Book excerpt: The election of Michelle Bachelet as president of Chile in 2006 gave new impetus to the struggle in that country for legislation to improve women’s rights and highlighted a process that had already been under way for some time. In Feminist Policymaking in Chile, Liesl Haas investigates the efforts of Chilean feminists to win policy reforms on a broad range of gender equity issues—from labor and marriage laws, to educational opportunities, to health and reproductive rights. Between 1990 and 2008, sixty-three bills were put forward in the Chilean legislature as a result of pressure brought by the feminist movement and its allies. Haas examines all these bills, identifying the conditions under which feminist policymaking was most likely to succeed. In doing so, she develops a predictive theory of policy success that is broadly applicable to other Latin American countries.

Using novel data on gender composition of employment across severaloccupational groups for Chilean manufacturing firms for 1995-2007, a developingcountry with low gender equality, and utilizing the 1999 Chile-Mexico Free TradeAgreement (FTA) as the quasi-natural shock, we document the first evidence that theshare of female white-collar workers increase by 3% for exporters (as opposed to non-exporters)after the trade agreement. This increase happens through a substitutioneffect from male to female high-skilled workers caused primarily due to higher use oftechnology and non-production tasks by an exporter: technological adoption (bothforeign and domestic), innovation, and publicity and promotional expenses. We alsoshow that around 4% of the productivity increase due to the FTA can be attributedto the reduced gender-gap in white-collar employment. Lastly, this increase in femalewhite-collar workers holds for (a) both ex-ante and new exporters, and (b) firms withboth male and female owners. Overall, we show that trade can play an importantrole in addressing gender gap in employment.

Book excerpt: This book presents evidence of the evolution of the gender inequalities in Latin America during the twentieth century, using basic indicators of human development, namely education, health and the labour market. There are very few historical studies that centre on gender as the main analytical category in Latin America, so this book breaks new ground. Using case-studies from Argentina, Chile, Colombia, Mexico and Uruguay, the authors show that there is evidence of a correlation between economic growth and the decrease in gender inequality, but this process is also not linear. Although the activity rate of women was high at the beginning of the twentieth century, female participation in the labour market diminished, until the 1970s, when it began to increase dramatically. Since the 1970s, fertility reduction and education improvements and worsening labour market conditions are associated to the steadily increase of women participation in the labour market. By gauging the extent to which gender gaps in the formation of human capital, access to resources, quality of life and opportunities may have operated as a restriction on women’s capabilities and on economic growth in the region, this book demonstrates that Latin America has lagged behind in terms of gender equality.

By examining national policies, quantitative measures of development, and how various women in the labor force and political and community organizations perceive and live within the Chilean economy, Clark shows the dynamic relationship between national and international policies and gender inequality and women’s empowerment. In addition to historic and contemporary data analysis on Chile’s economic commitment to neoliberalism since the 1970s, Clark discusses how women have benefited in neoliberal Chile through wage labor and how that has impacted their relationships within the home and within their communities. In addition to working full-time, these women were committed to full-time activism to promote equality and provide a backlash against neoliberal economic policies. Overall, therefore, globalization and neoliberalism have had a profound impact on women in Chilean society. On the one hand, opportunities have been opened for many women, but, on the other, limitations and suffering have been imposed on just as many, if not more. An unfortunate consequence of these processes is that class differences among women have been exacerbated. In particular, most women have become Victims of Time. Still, many women remain Warriors for Change whose political and social activism provide hope for a better Chile.
