Book excerpt: During the early stages of helicopter development, when helicopters were able to lift just slightly more than their own weight, the military services were eagerly seeking to obtain a variety of larger, more useful helicopters. The youthful helicopter industry expressed optimism, although at times unrealistic, in its ability to meet the military requirements. The development of the helicopter program within the Marine Corps was sparked by the foresight and imagination of the officers of the period. While early helicopters provided stepping stones for an orderly progression of the program, the slowness of the technical advances and the periods of financial austerity after World War II and Korea prevented the Marine Corps from developing the vertical envelopment concept as rapidly as desired. The program gained interest and momentum, however, as a result of the success of helicopters in Korea. As Lieutenant General Gerald C. Thomas stated: "Indeed, the helicopter gave clear evidence, from its first tactical employment, that a major advance in combat was at hand." This history, which traces the development of helicopters in the Marine Corps from 1946 to 1962, offers a tribute to the creative vision and planning of a handful of Marine officers who conceived of the vertical assault concept in amphibious operations at a time when suitable aircraft to make it work did not exist. The story of the subsequent struggle to procure and develop those aircraft, to refine a doctrine for their employment, and to familiarize the Marine Corps with their use is an interesting and vital part of modern Marine Corps history. The documentary basis for this monograph was primarily the official records of the Marine Corps and Navy Department, but considerable use was made of interviews and correspondence with key individuals involved in all phases of helicopter development.

The story is dramatically told by the courageous men who lived it--flying daily into enemy infested areas facing murderous fire from automatic and anti-aircraft weapons. In late 1961 the US Government deployed five Transportation Helicopter Companies (H-21 lift ships) to South Vietnam to increase the mobility of South Vietnamese ground forces. The Viet Cong quickly recognized that the H-21s were unarmed and began shooting at them endangering the lives of American crewmen. A helicopter company equipped with 25 UH-1 helicopters had been cobbled together on Okinawa by the Commander US Army Pacific. Believing the company was soon to be deployed to Vietnam, the men assigned to the unit armed its helicopters by scrounging weapons systems left over from WW ll and Korea stored in Army/Air Force depots in Okinawa. Machine guns and 2.75 inch rockets were jury rigged onto the UH-1s. .Officially designated the Utility Tactical Helicopter Company, but widely known as the UTT, the company deployed to Saigon in September 1962. After some jurisdictional squabbles with the Air Force over roles and missions, UTT began combat operations in October. It quickly became widely known for professionalism and the courage of its crew members. Such was its fame that for years South Vietnamese military personnel called all armed helicopters UTT. Unfortunately over its years in RVN the Company endured frequent designation changes--UTT/68th/197th/334th Armed Helicopter Company. Why remains a mystery even today. The Companys legacy is strong and endures today. Armed helicopters are a major component of US Army combat forces. The current Army Apache program (over 600) is a direct descendent. Additionally, the Marines and Navy have strong armed helicopter programs, as does every major military power in the world. Ironically it all began with a small group of courageous men mounting scavenged weapons [mostly outmoded] on helicopters originally designed for medical evacuation. This is their story.

Indeed, the helicopter’s first significant trials in combat took place during the Algerian War 1954-1962, the Vietnam War 1955-1975, and the Soviet-Afghan War 1979-1989. During these wars, French, U.S., and Soviet militaries used significant numbers of helicopters to fight insurgents and guerrillas, and each country lost their respective conflict. As conventional organizations, these militaries used helicopters to seek military dominance, often blind to or in spite of politico-strategic goals like legitimacy. The helicopter’s firepower and mobility tactically decimated insurgents, but the nature of irregular warfare rendered tactical dominance indecisive. Helicopters were indecisive or bad at enabling legitimacy, population control, and isolation, key tenets of successful COIN. Convinced that helicopter enabled military dominance could win, the French, U.S., and Soviet militaries were unable to balance the pursuit of military and politically objectives. Airmobility distracted leaders from focusing on the political aspects of counter-insurgency.

Book excerpt: Today's Army faces an environment much different from that which it prepared for in the Cold War. Massed armor battles on the plains of Europe, for which the Army was trained and equipped, have become much less likely while involvement in smaller and more limited conflict has become more probable. Future conflict is more likely to resemble Grenada, Panama, or Somalia than Desert Storm. As world demographics shift from rural to urban areas, the cities will increasingly become areas of potential conflict. They can not be avoided as a likely battlefield, and have already played a prominent part in Army combat operations in the last decade. To keep pace in this changing environment, the Army must look to the cities when developing doctrine, technology, and force structure. Attack helicopters are inextricably woven into the fabric of combined arms operations. But for the Army to operate effectively as a combined arms team in an urban environment, both aviators and the ground units they support must understand the capabilities and limitations attack helicopters bring to the battle. To avoid the high casualties and collateral damage likely in an urban fight against a determined opponent they must train and prepare before they fight. This paper presents an historical perspective of how attack helicopters have already been used in this environment. It also discusses the factors that make city fighting unique, and the advantages and disadvantages for attack helicopter employment in an urban environment, as well as implications for future urban conflicts.
