Book excerpt: The emergence of the state in Europe is a topic that has engaged historians since the establishment of the discipline of history. Yet the primary focus of has nearly always been to take a top-down approach, whereby the formation and consolidation of public institutions is viewed as the outcome of activities by princes and other social elites. Yet, as the essays in this collection show, such an approach does not provide a complete picture. By investigating the importance of local and individual initiatives that contributed to state building from the late middle ages through to the nineteenth century, this volume shows how popular pressure could influence those in power to develop new institutional structures. By not privileging the role of warfare and of elite coercion for state building, it is possible to question the traditional top-down model and explore the degree to which central agencies might have been more important for state representation than for state practice. The studies included in this collection treat many parts of Europe and deal with different phases in the period between the late middle ages and the nineteenth century. Beginning with a critical review of state historiography, the introduction then sets out the concept of 'empowering interactions' which is then explored in the subsequent case studies and a number of historiographical, methodological and theoretical essays. Taken as a whole this collection provides a fascinating platform to reconsider the relationships between top-down and bottom-up processes in the history of the European state.

Going against the notion that this was a long period of decline, Joachim Whaley shows how imperial institutions developed in response to the crises of the sixteenth and seventeenth centuries, notably the Reformation and Thirty Years War, and assesses the impact of international developments on the Reich. Central themes are the tension between Habsburg aspirations to create a German monarchy and the desire of the German princes and cities to maintain their traditional rights, and how the Reich developed the functions of a state during this period. The first single-author account of German history from the Reformation to the early nineteenth century since Hajo Holborn's study written in the 1950s, it also illuminates the development of the German territories subordinate to the Reich. Whaley explores the implications of the Reformation and subsequent religious reform movements, both Protestant and Catholic, and the Enlightenment for the government of both secular and ecclesiastical principalities, the minor territories of counts and knights and the cities. The Reich and the territories formed a coherent and workable system and, as a polity, the Reich developed its own distinctive political culture and traditions of German patriotism over the early modern period. Whaley explains the development of the Holy Roman Empire as an early modern polity and illuminates the evolution of the several hundred German territories within it. He gives a rich account of topics such as the Reformation, the Thirty Years War, Pietism and baroque Catholicism, the Aufklärung or German Enlightenment and the impact on the Empire and its territories of the French Revolution and Napoleon. It includes consideration of language, cultural aspects and religious and intellectual movements. Germany and the Holy Roman Empire engages with all the major debates among both German and English-speaking historians about early modern German history over the last sixty years and offers a striking new interpretation of this important period. There are, however, only few studies that ask how such an efficient bureaucracy was established. The main objective of this book is to close this gap by exploring the transformation of a rent-seeking bureaucracy into a modern Weberian administration in the Grand-Duchy of Baden during the first half of the 19th century. In doing so, the study asks how rules and regulations that governed employment dismissal, promotion and remuneration of bureaucrats shaped the latter’s incentives to commit to the public good and predictable decision making processes. The book provides a detailed case study of local bureaucrats, called district magistrates (Amtmänner) in the German state of Baden during the late 18th and the first half of the 19th century. District magistrates were a focal group since they managed daily administrative tasks and provided justice at the local level. Binding district magistrates’ decision making processes to clear-cut rules and making them more predictable was therefore a crucial complement to the technological and cultural changes that brought about the industrial revolution.

The sixteen contributions collected in this volume examine such portrayals in a broad variety of historiographical, biographical, and poetic texts. It emerges clearly that historical portrayals were not essentially bound by generic constraints but instead took the form of res gestae or historiae, discrete or collective biographies, panegyric, mirrors for princes, epic poetry, orations, even commonplace books – whatever the occasion called for. Book excerpt: The point of departure of Heide Gerstenberger’s path-breaking work is a critique of structural-functionalist theory of the state, in both its modernisation theory and materialist variants. Prof. Gerstenberger opposes to these a historical-theoretical explanation that proceeds from the long-term structuring effect of concrete social practice. This is elucidated by detailed investigation of the development of bourgeois state power in the two key examples of England and France. The different complexions that the bourgeois state assumed are presented as the results of processes of social and cultural formation, and thus irreducible to a simple function of capitalism. This approach culminates in the thesis that the bourgeois form of capitalist state power arose only where capitalist societies developed out of already rationalised structures of the Ancien Régime type.
