Hybrid Political Order and the Politics of Uncertainty is the first book to critically and comprehensively explore the parallels between the country’s engagement with the recent Syrian refugee influx and the more protracted Palestinian presence. Drawing on fieldwork, qualitative case-studies, and critical policy analysis, it questions the dominant idea that the haphazardness, inconsistency, and fragmentation of refugee governance are only the result of forced displacement or host state fragility and the related capacity problems. It demonstrates that the endemic ambiguity that determines refugee governance also results from a lack of political will to create coherent and comprehensive rules of engagement to address refugee ‘crises.’ Building on emerging literatures in the fields of critical refugee studies, hybrid governance, and ignorance studies, it proposes an innovative conceptual framework to capture the spatial, temporal, and procedural dimensions of the uncertainty that refugees face and to tease out the strategic components of the reproduction and extension of such informality, liminality, and exceptionalism. In developing the notion of a ‘politics of uncertainty,’ ambiguity is explored as a component of a governmentality that enables the control, exploitation, and expulsion of refugees. All the more reason to consider carefully whether it is necessary. This can hardly be the case if previous research in the selected field has already been the subject of an earlier review-or even several competing surveys. On the other hand, more thorough study is necessary if the intensity and scope of research are increasing without comprehensive assessments. That was the situation in Western societies when work began on this project in the summer of 1998. It was then, too, that the challenges emerged: any manual, espe cially an international one, is a very special type of text, which is anything but routine. It calls for a special effort: the "state of the art" has to be documented for selected subject areas, and its presentation made as compelling as possible. The editors were delighted, therefore, by the cooperation and commitment shown by the eighty-one contributors from ten countries who were recruited to write on the sixty-two different topics, by the con structive way in which any requests for changes were dealt with, and by the patient re sponse to our many queries. This volume is the result of a long process. It began with the first drafts outlining the structure of the work, which were submitted to various distinguished colleagues. From 1957 to 1972 the artistic and political movement known as the Situationist International (SI) worked aggressively to subvert the conservative ideology of the Western world. The movement's broadside attack on "establishment" institutions and values left its mark upon the libertarian left, the counterculture, the revolutionary events of 1968, and more recent phenomena from punk to postmodernism. But over time it tended to obscure Situationism's own founding principles. In this book, Simon Sadler investigates the artistic, architectural, and cultural theories that were once the foundations of Situationist thought, particularly as they applied to the form of the modern city. According to the Situationists, the benign professionalism of architecture and design had led to a sterilization of the world that threatened to wipe out any sense of spontaneity or playfulness. The Situationists hankered after the "pioneer spirit" of the modernist period, when new ideas, such as those of Marx, Freud, and Nietzsche, still felt fresh and vital. By the late fifties, movements such as British and American Pop Art and French Nouveau Ralisme had become intensely interested in everyday life, space, and mass culture. The SI aimed to convert this interest into a revolution—at the level of the city itself. Their principle for the reorganization of cities was simple and seductive: let the citizens themselves decide what spaces and architecture they want to live in and how they wish to live in them. This would instantly undermine the powers of state, bureaucracy, capital, and imperialism, thereby revolutionizing people's everyday lives. Simon Sadler searches for the Situationist City among the detritus of tracts, manifestos, and works of art that the SI left behind. The book is divided into three parts. The first, "The Naked City," outlines the Situationist critique of the urban environment as it then existed. His top priorities were rehabilitating the Iranian economy, ending the nuclear dispute, rebuilding relations with the US, and mending ties with Iran's neighbors. It is argued here that while President Rouhani has made progress in the Iran-US relationship, in nuclear negotiations and some bilateral relationships, his broader success has been hampered by regional political developments and domestic competition. Further, it is contended that his future success will be guided by emerging regional tensions, including whether Iran's neighbors will accept the terms of the nuclear agreement.
