Council Communism emerged in Holland and Germany in the 1920's as an alternative to Bolshevik and Marxist-Leninist thought up to the Third International. Council Communist theory was derived from workers' experiences in the German Revolution of 1918, the early years of the Weimar Republic, and the study of the early council movements in Russia in 1905 and 1917. They sought not to impose a kind of organization upon the workers' movement, but instead to uplift the form of "councils" as spontaneous and self-emancipatory for the working class. This was a throughline for the council communists to connect back to Marx's understanding of proletarian revolution in maintaining "the emancipation of the working class is the task of the workers themselves." Council communism was not to be a new ideology for the working class, but to take a critique of state socialism back to the roots of self-emancipation towards theoretical coherence which can combat all forms that hinder emancipation and move this theoretical coherence into practice. From this, and their understanding revolutionary consciousness develops as a result of crisis, revolution is not a choice but a necessity. The works included in this book have been chosen to reflect the developments of Council Communism over decades; this is not an exhaustive, encyclopedic collection of all councilist texts, but a collection of key texts. It focuses, however, only on the political aspects of the matter: to what extent was early Soviet authoritarianism the necessary outcome of Marx's works? Since Lenin's practice and theory largely determined and justified the early political character of the Soviet state, we may ask whether Lenin was implementing Marx's project or a project of his own design. Lenin, influenced by debates within Social Democracy and by the experience of the Russian revolutionary tradition, used a one-sided interpretation of Marx's work to build and defend a 'transition' which was fundamentally authoritarian. Marx was not causally responsible for the theoretical foundation of Soviet authoritarianism.

The preceding weeks and months left a smell or at least some doubts that something is going not the „socialist“ way, which it is supposed to do. It began in the summer of this year in Hungary, was followed by the occupation of several embassies of the Federal Republic of Germany throughout the so-called East block. It was finally caricatured by the ceremonies to the 40th anniversary of the proclamation of the German Democratic Republic, while the presence of Gorbatschow was perceived as the visit of a future liberator rather than the ruling head of the suppressing and dominating “Great Brother”. As a child, raised and taught in the socialist way, I had the opportunity to witness this truly historical event. The Iron Curtain, symbolised in East Germany through the existence of a white painted wall, fell at 6:57 p.m. 1. Rather accidentally, it was broadcast in a news conference all over East Germany. Today, November 9, 2001, twelve years later, I am sitting in Kraków enjoying the opportunities the „new“ and formerly alien system has bought with it. Hence, it seems time for me to reconsider – though limited – the experiences I could make. Therefor I would like to elaborate what the “socialist” or better Marxist-Leninist system was, how this ideology developed during several periods in history, and whether or how it moved after the World War II from the Soviet Union to the occupied or conquered regions of Central and Eastern Europe. Less conspicuous than the momentous political transformations were the altered beliefs, aspirations, and illusions of the individuals who had maintained and led that system. In this original interpretation the eminent sociologist Paul Hollander focuses on the human aspects of the failure of Soviet communism. He examines how members of the Soviet political elite, leaders in communist Czechoslovakia and Hungary, high-ranking officials in agencies of control and coercion, and distinguished defectors and exiles experienced the erosion of ideals that undermined the political system they had once believed in.Hollander analyzes an array of autobiographical and biographical writings, journalistic accounts, and scholarly interpretations of the unraveling of Soviet communism. The Soviet Union fell apart not merely because of severe economic shortcomings, Hollander argues, but because of the double impact of the conflict between official ideals and practical realities and an eroding sense of legitimacy in the highest echelons. Book excerpt: The current conflict which threatens the very existence of the inter national communist movement as a single coherent entity must be looked for in the roots of Marxian philosophy. The central concept of pre-Leninist communism is contained in the notion of "proletarian internationalism. " Yet the emergence of the communist party-states has been squarely predicated on the requirements of single national states, as viewed through the training and experience of the various communist leaders. Thus the Soviet version has been shaped by the nationalism of Lenin, Stalin, and Khrushchev. The only aberrant case, the internationalism of Trotsky, was doomed to failure. The Chinese version of "communism" has as its root concepts the spirit of "prolonged" struggle against a superior enemy, whose ultimate defeat is ensured through the dialectics of political growth. The non communist societies are by definition "decadent. " The movement came to power by exploiting the nationalism engendered within China by the Japanese invasion. Its mass support was based on the peasantry, although the transparent fiction of "proletarian leadership" was strictly maintained. Further, "communism" is a term which has lost its original encompassing definition. Peking now narrowly defines it as policies consonant with "the thought of Mao Tse-tung. " Thus both the Soviet and the Chinese interpretation of "commun ism" are based on a concept which was anathema to the intellectual founders of the movement.
