Broad buy-in is needed to effectively integrate GTA into research programming and organizational processes and practices. This working paper outlines the conceptual framework for a gender capacity development and organizational culture (GCDOC) approach in AAS. The conceptual framework builds on three theoretical and conceptual bodies of literature: transformative learning, socio-technical regimes and governance, and organizational culture and learning.

Book excerpt: The CGIAR Research Program (CRP) on Aquatic Agricultural Systems (AAS) led by WorldFish aims to lift millions of people out of poverty and promote positive, transformative change in aquatic agricultural development. The AAS program recognizes that gender and power inequalities between men and women, which are reinforced at all levels of society, are key factors perpetuating poverty. One of the AAS themes aims to engage men as an integral part of its gender-transformative approach to the questioning and fundamental altering of unequal power relations and structures. These goals require the creation of spaces for critical reflection and action focused on harmful masculinities and their effects on the lives of women, girls, and men themselves – in combination with other approaches. However, thematically relevant resources (i.e. those that provide a conceptual and programmatic approach to such reflection with men and boys) have been lacking. To help fill this gap, this manual was developed by Promundo, based on experiences training in AAS country “hubs” (i.e. geographic locations providing a focus for innovation, learning, and impact through innovation research) in 2014 and informed by other resources related to the engagement of men and boys.

Book excerpt: Illuminating Hidden Harvests: the contributions of small-scale fisheries to sustainable development (hereinafter IHH) is a global study uncovering the contributions and impacts of small-scale fisheries through a multidisciplinary approach to data collection and analysis. The study provides information that quantifies and improves understanding of the crucial role of small-scale fisheries in the areas of food security and nutrition, sustainable livelihoods, poverty eradication and healthy ecosystems. It also examines gender equality as well as the nature and scope of governance in small-scale fisheries. The IHH study was carried out in support of the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines), themselves developed in recognition of the plight of small-scale fishers, fishworkers and associated communities and released as a contribution to the International Year of Artisanal Fisheries and Aquaculture 2022. The purpose of this report is to contribute to a more holistic understanding of what small-scale fisheries are, their importance, and why they are essential to efforts to achieve the Sustainable Development Goals (SDGs). By using this knowledge wisely within a human rights-based approach in line with the SSF Guidelines, and by empowering small-scale fishers and fishworkers, a more inclusive, equitable, sustainable and resilient small-scale scale fisheries subsector can be achieved. Realizing this goal would benefit hundreds of thousands in fishing communities and society at large. With this in mind, the IHH report is aimed at all those with a stake or an interest in the small-scale fisheries subsector, in particular decision-makers who are concerned with fisheries, poverty eradication, food security and nutrition, and sustainable development more generally. It is also addressed to small-scale fisheries actors themselves and those who support them.

Fish and other aquatic products from aquaculture can and will play a major role in meeting the dietary demands of all people, while also meeting the food security needs of the poorest. To realize the maximum contributions of the aquaculture sector toward achieving the targets set by the Sustainable Development Goals (SDGs) and Agenda 2030, coordinated and accelerated actions are required. Not only must these actions increase sustainable production, but also address the broader value chain, markets, and decent employment. Recognizing the critical importance of aquaculture, and the need to exchange and discuss reliable information to further enhance its contribution to sustainable development, the Food and Agriculture Organization of the United Nations (FAO), at the request of its Members, collaborated with the Network of Aquaculture Centres in Asia-Pacific and the Ministry of Agriculture and Rural Affairs of the People’s Republic of China, to organize the Global Conference on Aquaculture Millennium +20 (GCA +20), 22–25 September 2021, in Shanghai, the People's Republic of China. Under the theme “Aquaculture for food and sustainable development”, the GCA +20 aimed to bring stakeholders from government, business, academia, and civil society together to identify the policy and technology innovations, investment opportunities and fruitful areas of cooperation in aquaculture for food and sustainable development. A key output from the GCA +20 – the Shanghai Declaration on Aquaculture for Food and Sustainable Development – highlights the principles and strategic pathways to maximize sustainable aquaculture in achieving the SDGs, with a special focus on “Leaving no one behind”.
