Book excerpt: The Global HIV/AIDS Monitoring and Evaluation Support Team (GAMET) was formed in July 2002 as a unit of the Bank's Global HIV/AIDS Program in the HDN Vice Presidency. Its aim is to work with countries globally to strengthen and develop their capacity to monitor and evaluate the results of national programs and policy on HIV/AIDS. GAMET was created as a partnership between UNAIDS, other UN agencies, the Bank, the Global Fund for AIDS, Tuberculosis, and Malaria (GFATM), and several technical agencies including the Global Program on HIV/AIDS, and the MEASURE/Evaluation project. It is funded by the UNAIDS trust fund for GAMET operations and by the Bank. The GAMET Country Support Team (CST) consists of 17 international Monitoring and Evaluation specialists who work in collaboration with the national M&E teams. The broad development objectives of GAMET are to utilize the principles and practice of M&E to build country capacity and mitigate the problems associated with HIV/AIDS. This includes three central objectives; i) innovation and development of strategies that incorporate M&E into the framework of the MAP projects ii) country assistance in their initiation of a national framework for M&E and the development of success indicators, and iii) the creation of community-level activities that are able to help local managers accurately assess program interventions.

Book excerpt: This study documents the results to which the World Bank's Multi-Country AIDS Program (MAP) financing in Africa has contributed over the last five years ("What has the MAP achieved?"). It uses extensive and detailed data from surveys and national HIV and AIDS programs from 30 MAP countries that are not usually publicly available or captured in routine World Bank reporting systems. It introduces a new Results Scorecard and Framework for better measuring and reporting on results of Bank-financed HIV/AIDS programs in Africa in the future. The book shows that the MAP has dramatically increased access to HIV prevention, care and treatment across Africa. MAP funding has supported children orphaned by AIDS, prevented mother-to-child transmission, helped countries build capacity for scaled up, more effective national responses to HIV and AIDS, including providing treatment. Regional programs are addressing cross-border issues and countries are sharing knowledge and experiences. A unique feature of the MAP is its emphasis on channeling money to communities, grass-roots initiatives, civil-society organizations and NGOs; [ten /fifteen] personal stories from people and groups in Uganda, Ethiopia and Rwanda offer powerful examples of how the MAP has improved health and lives, reduced stigma, and given new hope to people infected and affected by HIV across the continent.

The report reaffirms the Bank's commitment to combating HIV/AIDS in Africa, moving from its initial emergency response to the next phase, including the goal to provide at least US $250 million annually and to create an Africa HIV/AIDS Incentive Fund to enhance the evidence base, promote the multisectoral response and provide technical support, analysis and policy advice to countries.

Book excerpt: This study evaluates the effectiveness of the World Bank Group's support for health, nutrition, and population (HNP) in developing countries from 1997 to 2008 - totaling more than $17 billion - and distills lessons for greater impact in the future. It finds that the Bank Group now funds a smaller share of global support for HNP than a decade ago, but its support remains substantial and adds considerable value. About two-thirds of the Bank's HNP support has had satisfactory outcomes, often in difficult environments. But in a number of country settings, particularly in Africa, it has not performed well, in part due to high complexity and weak capacity. Only half of HNP support had a pro-poor focus, while support to reduce high fertility and promote family planning has dwindled. The evaluation highlights the contribution of investments in water supply, sanitation, and hygiene to improving the health of the poor and the lessons from support for sector-wide approaches, communicable disease control, and health reform. Moving forward, the World Bank needs to improve the performance of its HNP support and the Bank and IFC need to take actions to ensure their support reaches the poor and contributes greater social benefits, respectively.

Only by implementing comprehensive and sustainable M&E systems will we know how much progress we are making, as nations and as a global community, in combating this pandemic. The chapters primarily focus on developing nations and are presented largely from the perspective of evaluators working for donors, international agencies, and national governments. Although it is clear that a comprehensive M&E system must eventually include both monitoring and evaluation, the initial aim has been to establish a foundation derived largely from surveys and monitoring information. To date, much of the focus in M&E has come from the global level because new global funding initiatives been launched and required rapid scale-up and the development of technical guidance, international standards, and indicators for monitoring progress and determining success. At the regional and country levels, the challenge has been to implement national M&E plans and systems within a context of overall low M&E capacity and a range of M&E needs.
