Book excerpt: The Defense Waste Processing Facility (DWPF) will immobilize high-level radioactive waste currently stored in underground tanks at the Savannah River Site by incorporating the waste into a glass matrix. The molten waste glass will be poured into stainless steel canisters which will be welded shut to produce the final waste form. One specification requires that any volatiles produced as a result of accidentally heating the waste glass to the glass transition temperature be identified. Glass samples from five melter campaigns, run as part of the DWPF Startup Test Program, were analyzed to determine glass transition temperatures and to examine the volatilization (by weight loss). Glass transition temperatures (T{sub g}) for the glasses, determined by differential scanning calorimetry (DSC), ranged between 445 C and 474 C. Thermogravimetric analysis (TGA) scans showed that no overall weight loss occurred in any of the glass samples when heated to 500 C. Therefore, no volatility will occur in the final glass product when heated up to 500 C.

Book excerpt: The Republic of Korea's industrial policy has directed that nation's economy through nearly three decades of spectacular growth. But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.

Available in PDF, EPUB and Kindle. Book excerpt: The high-level radioactive wastes stored at Savannah River, will be immobilized in borosilicate glass in the Defense Waste Processing Facility (DWPF). Waste Acceptance Preliminary Specifications require that time-temperature-transformation (TTT) curves be provided for expected DWPF compositions, in order to predict the durability of the waste form. In order to derive these TTT curves, samples of simulated glasses are being heat treated and then analyzed. The seven simulated glasses include blend, high aluminum (HM) and high iron (Purex). X-ray diffraction show minimal crystallization for the heat treatments at 400, 1000 and 1100 C; 600 and 700 C produce the greatest amount of crystallization. Scanning electron microscopy show heterogeneous crystallization with the spinel forming on melt insolubles and the acmite nucleating on the spinel. Initial leaching results show that the glass durability decreases with increasing crystallinity for the 700 C glasses. Future plans are outlined. 2 tables, 9 refs. (DLC).

The characterization includes determining the density of the glass, its nonradioactive and radioactive composition, its durability in a standard ASTM 1285 leach test, and its microstructure. This paper summarizes the results of that characterization. The paper also compares the composition of the glass to that of a glass sample from Macro Batch 1. Lastly the paper also compares the composition of the Macro Batch 2 glass sample to the composition of a sample prepared from the slurry in the MFT when sample was taken from the pour stream. Detailed results of the characterization are presented in three Department of Energy reports that have been released and are available from either author.

Book excerpt: At the Savannah River Site (SRS) the Defense Waste Processing Facility (DWPF) has been immobilizing SRS's radioactive high-level waste (HLW) sludge into a borosilicate glass for approximately nine years. Currently the DWPF is immobilizing HLW sludge in Macrobatch 4 (MB4). Each macrobatch is nominally five hundred thousand gallons of HLW and produces nominally five hundred stainless steel canisters two feet in diameter ten feet tall filled with the borosilicate glass. This paper presents results of the characterization of a sample of MB4 glass taken directly from the pour stream of the DWPF melter during the filling of the canister S02312. This canister was the 275th canister filled during immobilizing MB4. The purpose of the sample was to confirm that the leachability of the glass in a standard ASTM test was less than the leachability criterion set forth in the Waste Acceptance Product Specifications (WAPS) for vitrified waste forms for permanent disposal in a Federal geologic repository. The sample was sent to the Savannah River National Laboratory (SRNL) for characterization.
