Germany's Foreign Policy of Reconciliation traces Germany's path from enmity to amity by focusing on the behavior of individual leaders, governments, and non-governmental actors. The book demonstrates that, at least in the cases of France, Israel, Poland, and Czechoslovakia/the Czech Republic, Germany has gone far beyond banishing war with its former enemies; it has institutionalized active friendship. The German experience is now a model of its own, offering lessons for other cases of international reconciliation. Gardner Feldman concludes with an initial application of German reconciliation insights to the other principal post-World War II pariah, as Japan expands its relations with China and South Korea.

It feared Arab governments might retaliate against such an acknowledgement of their political foe by recognizing Communist East Germany-West Germany's own nemesis-as an independent state, and in doing so confirm Germany's division. Even though the goal of national unification was far more important to German policymakers than full reconciliation with Israel in the aftermath of the Holocaust, in 1965 the Bonn government eventually did agree to commence diplomatic relations with Jerusalem. This was due, the author argues, to grassroots intervention in high-level politics. Students, the media, trade unions, and others pushed for reconciliation with Israel rather than the pursuit of German unification. For the first time, this book provides an in-depth look at the role society played in shaping Germany's relations with Israel. Today, German society continues to reject anti-Semitism, but is increasingly prepared to criticize Israeli policies, especially in the Palestinian territories. The author argues that this trend sets the stage for a German foreign policy that will continue to support Israel, but is likely to do so more selectively than in the past.

Book excerpt: Governments increasingly offer or demand apologies for past human rights abuses, and it is widely believed that such expressions of contrition are necessary to promote reconciliation between former adversaries. The post-World War II experiences of Japan and Germany suggest that international apologies have powerful healing effects when they are offered, and poisonous effects when withheld. West Germany made extensive efforts to atone for wartime crimes-formal apologies, monuments to victims of the Nazis, and candid history textbooks; Bonn successfully reconciled with its wartime enemies. By contrast, Tokyo has made few and unsatisfying apologies and approves school textbooks that whitewash wartime atrocities. Japanese leaders worship at the Yasukuni Shrine, which honors war criminals among Japan's war dead. Relations between Japan and its neighbors remain tense. Examining the cases of South Korean relations with Japan and of French relations with Germany, Jennifer Lind demonstrates that denials of past atrocities fuel distrust and inhibit international reconciliation. In Sorry States, she argues that a country's acknowledgment of past misdeeds is essential for promoting trust and reconciliation after war. However, Lind challenges the conventional wisdom by showing that many countries have been able to reconcile without much in the way of apologies or reparations. Contrition can be highly controversial and is likely to cause a domestic backlash that alarms—rather than assuages—outside observers. Apologies and other such polarizing gestures are thus unlikely to soothe relations after conflict, Lind finds, and remembrance that is less accusatory-conducted bilaterally or in multilateral settings-holds the most promise for international reconciliation.

In the 1970s, China and Japan brushed aside historical legacy for immediate diplomatic normalization. But the progress of reconciliation was soon impeded from the 1980s by elite mythmaking practices that stressed historical animosities. In contrast, from the 1970s West Germany and Poland began to de-mythify war history and narrowed their memory gap through restitution measures and textbook cooperation, paving the way for significant progress toward reconciliation after the Cold War.

Book excerpt: After the slaughter of the First World War had ended and the Treaty of Versailles ushered in an uneasy international order, Germany faced economic ruin, political upheaval, and the deterioration of the overall health of its population. Germany's postwar domestic problems were exacerbated by international isolation, which included both economic and cultural blockades. While food shortages weakened the German population, the Allied scientific leaders barred German scientific and cultural institutions from the international community. An exception to Germany's cultural isolation was in the field of medical science and public health. The universality of human biology trumped political polarization. In the immediate postwar years, major outbreaks of epidemic disease in Eastern Europe and Russia threatened Europe's economic and political recovery. In order to counter a microbial invasion, Allied governments (primarily, the French and British) laid the foundations of the League of Nations Health Organization, the precursor to today's World Health Organization. While Germany's status as a pariah made its cooperation in the rise of international health difficult, German participation in the League of Nations Health Organization led to Germany's involvement in international exchanges (well before Germany was a League member) and, ultimately, to the first instance of postwar Franco-German cultural reconciliation. Because it occurred during a time of deep Franco-German animosity and predated the `Spirit of Locarno', Germany's involvement in Allied-led international cooperation on health-matters presents an important connection between disease prevention and international politics.
