Book excerpt: This book explores French imperialism in Latin America in the nineteenth century, taking Mexico as a case study. The standard narrative of nineteenth-century imperialism in Latin America is one of US expansion and British informal influence. However, it was France, not Britain, which made the most concerted effort to counter US power through Louis-Napoléon’s military intervention in Mexico, begun in 1862, which created an empire on the North American continent under the Habsburg Archduke Ferdinand Maximilian. Despite its significance to French and Latin American history, this French imperial project is invariably described as an “illusion”, an “adventure” or a “mirage”. This book challenges these conclusions and places the French intervention in Mexico within the context of informal empire. It analyses French and Mexican ideas about monarchy in Latin America; responses to US expansion and the development of anti-Americanism and pan-Latinism; the consolidation of Mexican conservatism; and, finally, the collaboration of some Mexican elites with French imperialism. An important dimension of the relationship between Mexico and France, explored in the book, is the transatlantic and transnational context in which it developed, where competing conceptions of Mexico and France as nations, the role of Europe and the United States in the Americas and the idea of Latin America itself were challenged and debated.

Centering the role of U.S. imperialism in drawing racial borders between Haiti, the Dominican Republic, and the United States, she analyzes musical, visual, artistic, and literary representations of foundational moments in the history of the Dominican Republic: the murder of three girls and their father in 1822; the criminalization of Afro-religious practice during the U.S. occupation between 1916 and 1924; the massacre of more than 20,000 people on the Dominican-Haitian border in 1937; and the 2010 earthquake in Haiti. García-Peña also considers the contemporary emergence of a broader Dominican consciousness among artists and intellectuals that offers alternative perspectives to questions of identity as well as the means to make audible the voices of long-silenced Dominicans.

He presents the primary results, in tables and figures, as well as a historical sketch of the major cases of democide, those in which one million or more people were killed by a regime. In Death by Government, Rummel does not aim to describe democide itself, but to determine its nature and scope in order to test the theory that democracies are inherently nonviolent. Rummel discusses genocide in China, Nazi Germany, Japan, Cambodia, Turkey, Yugoslavia, Poland, the Soviet Union, and Pakistan. He also writes about areas of suspected genocide: North Korea, Mexico, and feudal Russia. His results clearly and decisively show that democracies commit less democide than other regimes. The underlying principle is that the less freedom people have, the greater the violence; the more freedom, the less the violence. Thus, as Rummel says, “The problem is power. The solution is democracy. The course of action is to foster freedom.” Death by Government is a compelling look at the horrors that occur in modern societies. Book excerpt: Media have played an important role in framing the public debate on the “refugee crisis” that peaked in autumn of 2015. This report examines the narratives developed by print media in eight European countries and how they contributed to the public perception of the “crisis”, shifting from careful tolerance over the summer, to an outpouring of solidarity and humanitarianism in September 2015, and to a securitisation of the debate and a narrative of fear in November 2015. Overall, there has been limited opportunity in mainstream media coverage for refugees and migrants to give their views on events, and little attention paid to the individuals’ plight or the global and historical context of their displacement. Refugees and migrants are often portrayed as an undistinguishable group of anonymous and unskilled outsiders who are either vulnerable or dangerous. The dissemination of biased or ill-founded information contributes to perpetuating stereotypes and creating an unfavourable environment not only for the reception of refugees but also for the longer-term perspectives of societal integration.

An ethnography of urban development in Calcutta, Roy's book explores the dynamics of class and gender in the persistence of poverty. City Requiem, Calcutta emphasizes how gender itself is spatialized, and how gender relations are negotiated within the geopolitics of modernity and through the everyday practices of territory. Thus Roy shows how urban developmentalism, in its populist guise, reproduces the relations of masculinist patronage, and, in its entrepreneurial guise, seeks to reclaim a bourgeois Calcutta, gentlemanly in its nostalgias. In doing so, her work expands the field of poverty studies by showing how a politics of poverty is also a poverty of knowledge, a construction and management of social and spatial categories.
