There were a number of these publications, many of which are in publication in the German Report Series by Naval and Military Press. They are all of significant importance in understanding the way in which the war was fought, particularly on the eastern front. The book looks at the early successes of the Germans, and the slow build up of anti-Germnan partisan units. These were formed from men left behind as the Russians were forced to retreat, and later from parachutits dropped to form or reinforce local bands. Other units were formed by communist led civilians, all of whom were eventually controlled from Moscow. They were a significant part of the Russian war effort, and killed many thousands of German soldiers, as well as disrupting supply lines and rest areas in the rear of the German army. As the campagn wore on, and the Stalingrad battle showed that the tide had turned against the Germans, the importance of the partisans faded, but it was never insignificant. The partisans at the end of the war were of army strength, and were present wherever there were Germans. This book is of great value, and should be read in conjunction with Rear Area Security during the Russian Campaign and Smnall Unit Actions, both in the German Report Series.

Book excerpt: The purpose of this text is to provide the Army with a factual account of the organization and operations of the Soviet resistance movement behind the German forces on the Eastern Front during World War II. This movement offers a particularly valuable case study, for it can be viewed both in relation to the German occupation in the Soviet Union and to the offensive and defensive operations of the Wehrmacht and the Red Army. The scope of the study includes an over-all picture of a quasi-military organization in relation to a larger conflict between two regular armies. It is not a study in partisan tactics, nor is it intended to be. German measures taken to combat the partisan movement are sketched in, but the story in large part remains that of an organization and how it operated. The German planning for the invasion of Russia is treated at some length because many of the circumstances which favored the rise and development of the movement had their bases in errors the Germans made in their initial planning. The operations of the Wehrmacht and the Red Army are likewise described in considerable detail as the backdrop against which the operations of the partisan units are projected. Because of the lack of reliable Soviet sources, the story has been told much as the Germans recorded it. German documents written during the course of World War II constitute the principal sources, but many survivors who had experience in Russia have made important contributions based upon their personal experience.

Book excerpt: In Nazi eyes, the Soviet Union was the "wild east," a savage region ripe for exploitation, its subhuman inhabitants destined for extermination or helotry. An especially brutal dimension of the German army's eastern war was its anti-partisan campaign. This conflict brought death and destruction to thousands of Soviet civilians, and has been held as a prime example of ordinary German soldiers participating in the Nazi regime's annihilation policies. Ben Shepherd enters the heated debate over the wartime behavior of the Wehrmacht in a detailed study of the motivation and conduct of its anti-partisan campaign in the Soviet Union. He investigates how anti-partisan warfare was conducted, not by the generals, but by the far more numerous, average Germans serving as officers in the field. What shaped their behavior was more complex than Nazi ideology alone. The influence of German society, as well as of party and army, together with officers' grueling yet diverse experience of their environment and enemy, made them perceive the anti-partisan war in varied ways. Reactions ranged from extreme brutality to relative restraint; some sought less to terrorize the native population than to try to win it over. The emerging picture does not dilute the suffering the Wehrmacht's eastern war inflicted. It shows, however, that properly judging ordinary Germans' role in that war is more complicated than is indicated by either wholesale condemnation or wholesale exoneration. This valuable study offers a nuanced discussion of the diversity of behaviors within the German army, as well as providing a compelling exploration of the war and counterinsurgency operations on the eastern front.

It should be read in conjunction with the Soviet Partisan Movement (also in the German Report Series). Rear area security is important, because it is in these areas that partisans, saboteurs and spies operate, away from the front line where security is much more stringent. It gives details of what the Germans planned, and how the Russians so often frustrated those plans, especially with attacks on rail and road communication networks, absolutely essential for the German Army supply and resupply function.

Book excerpt: The multi-ethnic border zone stretching from central Poland to western Russia-the so-called Bloodlands-was the primary site of the Holocaust and the ruthless total war between the Wehrmacht and the Red Army, where German and Soviet imperial plans confronted one another. This dissertation explores the social and political dynamics of Soviet guerrilla resistance against German occupation in this region during the Second World War by examining the role played by the Komsomol (All-Union Leninist Young Communist League) in the partisan movement's defense of the Soviet Union. This dissertation uses the Komsomol as a lens for studying how both Communist Party leaders and partisans interpreted and modified Stalinist discourses regarding nationality, sexual politics, and youth during the exigencies of war in occupied territory. In particular, it sheds light on the important and hitherto neglected social, political, and gendered aspects of the partisan movement and the Komsomol's role in countering German efforts to recruit Soviet youth for labor, police forces, and national liberation armies. This dissertation bridges studies of the partisan movement and the German army by using Soviet and captured German archival materials to demonstrate the centrality of ideology and the psychological realm to Soviet and German policies. I illuminate the interplay between the Soviet Union and Nazi Germany, as each side embraced the use of both propaganda and terror to mobilize young men and women to their side and win the war. My dissertation integrates the Holocaust and German occupation policy into the Soviet Union's Great Patriotic War. I argue that the history of the Second World War in the borderlands cannot be separated from the legacy of German occupation, as Soviet post-liberation purges were driven by more than Bolshevik ideology-they must be viewed as a reaction to German projects of social engineering and extermination.

The pamphlet shows how the Russian was different in outlook to the German soldier, and the role of the Commissar. Each arm is examined in some detail, before the discussion turns to the peculiarities of Russian tactics. Winter warfare was the preferred season for war for the Russians, and the mass attacks of 1941 eventually gave way to much more scientific tank/infantry/air/artillery combined attacks, using the weight of manpower to flatten German defenders where they stood. There is also discussion of the importance of the Red Air Force int he war, and of the partisan movement, which was always a thorn in the German s side. This publication should be read in conjunction with the Soviet Partisan Movement and Small Unit Actions (both in the German Report Series).

Book excerpt: In his classic work, On War, Carl von Clausewitz wrote, “As we shall show, defense is a stronger form of fighting than attack.” A generation of nineteenth century officers, nurtured on the study of the experiences of Napoleon and conditioned by the wars of German unification, had little reason to accept that view. The offensive spirit swept through European armies and manifested itself in the regulations, plans, and mentality of those armiehe events of 1939, 1940, and 1941 in Poland, France, and Russia respectively again challenged Clausewitz’ claim of the superiority of the defense and prompted armies worldwide to frantically field large armored forces and develop doctrines for their use. While blitzkrieg concepts ruled supreme, it fell to that nation victimized most by those concepts to develop techniques to counter the German juggernaut. The Soviets had to temper a generation of offensive tradition in order to marshal forces and develop techniques to counter blitzkrieg. In essence, the Soviet struggle for survival against blitzkrieg proved also to be a partial test of Clausewitz’ dictum. In July 1943, after arduous months of developing defensive techniques, often at a high cost in terms of men and material, the Soviets met blitzkrieg head-on and proved that defense against it was feasible. The titanic, grinding Kursk operation validated, in part, Clausewitz’ views. But it also demonstrated that careful study of force organization and employment and application of the fruits of that study can produce either offensive or defensive victory. While on the surface the events of Kursk seemed to validate Clausewitz’ view, it is often forgotten that, at Kursk, the Soviets integrated the concept of counteroffensive into their grand defensive designs. Thus the defense itself was meaningless unless viewed against the backdrop of the renewed offensive efforts and vice versa. What Kursk did prove was that strategic, operational, and tactical defenses could counter blitzkrieg.
