The book outlines the state of the debate rather than focusing on controversies alone and maps how different scholarly communities have reflected on the dissolution of the country, what arguments remain open in scholarly discourse and highlights new, innovative paths to study the period.

Here, Branislav Radeljic offers an empirical analysis of the EC s relations with Yugoslavia from the late sixties, when Yugoslavia was under the presidency of Josep Broz Tito, through to the collapse of the Yugoslav federation in 1992, after the rise of Slobodan Milo evi? and the beginning of the Yugoslav Wars. Jenne asserts that international conflict management is almost never a straightforward case of success or failure. Instead, external mediators may reduce communal tensions at one point but utterly fail at another point, even if the incentives for conflict remain unchanged. Jenne explains this puzzle using a "nested security" model of conflict management, which holds that protracted ethnic or ideological conflicts are rarely internal affairs, but rather are embedded in wider regional and/or great power disputes. Internal conflict is nested within a regional environment, which in turn is nested in a global environment. Efforts to reduce conflict on the ground are therefore unlikely to succeed without first containing or resolving inter-state or trans-state conflict processes.Nested security is neither irreversible nor static: ethnic relations may easily go from nested security to nested insecurity when the regional or geopolitical structures that support them are destabilized through some exogenous pressure or shocks, including kin state intervention, transborder ethnic ties, refugee flows, or other factors related to regional conflict processes. Jenne argues that regional security regimes are ideally suited to the management of internal conflicts, because neighbors that have a strong incentive to work for stability provide critical hard-power backing to soft-power missions. Jenne tests her theory against two regional security regimes in Central and Eastern Europe: the interwar minorities regime under the League of Nations (German minorities in Central Europe, Hungarian minorities in the Carpathian Basin, and disputes over the Åland Islands, Memel, and Danzig), and the ad hoc security regime of the post–Cold War period (focusing on Russian-speaking minorities in the Baltic States and Albanian minorities in Montenegro, Macedonia, and northern Kosovo).

Key moments from both wars have been selected and analysed using a broad range of publications reaching from far-right to far-left and including broadsheets, a tabloid and a news magazine. Two sections with parallel chapters form the core of the book: the first part dealing with the war in Bosnia and the second with Kosovo. Each section contains one chapter on the initial phase of the conflict, one chapter on an important atrocity – namely the Srebrenica Massacre in Bosnia and the Račak incident in Kosovo – and, lastly, a chapter each on the international involvement which ended the immediate violence. The book examines how the various events were covered, what sources were used and what insights these examples of the German press conveyed. Special attention has been paid to four key themes, which emerged from the research. Firstly, the changing perceptions of the Serbian President Slobodan Miloševic and the issue of who was to blame for the conflicts; secondly, how various armed forces, including the Yugoslav Peoples' Army and the Kosovo Liberation Army were presented in the German press; thirdly, the persistent presence of the Second World War and the Holocaust in the coverage of the wars in Bosnia and Kosovo and how they shaped the press' interpretation of the violence; and lastly, how Germany's role in the Balkans – both in the realms of diplomacy and military intervention – was evaluated by the national press.
