Book excerpt: Agro-pastoral women make significant contribution to subsistence agriculture and ensuring food security and the mainstay of the farm labour. They work in all aspects of agriculture. In addition to their active engagement in agriculture and livestock production women are responsible for all household chores, mainly as a result of the gender division of Labour. However, agricultural development programs and planning give inadequate attention to women farmers and their needs, and hence their farming activities take place on an ever shrinking resource base with extremely primitive technology and with severely stretched time resources. The model result revealed that adoption of improved sorghum package is biased by gender, where Female Headed Households adopt the package relatively less due to Socio-cultural, Economic, and Institutional factors. Therefore, equal access to resources and extension services, gender sensitive participatory technology development; efficient inputs delivery systems, and linkage to market are essential to accelerate agricultural development through technology adoption.

Book excerpt: This paper examines if there is difference in the adoption of push-pull technology and other sustainable agricultural practices on plots managed by males, females and plots that are jointly-managed by males and females using plot level and gender disaggregated data. The econometric results suggest that there is no gender heterogeneity in the adoption of push-pull technology when the plot manager and plot characteristics are controlled for, suggesting that the technology is gender neutral. However, gender differences in the adoption pattern of other practices are evident. Jointly managed plots are more likely to adopt animal manure and soil and water conservation compared to male and female-managed plots. We do not, however, find any gender differences in the adoption of the rest of the practices. The analysis further shows that there is a significant correlation between push-pull and other sustainable agricultural practices, suggesting that the adoption of agricultural technologies is interrelated. The gender neutrality suggests that a program that considers women in the promotion and dissemination of push-pull technology can enhance the food security status of women and their households.

Book excerpt: This volume deals with land degradation, which is occurring in almost all terrestrial biomes and agro-ecologies, in both low and high income countries and is stretching to about 30% of the total global land area. About three billion people reside in these degraded lands. However, the impact of land degradation is especially severe on livelihoods of the poor who heavily depend on natural resources. The annual global cost of land degradation due to land use and cover change (LUCC) and lower cropland and rangeland productivity is estimated to be about 300 billion USD. Sub-Saharan Africa (SSA) accounts for the largest share (22%) of the total global cost of land degradation. Only about 38% of the cost of land degradation due to LUCC - which accounts for 78% of the US$300 billion loss – is borne by land users and the remaining share (62%) is borne by consumers of ecosystem services off the farm. The results in this volume indicate that reversing land degradation trends makes both economic sense, and has multiple social and environmental benefits. On average, one US dollar investment into restoration of degraded land returns five US dollars. The findings of the country case studies call for increased investments into the rehabilitation and restoration of degraded lands, including through such institutional and policy measures as strengthening community participation for sustainable land management, enhancing government effectiveness and rule of law, improving access to markets and rural services, and securing land tenure. The assessment in this volume has been conducted at a time when there is an elevated interest in private land investments and when global efforts to achieve sustainable development objectives have intensified. In this regard, the results of this volume can contribute significantly to the ongoing policy debate and efforts to design strategies for achieving sustainable development goals and related efforts to address land degradation and halt biodiversity loss.

Focusing on three gender variables, household headship, labor provision and plot management, the paper examines adoption rates, types of technologies and gendered labor provision in female- and male-headed households; compares adoption rates on women’s own plots with overall rates; compares women’s decision-making on irrigated plots and rainfed plots; and examines impacts of targeting strategies. Findings suggest that women are proactive irrigation adopters in spite of the many obstacles they face. Removing those obstacles serves both gender equality and irrigation policies.

Book excerpt: Increased participation of women in the agricultural technology adoption decision by farm households is one of the key indicators of gender empowerment in the agricultural sector. This study examines whether women's participation in the household decision to adopt agricultural technology affects the adoption of climate-smart agriculture (CSA), using data collected from 1,267 farm households from two Indian states of Bihar and Haryana. When we considered the sex of the household head (using a dummy variable for male-headed vs female-headed household) as a basis of analyzing the role of gender in the adoption of CSA, we found that women in Haryana had no role in the adoption of CSA. On the contrary, when we considered women's participation in technology adoption decisions as a basis of gender analysis, we found that women's participation in technology adoption decisions in Haryana is much higher as compared to Bihar. Consequently, the likelihood to adopt CSA is higher in Haryana than in Bihar. We also found that wealth, training, and access to extension and market positively influenced CSA adoption. Qualitative analysis shows that women farmers prioritize family food security rather than farm income, and therefore, they are more likely to focus on CSA to ensure food security.

Book excerpt: We investigate whether a large-scale watershed program promoting sustainable land management (SLM) in Ethiopia increases adoption of SLM and its benefits on plots owned by women in male-headed households compared to plots owned by their spouses, jointly owned plots as well as plots of female headed households (FHH). The analysis is based on a survey of 500 households and 2900 plots conducted in the Abbay basin of Ethiopia where the SLM program was implemented between 2012 and 2017. Our findings show that the SLM program significantly increased adoption of SLM practices (soil bunds, stone terraces, mulching) in male-headed households but that adoption was centered on jointly owned plots and male-owned plots, with no significant adoption on women-owned plots. The results also show that women in male-headed households are more constrained to participate in SLM programs compared to their counterparts in FHH. Results further show that although FHH were less likely than male-headed households to adopt SLM in watersheds with no SLM interventions, the SLM program significantly increased adoption of soil bunds on plots in FHH. SLM adoption and impacts can likely be further strengthened if a focus on removing women’s constraints is added.

Book excerpt: Healthy soils play a critical role in supporting agricultural productivity, climate change mitigation and resilience, and a range of ecosystem services. Degraded and poorly responsive soils cover large areas of Africa and represent the majority of poor farmers’ fields in certain regions. While there are hundreds of technical options for improving the sustainability of land management and preventing or reversing degradation, there are many sociocultural, institutional, economic, and policy barriers hindering their adoption at large scale. At the same time, there is an emerging consensus within the international development community that gender equality and women’s empowerment are both an end in themselves and an important means for achieving a range of economic and social development objectives such as improved food security, child nutrition and education, and women’s health. Yet, gender inequality remains a wicked problem, whose deep-seated socio-economic and ideological causes are difficult to recognize and address, and which require context- and culture-specific understandings and approaches, involving multiple stakeholders with different and sometimes conflicting interests and different positions within power hierarchies. There is an urgent need to make more rapid progress on restoring and sustaining soil productivity and ecosystem functions and also to leverage soil health management for progress on gender equality. While there are important interconnections between soil health and gender equality and empowerment, these are seldom recognized, and have not been addressed in a coherent or concerted manner. In this study, we have reviewed relevant gender literature and proposed a conceptual framework to help illuminate important gender considerations for soil health and land management. These considerations are essential for identifying gender-based constraints, opportunities, and unintended consequences in promoting soil management technologies. Moreover, the application of the framework can help guide in priority setting with respect to where gender-responsive interventions are essential. We make several recommendations for setting priorities for gender-soil health research.

Informal fee-for-service arrangements have positioned farmers so they can access use of machinery to conduct critical, timesensitive agricultural tasks like land preparation, seeding, irrigation, harvesting and post- harvesting operations. However, both the provision and rental of machinery services are currently dominated by men, and by most measures, it appears that women have comparatively limited roles in this market and may receive fewer benefits. Despite the prevailing perception in rural Bangladesh that women do not participate in agricultural entrepreneurship, women do not necessarily lack a desire to be involved. Using a mixed methods approach involving literature review, secondary data collection, focus groups and key informant interviews, and a telephone survey, we studied the gendered differences in women’s and men’s involvement in emerging markets for rice and wheat reaper-harvester machinery services in Bangladesh. We find that women benefit from managing and sometimes owning machinery services, as well as from the direct and indirect consequences of hiring such services to harvest their crops. However, a number of technical, economic, and cultural barriers appear to constrain female participation in both reaper service business ownership and in hiring services as a client. In addition, women provided suggestions for how to overcome barriers constraining their entry into rural machinery services as an entrepreneur. Men also reflected on the conditions they would consider supporting women to become business owners. Our findings have implications for addressing social norms in support of women’s rural entrepreneurship and technology adoption in South Asia’s smallholder dominated rural economies.
