Book excerpt: This thesis investigates German residential housing prices on both a national and regional level covering Hamburg and Munich as two major cities. A qualitative analysis of real estate market and the German housing market in particular reveals that real estate markets are highly fragmented and that they feature unique characteristics. The main part of this thesis applies econometric approaches trying to explain house price movements and to identify possible price bubbles during the observation period from 1990 until 2011. For this purpose a ratio analysis, a regression model and a cointegration analysis are used. These three approaches lead to the conclusion that residential house prices are mainly driven by the corresponding rents and to some extent influenced by the unemployment rate and the number of households in certain regression models. Additionally, the examination of residential house prices reveals that prices on the national and regional level remain constant or even slightly fall in real terms. This fact and the comparison of house prices with several fundamental factors show that there is no evidence for a price bubble in Germany.

Although cross-country differences indicate that there is no common cause for joblessness in Europe, the book discusses a unique characteristic of the European labor market- that unemployment not only rises during recessions, but does not fall when economic weaknesses are overcome.

Five aspects are focused: The interaction of regional unemployment and wages based on the wage curve, the question how qualification patterns influence the regional wage level, the effectiveness of regional labour market policies, the impact of these policies on regional wage-setting, and the impact of employment service performance on real wages.

Often such transfers have occurred on a fairly casual level; sometimes greater rigor has been present. In either case, the goal has been to learn from previous experience-at least to avoid repeating the mistakes of the past. In light of the promise that such intercountry transfers hold, it is somewhat surprising that so little energy has gone into careful analytic work on the behavior of households in differing countries and how they respond to various changes, especially those resulting from shifts in public policy. This lack of careful analysis was a major force that motivated The Urban Institute to establish an international studies program in 1982. This volume represents one of the early products of the collaborative efforts that this initiative has spawned. The results of the comparison of the housing markets in West Germany and the United States presented here offer examples of the type of unexpected conclusions that may emerge from careful analyses as well as more anticipated outcomes. The declared aims of these programmes are to increase the re-employment chances of the unemployed. This book investigates which active labour market programmes in Poland are value for money and which are not. To this end, modern statistical methods are applied to both macro- and microeconomic data. It is shown that training programmes increase, whereas job subsidies and public works decrease the re-employment opportunities of the unemployed. In general, all active labour market policy effects are larger in absolute size for men than for women. By surveying previous studies in the field and outlining the major statistical approaches that are employed in the evaluation literature, the book can be of help to any student interested in programme evaluation irrespective of the paticular programme or country concerned.

By contrast, over the last six years, price developments have been increasingly driven by supply shortages and surging demand, particularly in large cities. On top of that, around 890,000 asylum seekers arrived in Germany in 2015. This led to an increase in population of 1 % and suggests an increase in demand for low-price housing in the short- to medium-term, resulting in potential upward price pressures for the real estate market. This Economic Brief assesses whether the recent trend of rising prices constitutes a risk to financial stability in Germany and whether the high influx of refugees might affect price developments. Firstly, recent data suggests that in spite of noticeable increases in regional house prices in recent years, the housing sector does not pose a risk to financial stability in Germany. Secondly, over the medium-term, the inflow of asylum seekers is likely to have only limited effects on the rate of housing inflation. However, aggregate figures mask regional (urban-rural, East-West) differences in housing-market dynamics, and a prolonged period of zero or even negative real interest rates could theoretically trigger a misallocation of resources with negative rebound effects for the real economy once interest rates normalise. Also, high net-immigration followed by net-emigration poses significant demand and supply-management challenges for the (social) housing market.

Book excerpt: This paper analyses the behaviour of prices and supply on the German housing market taking into account the interaction between prices and quantities. A novel price index for residential property prices covering the whole country going back to 1993 is used in a macroeconomic model to estimate key housing market elasticities for Germany. A decomposition suggests that the land price component of house prices is relatively elastic with respect to income and interest rates, while the construction price component responds to income and the level of construction activity. The decomposition also highlights countervailing house price effects of a supply increase: A dampening effect via land prices and a stimulating effect via construction prices.
