We built the book from a variety of sources and disciplines for use in research, teaching, and activism. We intend for the book to provide an introduction to gender quota policy and, thus, to the cross-national problem of women’s political inequality of voice. This book features the voice of the parliamentarians whose job it is to write, promote, and enforce the policies that help move society from gender inequality to gender equality. Nations with a Communist past have been underrepresented in the English-language scholarship on political representation and gender inequality. This sourcebook presents new and updated information about countries of the world whose women endure political inequality in everyday life yet whose specific plight over the last two decades has been little examined by Western scholars. Among other sources, this book includes, for the first time, an English language translation of the entire parliamentarian debate in Poland’s Sejm on the proposed gender quota law in 2010. Despite the rapid international diffusion of these measures, most research has focused on single countries - or, at most, the presence of quotas within one world region. Consequently, explanations for the adoption and impact of gender quotas derived from one study often contradict with findings from other cases. Quotas for Women in Politics is the first book to address quotas as a global phenomenon to explain their spread and impact in diverse contexts around the world. It is organized around two sets of questions. First, why are quotas adopted? Which actors are involved in quota campaigns, and why do they support or oppose quota measures? Second, what effects do quotas have on existing patterns of political representation? Are these provisions sufficient for bringing more women into politics? Or, does their impact depend on other features of the broader political context? Synthesizing literature on quota policies, this book develops a framework for analyzing the spread of quota provisions and the reasons for variations in their effects. It then applies this framework to examine and compare campaigns for reserved seats in Pakistan and India, party quotas in Sweden and the United Kingdom, and legislative quotas in Argentina and France.

This book uses a sophisticated analytical framework that brings together the analysis of key actors and institutions and shows that, under certain conditions, transitions to democracy can result in some positive gender outcomes such as improvements in women's political representation and more 'gender sensitive' policy in areas such as domestic violence. Georgina Waylen argues that women's mobilization during transitions is no guarantee of success and change is easier to achieve in some areas than others. Understanding the roles that can be played by organized women's movements, key actors and the wider political environment is crucial in helping us to explain why these gender outcomes vary in different contexts.
