Book excerpt: This Committee report considers the European Commission's proposals to liberalise postal services in the European Union, particularly the proposals to reduce the weight/price limits and to fully open up competition on all special services including express mail, delivery on appointment, tracking and tracing and guaranteed time delivery. The Committee concludes that further liberalisation is both desirable and unavoidable because it introduces competition. Competition is needed in order to improve services and efficiency but the universal service obligation must be maintained and delivered to a uniform tariff at an affordable price. Pending a clearer view of the cost of the universal service obligation - to be reported on by the UK regulator PostComm - and assuming further negotiations on the proposals within the EU, the Committee recommends that the Government support the European Commission's proposals on liberalisation.
