Book excerpt: The internal destabilization of many poor countries that accompanied the end of the Cold War and the general failure of structural adjustment programs have changed the nature and allotment of foreign aid around the world. Major donors of foreign aid such as the United States, Japan, and the European Union have been shifting their geographical priorities in allocating aid, as well as their project emphasis, since the end of the Cold War. In addition, multilateral aid agencies—the World Bank, the United Nations, and the International Monetary Fund—are attempting to redress past failures of aid and revamp policies and priorities. Moreover, aid recipients in Africa, the Middle East, Asia, Eastern Europe, the former Soviet republics, and Central America are establishing priorities of their own and evaluating the success and failure of past aid programs. This volume stands out in the literature on foreign aid because it includes contributions from eight policy representatives from a range of important donor and recipient countries—the United States, Japan, the Netherlands, Bolivia, Egypt, Bangladesh, El Salvador, and Poland. Timely in its assessment of the crisis and the transition in the foreign aid regime, the book provides a view from inside the policy process and imparts a researcher's perspective on the changing priorities for donors and recipients. The wide-ranging essay—most previously unpublished—aim to shed light on the changing political, economic, and regional geographies of aid at the end of the twentieth century.

To lay the groundwork for developing an effective telecommunications related aid strategy, the report examines the likely scenarios for the deployment of communication and information technologies in support of global trade; identifies the policy issues, market failures, and regulatory barriers that need to be overcome; and identifies and analyzes telecommunications-related foreign aid strategies that the federal government might pursue to address these problems.

How should the United States now spend its foreign aid to support its interests and values in the new century? In this study, Carol Lancaster takes a fresh look at all US foreign aid programs and asks whether their purposes, organization and management are appropriate to US interests and values in the world of the 21st century. Lancaster finds that US aid in the new century, if it is to be an effective tool of US foreign policy, needs to be transformed. Those purposes include support for peace-making, addressing transnational issues, providing for humane concerns and responding to humanitarian emergencies. Most scholarship has focused on whether and when states are able to use coercive methods to achieve their desired results. However, employing game-theoretic tools, statistical modeling, and detailed case study analysis, Power Plays builds and tests a theory that explains how states develop strategies of coercive diplomacy, how their targets shield themselves from these efforts, and the implications for interstate relations. Focusing on the World Trade Organization, Power Plays argues that coercive diplomacy often precludes cooperation due to fears of exploitation, but that international institutions can solve these problems by convincing states to eschew certain tools for coercive purposes.

The scale and severity of environmental problems in China now threaten the economic and social foundations of its modernization. Using case studies, Morton analyzes the relationship between international and local responses to environmental problems in China, challenging the prevailing wisdom that weak compliance is the only constraint upon local environmental management in China. It advances two interrelated discussions: first, it constructs a conceptual framework for understanding the key dimensions of environmental capacity. This is broadly defined to encompass the financial, institutional, technological and social aspects of environmental management.
