Excerpt: ... in consequence of dangers in the Senate, to which M. Mariscal had alluded. We then proceeded to discuss the Article with a view of finding a way out of the difficulty. M. Mariscal suggested saying nothing at all about the debt and the Convention. I reminded him that exactly a year ago I had proposed this to him, and he had accepted it; but that M. Mariscal said this seemed to be a good suggestion, and we proceeded to discuss a new draft with a view to submitting it to Lord Granville. Ultimately we agreed that the following words would best meet the case: --To add to the preamble, after " purpose " --"And whereas the Government of Mexico propose to institute an inquiry into all the pecuniary claims of British subjects, and to negotiate directly with the claimants, with a view to the settlement thereof."
