Book excerpt: This study traces the evolution of imperialist ideology in Germany from Bismarck in the mid-19th century through Hitler and the Third Reich. Although much has been written about the virulently racist and anti-communist ideologies of the Nazi party, this is the first book to treat Nazi imperialism as a separate ideology and set it within a sturdy theoretical framework. Smith contends that Nazi imperialism represented the last, ambitious attempt to integrate two century-old ideologies--the elite, pro-industrial Weltpolitik and the popular-based, pro-agrarian Lebensraum--into a single system. In fact, Smith argues that it was largely the way in which the Nazis attempted to reconcile these contradictory ideologies that explains Germany's disastrous policies during World War II. This wide-ranging study also contributes to the debates over several other aspects of German history, including German military aims in World War II, the continuity--or discontinuity--of German policy from Bismarck to Hitler, and the relation between ideology and social-political life.

Book excerpt: This book examines German participation in the colonial contest for Nigeria during the scramble for and partition of Africa at the end of the nineteenth Century. It focuses on the activities of some German individuals and organisations that were actively engaged in the struggle to acquire the Nigerian region as a colony for Germany. There are two reasons for this failure: one, lack of consisient colonial policy during Bismarck's era and two, the Opposition of the Royal Niger Company. The only success recorded in Nigeria was in Adamawa and Borno. Germany got some parts of these emirates as a result of the determination of the Royal Niger Company, supported by the British government, to deny the French any access to the navigable part of the two major rivers. Germany retained control of this region until the outbreak of the First World War.

This problem lends considerable urgency to the lessons to be learned from Over the Horizon. David M. Edelstein analyzes past rising powers in his search for answers that point the way forward for the United States as it strives to maintain control over its competitors. Edelstein focuses on the time horizons of political leaders and the effects of long-term uncertainty on decision-making. He notes how state leaders tend to procrastinate when dealing with long-term threats, hoping instead to profit from short-term cooperation, and are reluctant to act precipitously in an uncertain environment. To test his novel theory, Edelstein uses lessons learned from history’s great powers: late nineteenth-century Germany, the United States at the turn of the twentieth century, interwar Germany, and the Soviet Union at the origins of the Cold War. Over the Horizon demonstrates that cooperation between declining and rising powers is more common than we might think, although declining states may later regret having given upstarts time to mature into true threats.
