Economic growth in the last decade has been high by historical standards. Indeed, recent rebasing of GDP figures has put Ghana over the per capita income threshold into Middle Income Country status. However, structural transformation has lagged behind. Fiscal discipline has also eroded significantly and there is heavy borrowing, especially on the commercial market, while elements of the natural resource curse from oil have already occurred. The question most observers ask is whether the gains from two decades of reforms are being reversed. Given this background, this volume brings together leading established and young economists, from within and outside Ghana, to analyze and assess the challenges facing Ghana's economy as it enters its seventh decade and the nation heads towards three quarters of a century of independence. The chapters cover the major macroeconomic and sectoral issues, including fiscal and monetary policy, trade and industrialization, agriculture and infrastructure. The volume also covers a full range of social issues including poverty and inequality, education, health, gender, and social protection. These assess the benefits of growth (or the costs of a lack of growth) in terms of poverty reduction in those countries. The first part of this book describes the experience of two countries (Ghana and Senegal) that achieved high levels of growth in the 1990s, and that also experienced important reductions in poverty, even though growth was not strictly pro-poor. The second part describes the experience of two other countries (Burkina Faso and Cape Verde) that also achieved high levels of growth in the 1990s, but where there was an initial perception that growth did not lead to much poverty reduction. The more detailed analysis of poverty presented here suggests however that these two countries did witness a sharp reduction in their population share in poverty, as would have been expected given their growth record. Finally, in the third part, the authors argue that a lack of growth in the 1990s in Guinea-Bissau and Nigeria has been a key reason for their persistently high levels of poverty. Overall, the case studies in this Working Paper make a strong case for the positive impact of growth on poverty reduction in West Africa. However, they also point to the need to pay close attention to changes in inequality, because such changes have limited the gains from growth for the poor in several of the countries considered here.

Book excerpt: This paper assesses whether fertilizer subsidy programs can be better targeted to resource-poor farmers using the case of Ghana and proxy means test approaches. Past fertilizer subsidy programs in the country have not been particularly targeted to the poor, even as targeting poor and smallholder farmers has become key in the program implementation guidelines. As a result, many poor farmers have not benefited from past programs. Our results show that targeting approaches based on proxy means tests that use the correlates of poverty to select beneficiary farmers can potentially improve the poverty outreach and costeffectiveness of Ghana’s fertilizer subsidy programs. Therefore, we propose that the proxy means test approach should be considered for implementing Ghana’s fertilizer subsidy programs, first in a pilot project involving a few communities, and later, if found successful, in a full-scale program.
