It explores the issues of intra-household income management and economic benefits of livestock markets to women, focusing on how types of markets, the types of products and women’s participation in markets influence their access to livestock income. The book further analyses the role of livestock ownership, especially women’s ownership of livestock, in influencing household food security though increasing household dietary diversity and food adequacy. Additional issues addressed include access to resources, information and financial services to enable women more effectively to participate in livestock production and marketing, and some of the factors that influence this access. Practical strategies for increasing women’s market participation and access to information and services are discussed. The book ends with recommendations on how to mainstream gender in livestock research and development if livestock are to serve as a pathway out of poverty for the poor and especially for women.

It examines several broad questions: How has agriculture changed in developing countries in the past 20 years? What are the important new challenges and opportunities for agriculture? Which new sources of agricultural growth can be captured cost effectively in particular in poor countries with large agricultural sectors as in Africa? How can agricultural growth be made more effective for poverty reduction? How can governments facilitate the transition of large populations out of agriculture, without simply transferring the burden of rural poverty to urban areas? How can the natural resource endowment for agriculture be protected? How can agriculture's negative environmental effects be contained? Book excerpt: This food policy report presents a typology of the diverse livelihood strategies and development pathways for smallholder farmers in developing countries, and offers policy recommendations to help potentially profitable smallholders meet emerging risks and challenges. Main Findings Smallholder farmers in developing countries play a key role in meeting the future food demands of a growing and increasingly rich and urbanized population. However, smallholders are not a homogeneous group that should be supported at all costs. Whereas some smallholder farmers have the potential to undertake profitable commercial activities in the agricultural sector, others should be supported in exiting agriculture and seeking nonfarm employment opportunities. For smallholder farmers with profit potential, their ability to be successful is hampered by such challenges as climate change, price shocks, limited financing options, and inadequate access to healthy and nutritious food. By overcoming these challenges, smallholders can move from subsistence to commercially oriented agricultural systems, increase their profits, and operate at an efficient scalethereby helping to do their part in feeding the worlds hungry.

Book excerpt: Women’s participation and empowerment in value chains are goals that concern many development organizations, but there has been limited systematic, rigorous research to track these goals between and within value chains (VCs). We use the survey-based project-level Women’s Empowerment in Agriculture Index (pro-WEAI) to measure women’s and men’s empowerment in the abaca, coconut, seaweed, and swine VCs in the Philippines. Results show that most women and men in all four VCs are disempowered, but unlike in many other countries, Filipino women in this sample are generally as empowered as men. Pro-WEAI results suggest that respect within the household and attitudes about gender-based violence (GBV) are the largest sources of disempowerment for both women and men, followed by control over use of income and autonomy in income-related decisions. Excessive workload and lack of group membership are other important sources of disempowerment, with some variation across VCs and nodes along VCs. Across all four VCs, access to community programs is associated with higher women’s empowerment, and access to extension services and education are associated with higher men’s empowerment. Our results show that, despite the egalitarian gender norms in the Philippines, persistent gender stereotypes influence men’s and women’s empowerment and VC participation.

Book excerpt: In this paper, the authors describe the adaptation and validation of a project-level WEAI (or pro-WEAI) that agricultural development projects can use to identify key areas of women’s (and men’s) disempowerment, design appropriate strategies to address identified deficiencies, and monitor project outcomes related to women’s empowerment. The 12 pro-WEAI indicators are mapped to three domains: intrinsic agency (power within), instrumental agency (power to), and collective agency (power with). A gender parity index compares the empowerment scores of men and women in the same household. The authors describe the development of pro-WEAI, including: (1) pro-WEAI’s distinctiveness from other versions of the WEAI; (2) the process of piloting pro-WEAI in 13 agricultural development projects during the Gender, Agriculture, and Assets Project, phase 2 (GAAP2); (3) analysis of quantitative data from the GAAP2 projects, including intrahousehold patterns of empowerment; and (4) a summary of the findings from the qualitative work exploring concepts of women’s empowerment in the project sites. The paper concludes with a discussion of lessons learned from pro-WEAI and possibilities for further development of empowerment metrics.

Growing research focuses on the potential for small-scale irrigation to offer a pathway for women’s empowerment, yet the factors conditioning the relationship between small-scale irrigation and women’s empowerment are not well understood. The evidence tends to be scattered across context-specific case studies that focus on targeted outcomes, without distinguishing between technology types, scales, or approaches to irrigation systems or technologies. This paper synthesizes the issues related to gender and small-scale irrigation using a conceptual framework that highlights the linkages between elements of women’s empowerment and small-scale irrigation. Because gendered dynamics with small-scale irrigation play out differently depending on the scale of irrigation and the technologies used, this paper applies the framework to examine case studies across a typology of small-scale irrigation systems. The case studies cover a range of farming and livelihood systems in which women’s roles and gender relations vary, highlighting the importance of the opportunity structure or context in which irrigation takes place. This paper then draws lessons on the various ways in which small-scale irrigation, gender relations, and women’s empowerment interact and highlights areas where research gaps remain.

Book excerpt: "Using survey data from the Upper East region of Ghana collected in 2005, the paper evaluates the household- and community-level factors influencing women's and men's decisions to participate in off-farm activities, either in the off-farm labor market or in local community groups, and the relationship with on-farm crop returns. Results indicate that crop returns are not affected by increased labor availability over a certain labor-land ratio. Female participation in off-farm labor markets increases at higher levels of labor availability, but participation in women's groups' only increases as labor scarcity is relaxed at lower levels. Alternatively, male participation in off-farm work increases over all levels of labor availability. Results also indicate that male labor is relatively more productive on-farm versus off-farm than female labor, and, though education increases the likelihood that both women and men will work off-farm (with no impact on crop revenues), the impact is greater for women. Finally, participation in off-farm work does not appear to be driven by the need to reduce exposure to risk or to manage risk ex post; wealthier households located in wealthier communities are more likely to participate in off-farm work. Evidence for participation in groups and risk is more complicated; wealthier households in wealthier communities are also more likely to participate, but so too are female-headed households with higher dependency ratios."--Authors' abstract.

Its objective is to inform FAO country-level planning and programming in line with national development priorities and FAO’s mandate and strategic framework. The Assessment is also aimed at facilitating FAO’s contribution to the UN Country Team report on the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) with up-to date and objective information on the situation of rural women in the country. The methodology of the CGA included a desk review of policies and programmes on agriculture, food and nutrition security and gender equality, a quantitative analysis of national statistics, in-depth interviews with FAO Viet Nam partners and qualitative surveys and focus group discussions (FGDs) conducted in two provinces (Ninh Thuan and Lao Cai).
