The first part contains studies from individual countries on organizations ranging from those supported by governments and integrated into the country's political structure to groups that were organized against the existing political system. The organizations studied included those focusing on a particular concern, such as housing, and those with wide responsibility for community affairs; but all were organizations based on common interests where people lived and, in some cases, where people worked. The second part offers theme studies on men, women and differential participation; problems and meanings associated with decentralization, especially in relation to devolution of power to the local level and the construction of popular alternatives; and the competing theoretical paradigms of new social movements and resource mobilization.

Book excerpt: Since the mid-1980s, the presence of women in governance has become a major marker of successful democracy in global and national discourses on the democratization of society. A diverse set of nation-states have legislatively mandated gender quotas to ensure the presence of elected women representatives (EWRs) in various rungs of governance. Since 1993, the Indian state has legislated a massive program of democratization and decentralization. As a result, more than 1.5 million EWRs have taken office within the lower rungs of governance or the Panchayati Raj Institutions (PRI). This book is an ethnography of the Indian state and its policy of legislated entry of women into political life. It argues that political participation of women is necessary to change the political practices in society, to make institutions more gender, class and caste representative, and to empower individual women to negotiate both formal and informal institutions. Its locus is the everyday life contexts of EWRs in the southern Indian state of Karnataka who negotiate their own meanings of politics, state, society, empowerment and political subjectivity. Analysing three factors – structural boundaries, sociocultural divisions and conjunctural limitations imposed on the participation of EWRs by political parties – the book demonstrates that the social embeddedness of PRIs within everyday practices and social relations of identity and power severely constrain and shape the political participation and empowerment of EWRs. Providing a valuable insight into contemporary state and feminist praxis in India, this book will be of interest to scholars of grass-roots democracy, gender studies and Asian politics.

However, very little has been written on what has become of these movements and their agendas since the return to democracy. This timely collection examines how women’s movements have responded to the dramatic political, economic, and social changes of the last twenty years. In these essays, leading scholar-activists focus on the various strategies women’s movements have adopted and assess their successes and failures. The book is organized around three broad topics. The first, women’s access to political power at the national level, is addressed by essays on the election of Michelle Bachelet in Chile, gender quotas in Argentina and Brazil, and the responses of the women’s movement to the “Bolivarian revolution” in Venezuela. The second topic, the use of legal strategies, is taken up in essays on women’s rights across the board in Argentina, violence against women in Brazil, and gender in the work of the Truth and Reconciliation Commission in Peru. Finally, the international impact of Latin American feminists is explored through an account of their participation in the World Social Forum, an assessment of a Chilean-led project carried out by women’s organizations in several countries to hold governments to the promises they made at international conferences in Cairo and Beijing, and an account of cross-border organizing to address femicides and domestic abuse in the Juárez-El Paso border region. Jaquette provides the historical and political context of women’s movement activism in her introduction, and concludes the volume by engaging contemporary debates about feminism, civil society, and democracy. Its “free market” strategies exacerbated the debt crisis, and in response new forms of social movement organizing arose among the country’s poor, including women’s groups. Gendered Paradoxes focuses on women’s participation in the political and economic restructuring process of the past twenty-five years, showing how in their daily struggle for survival Ecuadorian women have both reinforced and embraced the neoliberal model yet also challenged its exclusionary nature. Drawing on her extensive ethnographic fieldwork and employing an approach combining political economy and cultural politics, Amy Lind charts the growth of several strands of women’s activism and identifies how they have helped redefine, often in contradictory ways, the real and imagined boundaries of neoliberal development discourse and practice. In her analysis of this ambivalent and “unfinished” cultural project of modernity in the Andes, she examines state policies and their effects on women of various social sectors; women’s community development initiatives and responses to the debt crisis; and the roles played by feminist “issue networks” in reshaping national and international policy agendas in Ecuador and in developing a transnationally influenced, locally based feminist movement.

On the basis of in-depth fieldwork in various parts of the country, Sherry L. Martin argues that the exclusion of women from a full range of opportunities in public life provokes many of them to seek alternative outlets for self-expression. They have options that include a wide variety of study, hobby, and lifelong learning groups—a feature of Japanese civic life that the Ministry of Education encourages. Women who participate in these alternative spaces for learning tend, Martin finds, to examine the political conditions that have pushed them there. Her research suggests that study group participation increases women’s confidence in using various types of political participation (including voting) to pressure political elites for a more inclusive form of democracy. Considerable overlap between the narratives that emerge from women’s groups and a survey of national public opinion identifies these groups as crucial sites for crafting and circulating public discourses about politics. Martin shows how the interplay between public opinion and institutional change has given rise to bottom-up changes in electoral politics that culminated in the 2009 Democratic Party of Japan victory in the House of Representatives election.

Debates have been heated and scholars accused of bringing forward stereotypical beliefs about women as the “fair” sex. Policy proposals for bringing more women to office have been criticized for promoting unrealistic quick-fix solutions to deeply rooted problems. This edited volume advances the knowledge surrounding the link between gender and corruption by including studies where the historical roots of corruption are linked to gender and by contextualizing the exploration of relationships, for example by distinguishing between democracies versus authoritarian states and between the electoral arena versus the administrative branch of government—the bureaucracy. Taken together, the chapters display nuances and fine-grained understandings. The book highlights that gender equality processes, rather than the exclusionary categories of “women” and “men”, should be at the forefront of analysis, and that developments strengthening the position of women vis-à-vis men affect the quality of government.
