Book excerpt: The thirty-first session of the General Fisheries Commission for the Mediterranean (GFCM) reviewed the intersessional activities of its Scientific Advisory Committee (SAC) and its Committee on Aquaculture (CAQ) and held the first session of its Compliance Committee. Based on advice from SAC and proposals by Members, the GFCM adopted: three Resolutions, including two related to the GFCM statistical framework and one on the use of the 40 mm square mesh size in the codend of trawlnets. The Commission also adopted binding recommendations on fisheries management, including diamond mesh size of trawlnets and the Pelagos Sanctuary for the conservation of marine mammals, as well as three Recommendations emanating from the International Commission for the Conservation of Atlantic Tunas (ICCAT) on bluefin tuna and on transshipment at sea. The GFCM strengthened the mandate of CAQ and adopted a new set up and modus operandi for the subsidiary bodies of the Committee. The Commission decided to strengthen its activities in the Black Sea. It acknowledged the importance of the five regional projects supporting the activities of the Committees and endorsed a series of amendments to its Rules of Procedure. The Commission agreed on its programme of work and adopted its budget for 2007, including the establishment within the Secretariat of a post of Aquaculture specialist.

Book excerpt: This report summarizes the discussions held during the forty-fourth session of the General Fisheries Commission for the Mediterranean and the eleventh session of the Committee on Administration and Finance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. The Commission adopted 21 binding recommendations and 14 resolutions dealing with fisheries management and conservation, aquaculture, compliance, vessel monitoring and the fight against illegal, unreported and unregulated fishing as well as the GFCM 2030 Strategy for sustainable fisheries and aquaculture in the Mediterranean and the Black Sea. Moreover, the Commission reviewed issues related to its functioning and to the mandate of the GFCM Executive Secretary. Finally, the Commission adopted its programme of work for the next intersession and approved its autonomous budget for 2022 as well as a number of strategic actions to be funded through extrabudgetary resources. The Commission also renewed the GFCM Bureau as well as the mandates of the Bureaus of the Scientific Advisory Committee on Fisheries, the Scientific Advisory Committee on Aquaculture and the Working Group on the Black Sea, and endorsed the new Bureaus of the Compliance Committee and the Committee on Administration and Finance.

Book excerpt: Phytoplankton blooms, micro-algal blooms, toxic algae, red tides, or harmful algae, are all terms for naturally occurring phenomena that have occurred throughout recorded history. About 300 hundred species of micro algae are reported at times to form mass occurrence, so called blooms. Nearly one fourth of these species are known to produce toxins. Even non-toxic algal blooms can have devastating impacts when they lead to kills of fish and invertebrates by generating anoxic conditions. Some algal species, although non-toxic to humans, can produce exudates that can cause damage to the delicate gill tissues of fish (raphidophytes Chattonella, Heterosigma, and dinoflagellates Karenia, Karlodinium) . Aquatic animals can suffer devastating mortalities, which could lead economical and food losses, and eventually became a food security problem. Of greatest concern to humans are algal species that produce potent neurotoxins that can find their way through shellfish and fish to human consumers where they evoke a variety of gastrointestinal and neurological illnesses (paralytic shellfish poisoning (PSP), amnesic shellfish poisoning (ASP), diarrhoeic shellfish poisoning (DSP), neurotoxic shellfish poisoning (NSP), azaspiracid shellfish poisoning (AZP) and ciguatera fish poisoning (CFP)). Worldwide, ciguatoxins are estimated to cause around 50 000 cases of ciguatera fish poisoning annually; neurological effects may last for weeks or even years and one percent of these cases are fatal . Climate change and costal water over enrichment create an enabling environment for harmful algal blooms, which seem to have become more frequent, more intense and more widespread in the past decades.

The meeting was organized as a result of a process, comprising an external evaluation of the Committee on Aquaculture (CAQ) and its Networks, in 2004, and the endorsement by the General Fisheries Commission for the Mediterranean (GFCM) at its thirtieth session (January 2006) of a meeting of experts to identify the needs for a GFCM subsidiary body of CAQ which would deal with the socio-economic and technical aspects of aquaculture in the Mediterranean. The experts defined the terms of reference, priorities and modus operandi of such a subsidiary body. They also requested the fifth session of CAQ a) to endorse the establishment of the Coordinating Steering Group on Technical, Economic and Social Aspects of Aquaculture in the Mediterranean (TESAM) and the ad hoc working groups proposed, b) to present results to the Commission at its forthcoming session, c) to review and redefine the objectives and terms of reference of the GFCM CAQ in order to reflect more precisely the socio-economic and technical issues that CAQ should handle for the Commission, d) to explore the possibility of a merger of the Environment and Aquaculture in the Mediterranean Network (EAM) and TESAM, to ensure a lighter cost-effective and efficient structure for CAQ subsidiary bodies, and e) to instruct the Information System for the Promotion of Aquaculture in the Mediterranean (SIPAM) to start collecting more socioeconomic, technical and research-related data and information to facilitate the work of TESAM. The meeting of experts was informed of the findings and recommendations of the Workshop on European Seabass and Gilthead Seabream Markets, that was held in Rome on 12 May 2006. Many of the recommendations from the workshop were translated into activities to be carried out by the ad hoc Working Group on Marketing as proposed by the Expert Meeting.
