An international conference held in April 2007 in Vienna focused on the chances for and obstacles to gender equality policies in the European context. Researchers from Slovenia, Hungary, the Czech Republic, and Bulgaria examined the impact of the EU's gender equality policies on their national situation. Contributions from France, Germany, and Austria completed the analysis.

The contributors to this volume assess the impact of this historical development on gender relations in the new and old EU member states. Instead of focusing on either western or eastern Europe, this book investigates the similarities and differences in diverse parts of Europe. Although initially limited, gender equality was part of the original framework of the European Union, an organization often more open than national governments to feminist demands, as this volume illustrates with case studies from eastern and western Europe. The enlargement process thus provides some important policy instruments for increasing equality between men and women.

Book excerpt: The European Union (EU) has an explicit commitment to raise the employment rate for women and to advance gender mainstreaming (GM) and gender equality in both employment and social inclusion policies. In this article we assess developments in the latest round of National Action Plans (NAPs), with particular attention to the situations in the 10 new member states. GM continues to be patchy and inadequate, with a similarly narrow focus in both 'old' and 'new' member states. After enlargement, the greater diversity of national situations in conjunction with ongoing reforms to EU policy frameworks create new challenges for GM.

This study is unique in the EU context, because it uses a robust econometric model to estimate socio-economic outcomes of improving gender equality in several broad areas including education, labour market participation, wages and work-life balance.
