The new facility would provide increased access over the existing roadway, Geist Road, and would adequately handle the projected twenty year traffic needs within the area. In addition, the construction of a new proposed West Access to the University of Alaska, beginning at the north limits of Fairbanks Street and Geist Road, is anticipated, In order to achieve the most beneficial routing, all factors such as alignment, grade, foundations, economics, traffic, and social and environmental effects must be considered. This report presents and discusses each of these factors and their contribution not only to route selection, but to the type and nature of the facility required to serve the area needs on a progressive twenty year projection. Conclusions and recommendations are then made, based on the result of this analysis."--Page 3

Bor n in 1950 in Krakow, Poland, he received his Ph.D. with Walter Greiner in Frankfurt, Germany in 1973. Rafelski arrived at CERN in 1977, where in a joint effort with Hagedorn he contributed greatly to the establishment of the relativistic heavy ion collision, and quark-gluon plasma research fields. Moving on, with stops in Frankfurt and Cape Town, to Arizona, he invented and developed the strangeness quark flavor as the signature of quark-gluon plasma.
