In fact, operations in densely populated, built-up areas already frequently dominate U.S. armed forces deployments. Over the past decade, Service training initiatives have reflected a renewed interest in preparing for such contingencies. However, members of Congress have expressed concern that these efforts were insufficiently coordinated. Therefore, Congress requested that a study be conducted of how the military community might better orchestrate its resources to improve readiness for forcewide urban operations. Three sponsors -- the Office of the Secretary of Defense Readiness; J7, U.S. Joint Forces Command; and Joint Urban Operations Office, J9, U.S. Joint Forces Command -- asked the RAND Corporation to undertake the task of developing a joint urban training strategy for the period 2005-2011 to assist in meeting this objective. This monograph presents that strategy. It will be of interest to individuals in the government, nongovernmental organizations, private volunteer organizations, and the commercial sector whose responsibilities include the planning, policy, doctrine, training, funding, and conduct of actions undertaken in or near urban areas in both the immediate future and the longer term. This research was conducted for the Department of Defense within the International Security and Defense Policy Center and the Forces and Resources Policy Center of the RAND National Defense Research Institute, a federally funded research and development center sponsored by the Office of the Secretary of Defense, the Joint Staff, the Unified Combatant Commands, the Department of the Navy, the Marine Corps, the defense agencies, and the defense Intelligence Community.

The complexity of the battlefield of the future presents its own problems. The variety of robotic systems and the almost infinite number of possible military missions create a dilemma for researchers who wish to predict human-robot interactions (HRI) performance in future environments. Human-Robot Interactions in Future Military Operations provides an opportunity for scientists investigating military issues related to HRI to present their results cohesively within a single volume. The issues range from operators interacting with small ground robots and aerial vehicles to supervising large, near-autonomous vehicles capable of intelligent battlefield behaviors. The ability of the human to 'team' with intelligent unmanned systems in such environments is the focus of the volume. As such, chapters are written by recognized leaders within their disciplines and they discuss their research in the context of a broad-based approach. Therefore the book allows researchers from differing disciplines to be brought up to date on both theoretical and methodological issues surrounding human-robot interaction in military environments. The overall objective of this volume is to illuminate the challenges and potential solutions for military HRI through discussion of the many approaches that have been utilized in order to converge on a better understanding of this relatively complex concept. It should be noted that many of these issues will generalize to civilian applications as robotic technology matures. An important outcome is the focus on developing general human-robot teaming principles and guidelines to help both the human factors design and training community develop a better understanding of this nascent but revolutionary technology. Much of the research within the book is based on the Human Research and Engineering Directorate (HRED), U.S. Army Research Laboratory (ARL) 5-year Army Technology Objective (ATO) research program. The program addressed HRI and teaming for both aerial and ground robotic assets in conjunction with the U.S. Army Tank and Automotive Research and Development Center (TARDEC) and the Aviation and Missile Development Center (AMRDEC) The purpose of the program was to understand HRI issues in order to develop and evaluate technologies to improve HRI battlefield performance for Future Combat Systems (FCS). The work within this volume goes beyond the research results to encapsulate the ATO's findings and discuss them in a broader context in order to understand both their military and civilian implications. For this reason, scientists conducting related research have contributed additional chapters to widen the scope of the original research boundaries.

In other words, what are the future roles of the U.S. military? Only after this issue has been answered can the Department of Defense turn to the other important issues posed by Congress. Dr. William T. Johnsen tackles this question. In brief, he concludes that the U.S. military will continue to perform its traditional roles: deterrence, reassurance, compellence, and support to the nation. The method and manner of carrying out those roles, however, will change; in some cases substantially. The implications of these adapted roles will be considerable. More importantly, Dr. Johnsen also examines the emerging role of preventive defense and its potentially profound consequences for the U.S. military. The debates carried out within and about the QDR will shape the security policy of the United States well into the 21st Century.

The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. Air Commodore Professor Dr. Frans Osinga is the Chair of the War Studies Department of the Netherlands Defence Academy and the Special Chair in War Studies at the University Leiden. Book excerpt: When confronted with a persistent foreign policy problem that threatens U.S. interests, and that cannot be adequately addressed through economic or political pressure, American policymakers and opinion formers have increasingly resorted to recommending the use of limited military force: that is, enough force to attempt to resolve the problem while minimizing U.S. military deaths, local civilian casualties, and collateral damage. These recommendations have ranged from the bizarre—such as a Predator missile strike to kill Zimbabwean President Robert Mugabe, or the assassination of Venezuelan President Hugo Chavez—to the unwise—the preemptive bombing of North Korean ballistic missile sites—to the demonstrably practical—air raids into Bosnia and Somalia, and drone strikes in Yemen and Pakistan. However, even though they have been a regular feature of America's uses of military force through four successive administrations, the efficacy of these "Discrete Military Operations" (DMOs) remains largely unanalyzed, leaving unanswered the important question of whether or not they have succeeded in achieving their intended military and political objectives. In response, Micah Zenko examines the thirty-six DMOs undertaken by the US over the past 20 years, in order to discern why they were used, if they achieved their objectives, and what determined their success or failure. In the process, he both evaluates U.S. policy choices and recommends ways in which limited military force can be better used in the future. The insights and recommendations made by Zenko will be increasingly relevant to making decisions and predictions about the development of American grand strategy and future military policy.

Book excerpt: US Intervention Policy and Army Innovation examines how the US Army rebuilt itself after the Vietnam War and how this has affected US intervention policy, from the victory of the Gulf War to the failure of Somalia, the Bosnian and Kosovo interventions and the use of force post 9/11. Richard Lock-Pullan analyzes the changes in US military intervention strategy by examining two separate issues: the nature of the US Army as it rebuilt itself after the Vietnam War, and the attempts by the US to establish criteria for future military interventions. He first argues that US strategy traditionally relied upon national mobilization to co-ordinate political aims and military means; he subsequently analyzes how this changed to a formula of establishing militarily achievable political objectives prior to the use of force. Drawing on a vast body of material and on strategic culture and military innovation literature, Lock-Pullan demonstrates that the strategic lessons were a product of the rebuilding of the Army's identity as it became a professional all-volunteer force and that the Army's new doctrine developed a new 'way of war' for the nation, embodied in the AirLand Battle doctrine, which changed the approach to strategy. This book finally gives a practical analysis of how the interventions in Panama and the Gulf War vindicated this approach and brought a revived confidence in the use of force while more recent campaigns in Somalia, Kosovo and Bosnia exposed its weaknesses and the limiting nature of the Army's thinking.
