Globalization is perceived as both a threat to react against and a cradle for new policy ideas. French policymakers have a love-hate relationship with the European higher education reforms that started in the 1990s, a mixed sentiment that French singer Serge Gainsbourg spoke of in his popular song, "Je t'aime moi non plus". At the outset, most of higher education reforms, such as the Bologna declaration, were framed as a way to build Europe and fight against international competition. Yet, the mode of governance of these reforms mirrored the one recommended by international organizations and led to the precise outcome criticized in globalization, i.e. greater competition. This paper explores the relationship between international, European and domestic discourses and modes of governance. It uses insights from the literature on policy transfer to investigate such relationship and questions the sustainability of such ambivalent discourse. The French government should concentrate on the policy it started developing from 2007 consisting in opening French higher education to globalization. Such global openness requires a change in the academic culture that could be triggered by a reform of academic training. (Contains 3 tables, 1 footnote and 8 notes.).

This book focuses on the development of the institutional strategies in two groups of higher education institutions: University and Grande École in responding to the opportunities and stresses of both Europe’s Bologna process and globalization. The research data presents in this book was collected from four local institutions, two Grandes Écoles and two universities, one of each focusing on the social sciences and the other on natural sciences and technology. Interviews with major stakeholders in the institutions, including personnel from international offices, faculty/researchers and international students were adopted as principal methods for data collection. The thematic organization of the findings in each chapter covers views from three levels of stakeholders’ and interprets the results within theoretical frames, such as institutional theories, world-system theory, international academic relationship theory and branding theory. Readers will find this book both practical and innovative in four key ways. Firstly, in knowledge diffusion, revealing the mysterious veil of the unique French dual higher education system. Secondly, in new knowledge production, exploring a new subject of research and filling the blanks from previous studies of the two groups of institutions. Thirdly, in presenting new interesting sights into current reforms in Frances’s higher education and how far principles of path dependency will ensure strong continuities with the past as against a tendency to homogenization in response to pressures from Europeanization and global ranking systems. Finally, in exploring the dimension of interculturality and the interplay between researcher’s identity and research process.

Due to dwindling resources and the ideology of privatization, universities are becoming more corporatized and managerial. The authors investigate the consequences of these changes on the lives of academics and analyze how globalizing practices such as managerialism, accountability, and employment flexibility penetrate different universities. Globalization is a contested term. It exists in the form of an integrated world economy and global communication networks. Along with this material world, politicians have created a neoliberal ideology that exhorts nation states to open up their economies to free trade, reduce their public sector, and allow market forces to reshape their public agencies. In effect, this means a reduced role for government, lower taxes, and diminishing funds for public institutions like universities. The underlying thesis of this book is that globalization is not an inexorable force. All nations need to debate its consequences. The authors analyze how globalizing practices are penetrating universities. Are they creating a certain uniformity? Are academics adapting to or resisting particular globalizing practices? The premise at the beginning of the study was that European universities were responding differently to globalizing practices than Anglo-American universities. This premise was confirmed as some universities saw certain globalizing practices as inevitable and other universities resisted them. The authors asked academics and key managers how their funding had changed, and which accountability mechanisms their universities adopted. They also investigated the use of the Internet in their teaching. They found differences between European and American universities in their approach to permanent employment. The French and Norwegian universities were maintaining many of their traditional values and only the Dutch university showed some movement towards the globalizing practices, which American universities were more readily adopting.
