Book excerpt: This book provides an overview and assessment of the security risks, both manmade and natural, facing the railways and rail networks. Railroads face significant threats from disasters, but with situational awareness and coordinated effort these can often be substantially minimized. Transportation assets have always been vulnerable to natural disasters, but in the current environment these assets are also a preferred target of human-caused disruption, especially in the form of terrorism, as the events in many other parts of the world have underscored. Railways are not a homogeneous mode of transportation given their various roles in intercity and commuter passenger movement, as well as being a major portion of the freight ton-miles upon which the U.S. economy is highly dependent. Designed to provide advice for railway owners and first responders, this text discusses how to secure hazardous material transport and how to establish guidelines for rail freight operations and rail passenger operations. The book aims to develop an understanding of the unique operating characteristics of railways, the nature and the range of vulnerabilities, the present means for protecting the infrastructure, and the public policy initiatives that are prerequisite for developing a comprehensive appreciation of the magnitude of this issue. The book utilizes case studies of transport disasters to illustrate lessons learned and to provide critical insight into preventative measures. This book will be of great interest to students and practitioners of transportation, technology and engineering, and security management.

Book 9 11 and the Future of Transportation Security

Download or read book 9 11 and the Future of Transportation Security written by R. William Johnstone and published by Bloomsbury Publishing USA. This book was released on 2006-05-30 with total page 230 pages. Available in PDF, EPUB and Kindle. Book excerpt: R. William Johnstone served on the transportation security staff of the 9/11 Commission, and wrote this book to build upon and supplement the Commission's work. In its pages, he explains the aviation security system failure on 9/11, uses that as a means for evaluating post-9/11 transportation security efforts, and proposes remedies to continued shortcomings. 9/11 and the Future of Transportation Security is based on information originally provided to the 9/11 Commission, augmented by unpublished reports and a wealth of other material that has come to light since the issuance of the Commission's own report in July 2004. Part One analyzes the aviation security system's history and institutions to explain why the system failed on 9/11. Part Two looks at what has been done in aviation and transportation security since 9/11, including the Commission's recommendations and the congressional response to them. Finally and most significantly, Part Three outlines a suggested approach for improving current U.S. transportation security. It begins with fundamental policy questions that must be answered if we are to optimize transportation security efforts, and concludes with both underlying principles for action and specific recommendations.

Book Homeland Security

  • Publisher : Bloomsbury Publishing USA
  • Release : 2006-06-30

  • Pages : 1528 pages

Download or read book Homeland Security written by James J. F. Forest and published by Bloomsbury Publishing USA. This book was released on 2006-06-30 with total page 1528 pages. Available in PDF, EPUB and Kindle. Book excerpt: America is a target; the homeland is under threat. While Americans have been targets of terrorist attacks for quite some time, September 11, 2001, awoke the nation to the reality that we are vulnerable in our homes, our places of work and worship, and our means of public transportation. And yet, we must continue to function as best we can as the world's most vibrant economic and political community. The current threat environment requires greater engagement with the public, as the necessary eyes and ears of the nation's homeland security infrastructure. However, to be effective, the public must be equipped with the knowledge of where and why specific locations and activities may be a terrorist target, what is being done to protect those targets, and how they can help. This three-volume set answers that need. The chapters of each volume of Homeland Security revolve around a core of central questions. Are we safer today than we were pre-9/11? What steps have been taken in all these areas to protect ourselves? What are the threats we face, and what new threats have developed since 9/11? Are we staying one step ahead of those who wish to do us harm? In 2002, more than 400 million people, 122 million cars, 11 million trucks, 2.4 million freight cars, and 8 million containers entered the United States. Nearly 60,000 vessels entered the United States at its 301 ports of entry. Clearly the amount of activity this represents will require a long-term commitment to innovation, organizational learning, and public vigilance to complement an already overstretched network of government agencies and security professionals.
