In addition to internal political and economic transformations that were accelerated by the protests of 2011 and that have upended or reshaped the lives of millions of the region's inhabitants, the region is also contending with a range of external challenges. These include the COVID-19 pandemic and its associated economic transformation, changing market dynamics including energy markets, the growing presence of new regional actors like Russia and China, and the changing role of traditional allies such as the European Union, Gulf Cooperation Council countries, and the United States. These dynamics are compounded by other natural and man-made climate changes and demographic changes that worsen them. This volume shows why North Africa, sometimes considered a backwater within a broader Middle East context, actually is the leading edge of change for the region and deserving of far more attention from the international community. North African countries are facing a dizzying array of challenges related to domestic and global trends--political transformation either recent or underway, economic stagnation now worsened by the pandemic, social challenges associated with a frustrated young population--are giving the region more geopolitical relevance with implications for the broader Middle East, Europe, and sub-Saharan Africa.

Book excerpt: The political economy of natural resource wealth poses two interrelated challenges for American foreign policy, both involving governance issues in countries that are abundantly endowed with natural resources. The potentially negative impact of natural resources on development is captured in the phrase "the resource curse". The implications are the greatest for the commodity producers themselves, ranging from complications for macroeconomic management to political authoritarianism and, in the extreme, the precipitation of violent civil conflict. For US policy, the resource curse presents challenges with respect to coping with state failure and associated transborder phenomena. The issues extend to broader geopolitics. Resource abundance confers financial and political power on producers. China's emergence as a major importer and investor in extraction, willing to accommodate authoritarian producers, exacerbates the challenge, potentially undercutting international efforts to encourage greater transparency and improved management of natural resource wealth. Book excerpt: Critical examinations of efforts to make governments more efficient and responsive Political upheavals and civil wars in the Middle East and North Africa (MENA) have obscured efforts by many countries in the region to reform their public sectors. Unwieldy, unresponsive—and often corrupt—governments across the region have faced new pressure, not least from their publics, to improve the quality of public services and open up their decisionmaking processes. Some of these reform efforts were under way and at least partly successful before the outbreak of the Arab Spring in 2010. Reform efforts have continued in some countries despite the many upheavals since then. This book offers a comprehensive assessment of a wide range of reform efforts in nine countries. In six cases the reforms targeted core systems of government: Jordan's restructuring of cabinet operations, the Palestinian Authority's revision of public financial management, Morocco's voluntary retirement program, human resource management reforms in Lebanon, an e-governance initiative in Dubai, and attempts to improve transparency in Tunisia. Five other reform efforts tackled line departments of government, among them Egypt's attempt to improve tax collection and Saudi Arabia's work to improve service delivery and bill collection. Some of these reform efforts were more successful than others. This book examines both the good and the bad, looking not only at what each reform accomplished but at how it was implemented. The result is a series of useful lessons on how public sector reforms can be adopted in MENA.

Four opposing ideologies about how data flows around the network have become prominent because they are (a) implemented by technical standards, and (b) backed by influential geopolitical entities. Each of these specifies an 'Internet', described in relation to its implementation by a specific geopolitical entity. The Four Internets of the title are the Silicon Valley Open Internet, developed by pioneers of the Internet in the 1960s, based on principles of openness and efficient dataflow; the Brussels Bourgeois Internet, exemplified by the European Union with a focus on human rights and legal administration; the DC Commercial Internet, exemplified by the Washington establishment and its focus on property rights and market solutions; and the Beijing Paternal Internet, exemplified by the Chinese government's control of Internet content. These Internets have to coexist if the Internet as a whole is to remain connected.
