Moreover, national historiographies in Central and Southeast Europe have either marginalized eugenics and racial nationalism or deemed them incompatible with their respective national traditions. Accordingly, this volume has a two-fold ambition: to excavate the hitherto unknown eugenic movements in Central and Southeast Europe and to explain their relationship with racism, nationalism and anti-Semitism. On the one hand, the historiographic perspective substantiated in this volume connects developments in the history of racial anthropology, genetics and eugenics with political ideologies such as racial nationalism and anti-Semitism; on the other hand, it contests the 'Sonderweg' approach adopted by scholars dealing these phenomena in Central and Southeast Europe by arguing that concerns with eugenics and race were as widely disseminated in these regions as they were in Western Europe and North America. Book excerpt: The opening up, and subsequent tearing down, of the Berlin Wall in 1989 effectively ended a historically unique period for Europe that had drastically changed its face over a period of fifty years and redefined, in all sorts of ways, what was meant by East and West. For Germany in particular this radical change meant much more than unification of the divided country, although initially this process seemed to consume all of the country's energies and emotions. While the period of the Cold War saw the emergence of a Federal Republic distinctly Western in orientation, the coming down of the Iron Curtain meant that Germany's relationship with its traditional neighbours to the East and the South-East, which had been essentially frozen or redefined in different ways for the two German states by the Cold War, had to be rediscovered. This volume, which brings together scholars in German Studies from the United States, Germany and other European countries, examines the history of the relationship between Germany and Eastern Europe and the opportunities presented by the changes of the 1990's, drawing particular attention to the interaction between the willingness of German and its Eastern neighbours to work for political and economic inte-gration, on the one hand, and the cultural and social problems that stem from old prejudices and unresolved disputes left over from the Second World War, on the other.

Following the brutal invasion and occupation of Poland, the Nazis moved swiftly to realize one of their key ideological aims: the expansion of German living space. This involved deporting Jews, bringing in German settlers, and establishing an evaluation process that separated Poles from ethnic Germans. As simple as this might have seemed initially, the various parts of the German occupation machinery were soon embroiled in a bitter fight about the essence of Germanness and how to identify a German. In this illuminating study, Gerhard Wolf reveals an astonishing development in which a more inclusive understanding of Germanness based on the notion of Volk won out against an exclusive definition based on Rasse. As Wolf demonstrates, this decision paved the way for turning three million Poles into German citizens. Parallel to the mass deportation and murder of Christian Poles and the genocide of Jewish Poles, the Nazis paradoxically also presided over the largest (forced) assimilation program in German history. Book excerpt: With the dissolution of the Soviet Union, foreign policy analysts and international relations scholars expected communist Cuba to undergo transitions to democracy and to markets as had the Eastern European nations of the former Soviet bloc. But more than a decade after the fall of the Berlin Wall, Castro remains in power, with no sign that the Cuban government or economy is moving toward liberalization. In Democracy Delayed, political scientist Juan López offers a searching and detailed analysis of the factors behind Cuba's failure to liberalize. López begins by comparing the political systems of three Eastern European states—the former German Democratic Republic, Czechoslovakia, and Romania—with that of Cuba, in order to identify the differences that have allowed Castro to maintain his hold over the government and the economy. López also shows the various conditions promoting change, including the development of civil society groups in Cuba, and discusses why some U.S. policies help the possibility of democratization in Cuba while others hinder it. While the Catholic Church in Poland and the Protestant Church in East Germany fostered change, the Catholic Church in Cuba has not taken a defiant stance against authoritarianism but seems instead to be biding its time until Castro is out of the picture. In conclusion, López argues that a political transition in Cuba is possible even under the government of Fidel Castro. Some necessary conditions have been missing, but it is possible that U.S. policies could lay the groundwork for democratic charge.
