Book Joint Public Procurement and Innovation

Download or read book Joint Public Procurement and Innovation written by Gabriella Margherita Racca and published by Bruylant. This book was released on 2020-02-12 with total page 534 pages. Available in PDF, EPUB and Kindle. Book excerpt: Innovation in public procurement is essential for sustainable and inclusive growth in an increasingly globalized economy. To achieve that potential, both the promises and the perils of innovation must be investigated, including the risks and opportunities of joint procurement across borders in the European Union and the United States. This in-depth research investigates innovation in public procurement from three different perspectives. First, leading academics and practitioners assess the purchase of innovation, with a particular focus on urban public contracting in smart cities involving meta-infrastructures, public-private partnership arrangements and smart contracts. A second line of inquiry looks for ways to encourage innovative suppliers. Here, the collected authors draw on emerging lessons from the US and Europe, to explore both the costs and the benefits of spurring innovation through procurement. A third perspective looks to various innovations in the procurement process itself, with a focus on the effects of joint and cross-border procurement in the EU and US landscapes. The chapters review new technologies and platforms, the increasingly automated means of selecting suppliers, and the related efficiencies that “big data” can bring to public procurement. Expanding on research in the editors’ prior volume, Integrity and Efficiency in Sustainable Public Contracts: Balancing Corruption Concerns in Public Procurement Internationally (Bruylant 2014), this volume builds on a series of academic conferences and exchanges to address these issues from sophisticated academic, institutional and practical perspectives, and to point the way to future research on the contractual models that are emerging from new procurement technologies.

Book Running the Government

Download or read book Running the Government written by Salvatore Schiavo-Campo and published by Routledge. This book was released on 2018-09-03 with total page 597 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sound machinery of government is at the core of a well-functioning state. Written by an author with wide experience in public administration globally, this book addresses both the commonalities and the diversity of administrative practice around the world. Exploring developed countries as well as developing and transitional economies, it combines a strong conceptual foundation with thorough coverage of the main topics in public administration, supported by current data and a wealth of concrete illustrations from a variety of countries. The book is organized around three important themes: the interaction of governance, politics and administration, the role of institutions in determining administrative outcomes, and the importance of country context. A concluding chapter summarizes the lessons of international experience and offers guidance to improve the management of the public sector in sustainable ways. Running the Government will serve as a core text for courses in public administration and as a supplement for undergraduate and graduate courses in political science, public economics, and international affairs. It may also serve as an accessible and complete reference for civil service training courses around the globe.

Plentiful illustrations and examples throughout the book, and "What to Expect" sections and discussion questions in each chapter, make this an ideal text for any PA course that takes a global perspective.

Book Government Budgeting and Expenditure Management

Download or read book Government Budgeting and Expenditure Management written by Salvatore Schiavo-Campo and published by Taylor & Francis. This book was released on 2017-02-17 with total page 390 pages. Available in PDF, EPUB and Kindle. Book excerpt: The government budget should be the financial mirror of society's choices. Yet most people view budgeting as the epitome of eye-glazing subjects, rarely explained in a way that is understandable to the non-specialist and too often presented without adequate consideration of a country’s governance and institutional capacity. Government Budgeting and Expenditure Management fills a gap in the literature to redress these failings and does so in comparative international perspective. This book provides a comprehensive but pithy and easy-to-understand treatment of public financial management, taking into account a variety of special issues including budgeting in post-conflict situations, at subnational government levels, for military/security expenditures, and in countries with large extractive revenues. Distilling the lessons of budgeting reform in countries at different levels of income and administrative capacity, each chapter gradually progresses from the basic principles to the more technical aspects and then on to implementation issues, using concrete examples and illustrations from around the globe. Government Budgeting and Expenditure Management is ideally suited as the primary text for advanced undergraduate or graduate courses in government budgeting or public financial management, or as a supplementary text for courses in public finance, public economics, economic development, public administration or comparative politics. With its attention to practical implementation aspects, the book will also be of direct interest to practitioners, policy-makers, and government employee training organizations.
