ?local? in the explanation of civil conflict. Neil MacFarlane, Lester B.
