Book excerpt: The reports of sexual misconduct at Aberdeen Proving Grounds led the Secretary of Defense to establish the Federal Advisory Committee on Gender Integrated Training and Related Issues and to ask the Defense Advisory Committee on Women in the Services to meet with trainees and trainers. These incidents also prompted the Secretary of the Army to establish the Senior Review Panel on Sexual Harassment. In November 1996, the Secretary of the Army established the Senior Review Panel on Sexual Harassment. The panel's mission was to make recommendations to improve the human relations environment in which soldiers live and work, with the specific goal of eradicating sexual harassment in the Army. The panel consisted of seven members, including two retired general officers recalled to active duty, two active duty general officers, a senior noncommissioned officer, and two DOD civilians. The Senior Review Panel forwarded its report and recommendations to the Secretary of the Army in July 1997. It included 40 recommendations, of which 14 dealt with training and related issues.

Book excerpt: In recognition of the integral part women play in the all-volunteer force, the National Defense Authorization Act for Fiscal Year 1998 directed us to conduct a study on any inequalities or perceptions of inequalities in the treatment of men and women in the armed forces that are tied to statutes and regulations governing the armed forces. The purpose of this report is to (1) identity perceptions of gender inequities found in various surveys and studies of male and female service members and (2) examine what available data and studies reveal about those perceptions. This report includes recommendations which, if implemented, should help the Department of Defense assess the validity of the perceptions that military men and women have about inequities in the areas of career opportunities and fitness standards. We are sending copies of this report to interested congressional committees and Members of Congress; the Secretaries of Defense, the Army, the Air Force, and the Navy; and the Commandant of the Marine Corps. We will make copies available to other interested parties upon request.

Book excerpt: On 24 January 2013, the Secretary of Defense (SecDef) rescinded the 1994 Direct Ground Combat Definition and Assignment Rule (DCAR) that excluded women from assignment to units and positions whose primary mission is to engage in direct combat on the ground. In doing so, the SecDef directed the opening of all occupational specialties, positions and units to women; the validation of gender-neutral standards for those positions; and establishment of milestones for implementation. In a March 2013 memorandum, Commander USSOCOM directed several initiatives as a result of the SecDef's DCAR rescission. While other studies examined individual performance and standards, the JSOU Center for Special Operations Studies and Research examined the effects on team dynamics. The challenge for this study was to determine if changing the gender component of Special Operations Forces elite teams from single-gender (masculine) to mixed-gender would affect team dynamics in a way that would compromise the ability of the team to meet a mission objective.

The most recent changes occurred between 1992 and 1994, when both legislative and policy changes expanded opportunities for women. Congress has taken a keen interest in this process, and the House report for the Defense Authorization Act for Fiscal Year 1997 included as a special interest item a direction to the Secretary of Defense to evaluate the performance of the military services in integrating women into occupations previously closed to them. The report also asked for an assessment of the effects of this integration on readiness and morale. The study has three components. The first determines how each service implemented the guidance to open new skills and organizations to women. Each service interpreted the guidance differently, and it is important to understand those interpretations before assessing the progress in implementing the congressional guidance. The second component assesses the progress of what we refer to as gender integration. In this component, we determined the extent to which the services carried out their interpretations of the congressional direction. The third component assesses the effects of gender integration on the readiness, cohesion, and morale of units. To complete the third component, we relied on a series of visits to military units. We visited 14 units, chosen to provide the broadest possible view of the effects of the policy changes. We used three techniques during field visits to gather information about gender issues and their effects on readiness, cohesion, and morale. We interviewed commanders and other senior leaders, conducted a series of focus groups with unit personnel, and administered a survey to focus-group participants and other unit personnel.

Book excerpt: The Department of Defense is unequivocal in its commitment to ensure that victims of sexual assault be protected, treated with dignity and respect, provided proper medical and psychological care, and that the perpetrators of such assaults be held accountable. Task Force Charter On February 5, 2004, Secretary of Defense Donald Rumsfeld directed the Under Secretary of Defense for Personnel and Readiness, Dr. David S.C. Chu, to undertake a 90-day review of all sexual assault policies and programs among the Services and DoD, and recommend changes necessary to increase prevention, promote reporting, enhance the quality and support provided to victims, especially within combat theaters, and improve accountability for offender actions. Review Methodology On February 13, 2004, the Under Secretary of Defense for Personnel and Readiness established an eight member Department of Defense Care for Victims of Sexual Assaults Task Force. The Task Force formulated a review plan, which included the following: Request and analyze sexual assault incidence and demographic data from the Services. Request and assess current DoD-wide, Service-wide and Combatant Command-wide sexual assault policies and programs. Perform literature review on sexual assault, including review of prior studies and reports on DoD sexual assault and related programs. Discuss sexual assault prevention, reporting, response, and disposition issues with commanders, non-commissioned officers, junior enlisted personnel, service providers (medical, mental health, victim advocate, victim witness advocate, chaplains, law enforcement, investigative agencies, and legal personnel), and victims. Consult with subject matter experts within the Department of Defense, other federal agencies, civilian experts, and sexual assault support organizations about matters that should inform our review with respect to prevention, reporting, response, and disposition of sexual assault cases.
