Book excerpt: While America's relationship with Britain has often been deemed unique, especially during the two world wars when Germany was a common enemy, the American business sector actually had a greater affinity with Germany for most of the twentieth century. American Big Business in Britain and Germany examines the triangular relationship between the American, British, and German business communities and how the special relationship that Britain believed it had with the United States was supplanted by one between America and Germany. Volker Berghahn begins with the pre-1914 period and moves through the 1920s, when American investments supported German reconstruction rather than British industry. The Nazi seizure of power in 1933 led to a reversal in German-American relations, forcing American corporations to consider cutting their losses or collaborating with a regime that was inexorably moving toward war. Although Britain hoped that the wartime economic alliance with the United States would continue after World War II, the American business community reconnected with West Germany to rebuild Europe’s economy. And while Britain thought they had established their special relationship with America once again in the 1980s and 90s, in actuality it was the Germans who, with American help, had acquired an informal economic empire on the European continent. American Big Business in Britain and Germany uncovers the surprising and differing relationships of the American business community with two major European trading partners from 1900 through the twentieth century.

Book excerpt: Given the backdrop of pressing infrastructure needs, this paper argues that higher German public investment would not only stimulate domestic demand in the near term and reduce the current account surplus, but would also raise output over the longer-run as well as generate beneficial regional spillovers. While time-to-build delays can weaken the impact of the stimulus in the short-run, the expansionary effects of higher public investment are substantially strengthened with an accommodative monetary policy stance—as is typical during periods of economic slack. The current low-interest rate environment presents a window of opportunity to finance higher public investment at historically favorable rates.

Book excerpt: The establishment of the Communist social model in one part of Germany was a result of international postwar developments, of the Cold War waged by East and West, and of the resultant partition of Germany. As the author argues, the GDR’s ‘new’ society was deliberately conceived as a counter-model to the liberal and marketregulated system. Although the hopes connected with this alternative system turned out to be misplaced and the planned economy may be thoroughly discredited today, it is important to understand the context in which it developed and failed. This study, a bestseller in its German version, offers an in-depth exploration of the GDR economy’s starting conditions and the obstacles to growth it confronted during the consolidation phase. These factors, however, were not decisive in the GDR’s lack of growth compared to that of the Federal Republic. As this study convincingly shows, it was the economic model that led to failure.

Book excerpt: This book analyses the widely-held view of the merits of the 'bank-based' German system of finance for investment, and shows that this view is not supported by evidence from the post-war period. The institutional features of the German system are such that universal banks have control of voting rights at shareholders' meetings due to proxy votes, and they also have representation on companies' supervisory boards. These features are claimed to have two main benefits. One is that the German system reduces asymmetric information problems, enabling banks to supply more external finance to firms at a lower cost, and thus increasing investment. The other is that German banks are able to mould and control managements of firms on behalf of shareholders, and thus ensure that firms are run efficiently. This book assesses whether empirical evidence backs up these claims, and shows that the merits of the German system are largely myths.

High direct investment outflows and low inflows compared with the United Kingdom and France are often seen as a sign of weakness of Germany as a business location. The relative attractiveness of different countries for foreign direct investment is usually measured in terms of the balance of payments data of the host countries. However, owing to still very divergent recording practices across the industrial countries, such comparisons may be misleading. In this paper it is shown that the statistical errors are minor if investor countries', rather than host countries', data are used to compare the relative attractiveness of different economies for foreign direct investment. Over aperiod of 11 years, foreign balance of payments data show that Germany has received a considerably higher amount of foreign direct investment than is recorded in the German balance of payments. On the outflow side the different data sources give a more homogeneous picture of a persistently heavy commitment of German companies abroad.
