Book excerpt: The future national security environment will present the naval forces with operational challenges that can best be met through the development of military capabilities that effectively leverage rapidly advancing technologies in many areas. The panel envisions a world where the naval forces will perform missions in the future similar to those they have historically undertaken. These missions will continue to include sea control, deterrence, power projection, sea lift, and so on. The missions will be accomplished through the use of platforms (ships, submarines, aircraft, and spacecraft), weapons (guns, missiles, bombs, torpedoes, and information), manpower, materiel, tactics, and processes (acquisition, logistics,and so on.). Accordingly, the Panel on Technology attempted to identify those technologies that will be of greatest importance to the future operations of the naval forces and to project trends in their development out to the year 2035. The primary objective of the panel was to determine which are the most critical technologies for the Department of the Navy to pursue to ensure U.S. dominance in future naval operations and to determine the future trends in these technologies and their impact on Navy and Marine Corps superiority. A vision of future naval operations ensued from this effort. These technologies form the base from which products, platforms, weapons, and capabilities are built. By combining multiple technologies with their future attributes, new systems and subsystems can be envisioned. Technology for the United States Navy and Marine Corps, 2000-2035 Becoming a 21st-Century Force:Volume 2: Technology indentifies those technologies that are unique to the naval forces and whose development the Department of the Navy clearly must fund, as well as commercially dominated technologies that the panel believes the Navy and Marine Corps must learn to adapt as quickly as possible to naval applications. Since the development of many of the critical technologies is becoming global in nature, some consideration is given to foreign capabilities and trends as a way to assess potential adversaries' capabilities. Finally, the panel assessed the current state of the science and technology (S&T) establishment and processes within the Department of the Navy and makes recommendations that would improve the efficiency and effectiveness of this vital area. The panel's findings and recommendations are presented in this report.

However, the focus of these discussions is often on single, isolated, and speci?c architectural and technological improvements for power reduction and conservation, while ignoring the fact that power ef?ciency as a ratio of performance to power consumption is equally in?uenced by performance improvements and architectural power red- tion. Furthermore, ef?ciency can be in?uenced on all levels of today’s system hi- archies from single cores all the way to distributed Grid environments. To improve execution and power ef?ciency requires progress in such diverse ?elds as program optimization, optimization of program scheduling, and power reduction of idling system components for all levels of the system hierarchy. Improving computer system ef?ciency requires improving system performance and reducing system power consumption. To research and reach reasonable conc- sions about system performance we need to not only understand the architectures of our computer systems and the available array of code transformations for p- formance optimizations, but we also need to be able to express this understanding in performance models good enough to guide decisions about code optimizations for speci?c systems. This understanding is necessary on all levels of the system hierarchy from single cores to nodes to full high performance computing (HPC) systems, and eventually to Grid environments with multiple systems and resources.

This provided a framework within which a series of International Technical Meetings (ITMs) on Air Pollution Modelling has been held. National boundaries have never been barriers to the movement of air pollution, and fortunately this has also proved true of scientists studying the transport of air pollution. Book excerpt: In the past several years, it has become apparent that computing will soon achieve a status within science and engineering to the classical scientific methods of laboratory experiment and theoretical analysis. The foremost tools of state-of-the-art computing applications are supercomputers, which are simply the fastest and biggest computers available at any given time. Supercomputers and supercomputing go hand-in-hand in pacing the development of scientific and engineering applications of computing. Experience has shown that supercomputers improve in speed and capability by roughly a factor 1000 every 20 years. Supercomputers today include the Cray XMP and Cray-2, manufactured by Cray Research, Inc., the Cyber 205, manufactured by Control Data Corporation, the Fujitsu VP, manufactured by Fujitsu, Ltd., the Hitachi SA-810/20, manufactured by Hitachi, Ltd., and the NEC SX, manufactured by NEC, Inc. The fastest of these computers are nearly three orders-of-magnitude faster than the fastest computers available in the mid-1960s, like the Control Data CDC 6600. While the world-wide market for supercomputers today is only about 50 units per year, it is expected to grow rapidly over the next several years to about 200 units per year.
