At one swoop, it led to the creation of Bangladesh, and it tilted the balance of power between India and Pakistan steeply in favor of India. The Line of Control in Kashmir, the nuclearization of India and Pakistan, the conflicts in Siachen Glacier and Kargil, the insurgency in Kashmir, the political travails of Bangladesh—all can be traced back to the intense nine months in 1971. This modernist movement represented the ideals of inclusivity, equal rights, a liberal constitutional framework, and a shared sense of political community among diverse ethnic and regional groups. However, while this modernity was the ideal of Pakistan’s founders, it faced resistance from Islamists obsessed with recovering a past legacy of lost Muslim glory. A major threat to political modernism also came from the military that wanted to create a strong and secure Pakistan through ‘controlled’ democracy. Multiple interventions by the military and deviations from the foundational republican ideas left Pakistan in the rough sea of power struggles, causing institutional decay and creating space for the rise of radical Islam. Imagining Pakistan analyzes the institutional imbalance between the military and the civilian groups, the idea of the security state, and the Islamist social forces and movements that have been engaged in the politics of Islamic revival. It argues that Pakistan’s stability, security and progress will depend on pursuing the path of political modernity. Although the restoration of parliamentary democracy and the resilience of the Pakistani society are hopeful signs, resolving the critical issues that Pakistan faces today will require consolidation of democracy, better leadership, and a moderate and modernist vision of both, the state and the society.

Drawing upon a diverse range of oral history interviews as well as available written sources, the book explains the American contribution to Pakistani security objectives during the presidency of Bill Clinton (1993-2001). The author investigates and explains the dynamics which drove Islamabad’s pursuit of nuclear weapons, its support for the Taliban and its approach towards the indigenous uprising in Indian Kashmir. She argues that Clinton’s foreign policy contributed to the hardening of Islamabad’s security perspectives, creating space for the Pakistani military establishment to pursue its regional security goals. The book also discusses the argument that US-Pakistan relations during this period were driven by a Cold War mindset, causing a fissure between US global and Pakistan’s regional security goals. The Pakistani military and civilian leadership utilized these divergent and convergent trends to protect Islamabad’s India-centric strategic interests. The book addresses a gap in the relevant literature and moves beyond the available mono-causal explanations often distorted by a mixture of intellectual obfuscation and political rhetoric. It adds a Pakistani perspective and is a valuable contribution to the study of US-Pakistan relations.

Book excerpt: While a substantial body of research explains how the conflict between India and Pakistan originated and developed over time, a systematic and multivariate inquiry cutting across different IR paradigms to understand this rivalry is rare or limited. Surinder Mohan contributes to the understanding of India and Pakistan’s rivalry by presenting a new type of framework, also known as complex rivalry model. This comprehensive model, by not limiting its theoretical tool-kit to any single paradigm, is unique in its approach and better positioned to debate and answer baffling questions that the single-paradigm-based studies address rather inadequately and in isolation. This book, through an examination of fifty-seven militarized disputes between 1947 and 2021, explains the life cycle of India-Pakistan rivalry in four phases: initiation; development; maintenance; and a possible transformation/termination. Mohan delineates five specific conditions that evolved the subcontinental conflict into a complex rivalry: first, its survival in spite of the Bangladesh War and the end of the Cold War; second, its linkage with other rivalries; third, the inclusion of nuclear factor; fourth, the dyadic stability in the militarized disputes and hostility level despite changes in the regime type; and fifth, the dyad’s involvement in a multilayered conflict pattern. To break this deadlock and mitigate their longstanding differences, Mohan proposes that India and Pakistan must reframe their national priorities and political goals so that the new situation or combinations of conditions would assist their peace strategists to downgrade the dyadic hostility and implement risky policies to make headway to a promising transformation.
