Book excerpt: The vast majority of the world’s working women, particularly those from low-income households in developing countries, are located in the informal economy in activities that are casual, poorly paid, irregular and outside the remit of formal social security and protective legislation. This book examines the constraints and barriers which continue to confine women to these forms of work and what this implies for their ability to provide for themselves and their families and to cope with insecurity. It develops a framework of analysis that integrates gender, life course and livelihoods perspectives in order to explore the interactions between gender inequality, household poverty and labour market forces that help to produce gender-differentiated experiences of risk and vulnerability for the working poor. Drawing on practical experiences from the field, It uses this framework to demonstrate the relevance of a gender-analytical approach to the design and evaluation of a range of social protection measures that are relevant to women at different stages of their life course. These include conditional and unconditional social transfers to reduce child labour and promote children’s education, child care support for working women, financial services for the poor, employment generation through public works and different measures for old age security. The book stresses the importance of an organised voice for working women if they are to ensure that employers, trade unions and governments respond to their need for socio-economic security. Finally, the book synthesises the main lessons that emerge from the discussion and the linkages between social protection strategies and the broader macro-economic framework. A book that will be of interest to a wide range of readers—those in the fields of economics, sociology and gender studies, as also activists and policy-makers.

Book excerpt: As social protection programs and systems adapt to mitigate against the COVID-19 crisis, gender considerations are likely to be overlooked in an urgent effort to save lives and provide critical economic support. Yet, past research and learning indicates that small adaptations to make program design and implementation more gender-sensitive may result in overall and equality-related gains. We summarize some of these considerations for LMICs across five areas: 1) Adapting existing schemes and social protection modality choice, 2) targeting, 3) benefit level and frequency, 4) delivery mechanisms and operational features, and 5) complementary programming. It is our hope that COVID-19 will be an opportunity to address, and not exacerbate, pre-existing gender inequalities and lay the groundwork for more gender-sensitive social protection programming in LMICs beyond the crisis, building toward the wellbeing of societies as a whole.

Book excerpt: Gender considerations in the design and delivery of social protection programs are critical to meet overall objectives of reducing poverty and vulnerability. We provide an overview of the policy discourse and research on social protection and gender in low- and middle-income countries, focusing on social assistance, social care, and social insurance. Taking a ‘review of reviews’ approach, we aggregate findings from rigorous evaluations on women's health, economic, empowerment, and violence impacts. We show there is robust evidence that social assistance has beneficial effects across all four domains. In addition, there is emerging evidence that social care has positive impacts on women’s economic outcomes, but scarce evidence of its impacts on other domains. Aggregated evidence on the impacts of social insurance are lacking. Key design elements facilitating positive impacts for women relate to gender targeting; quality complementary programming; replacing conditionalities with soft nudges; ensuring the value, frequency, and duration of benefits are sufficient; and gender-sensitive operational components. We close with a discussion of evidence gaps and priorities for future research.

Book excerpt: Gender is rarely used as a differentiating lens by which to understand more fully the various experiences and ramifications of the social protection agenda. This paper takes as its starting point the overwhelming evidence that women occupy a disadvantaged status in relation to work opportunities when compared to men from equivalent social groups, and that they are also far more likely to be excluded from the sphere of social protection strategies. It is thought that female exclusion from such strategies is due to three main factors: - an increasing casualization and feminization of the labour force; - life cycle events; and - gender-neutral effects that are likely to more severely impact women. Adapting the idea of a hierarchy of social protected labour, it is believed that the extent that gender-related vulnerabilities are experienced is intimately related to the location in which workers find themselves in the labour market. This concept is further enhanced by the specific constraints that they experience as women and by gender biases in the institutional environment. Thus, attempts to extend social protection must first analyse the composition of the labour market within any one country and its relation to social protection. A variety of successful social protection programmes and experiences are evaluated with the aim of recommending ways to extend social protection, in particular to women of working age. Based on commonalities that we identify across successful social protection programmes, it is recommended that future efforts to extend social protection initiatives should take these factors into account. Furthermore, due to lack of data and comprehensive research, impact evaluations on the range of social protection programmes for women need to be conducted.

Social protection interventions rarely explicitly address social and gender norms and power dynamics at household level and beyond, but there is a growing demand to understand the potential of social protection policies and programmes to contribute to gender transformative outcomes. This paper critically examines the scope for social protection to be gender transformative and discusses the available evidence on gender transformative impacts of social protection. It also aims to identify how programmes can realistically become more transformative in their objectives, design features and outcomes.
